Biden Administration Further Limits the Exportation of Components to Huawei. Global Times: Two Canadians Will Soon Stand Trial

 The Biden administration amended licences for companies to sell Huawei technology, further restricting companies from supplying items that can be used with 5G devices. Two sources quoted in Reuters said the change could distrust the exiting contract with Huawei. Global Times said trials of two Canadians on an espionage charge, Michael Kovrig and Michael Kovrig, would be closed soon. There are signs that the Huawei case cannot be solved through a diplomatic channel.

According to a Reuters report, the Biden administration has taken action this week, indicating Biden is stepping up their hard line against Huawei. US Department of Commerce Spokesperson and spokesperson of Huawei have both declined to comment.

The spokesperson of the White House, Jen Psaki, indicated on Wednesday (27th January) that the Biden government would prevent the US telecommunications network from using equipment from “distrust-worthy suppliers”, such as the Chinese telecommunications equipment giant Huawei.

Psaki stated the telecommunication equipment of a “distrust-worthy supplier” will be a national security threat to the US and other allies. The US will make sure that the telecommunication network is not using equipment from those suppliers, and they will work with the allies to secure their cybersecurity. “Invest in the expansion of telecommunications equipment production by the credible US and allied companies”.

Former Trump government allegations that Huawei can monitor users, steal intellectual property rights, and violate sanctions. Huawei denies wrongdoings. Apart from putting Huawei on the trade blacklist, Trump also took the lead on lobbying allies to reject Huawei equipment when building a 5G network. Before the end of the Trump administration, the government still noticed many suppliers of Huawei, including chip manufacturer Intel, will revoke their supply license to Huawei.

US Nominated Trade Representative Will Confront China and Helps the America Workers

The trade policy of the president-elected Biden towards China catches much attention. Katherine Tai, the nominated US trade representative, says that the new government will continue to confront China over its trade practice, as US face stiffening competition from a growing and ambitious China. Tai also states that she will help American workers after taking over the office to ensure they are protected by the trade agreements and enhance US jobs, not just ensure low-price import goods for consumers.

The fiercer competition from China

Tai gave a video speech at the National Foreign Trade Council (NFTC) on Jan 12, which was the first time after Biden's nomination. She mentioned that the US was facing stiffening competition from China, whose economy is directed by central planners who are not subject to the pressures of political pluralism, democratic elections, or popular opinion.

Tai pointed out that whether it is dealing with China or to ensuring the implementation of the United States–Mexico–Canada Agreement (USMCA), American could only win when they were in unity. The new government will collaborate with bipartisan and allies.

Biden says he suggested to UK's Johnson a plan to rival China's Belt and Road

U.S. President Joe Biden said he suggested to British Prime Minister Boris Johnson in a phone call on Friday that democratic countries should have an infrastructure plan to rival China’s Belt and Road initiative.

“I suggested we should have, essentially, a similar initiative, pulling from the democratic states, helping those communities around the world that, in fact, need help,” Biden told reporters.

China’s Belt and Road Initiative (BRI) is a multi-trillion-dollar infrastructure scheme launched in 2013 by President Xi Jinping involving development and investment initiatives that would stretch from East Asia to Europe.

US broaches boycott of Beijing Winter Olympics

The Biden administration has floated the idea of a boycott of the 2022 Beijing Winter Olympics to protest against the persecution of Uyghurs in China’s Xinjiang province. 

Ned Price, US state department spokesperson, said the boycott was one option “on the agenda” as the Biden administration discussed its approach to China and the Beijing Olympics with allies. 

Asked at a press briefing if the US was discussing a joint boycott, Price said: “It is something that we certainly wish to discuss . . . A co-ordinated approach will be not only in our interest, but also in the interest of our allies and partners.”

AIT confirms additional donation of 2.5 million doses of Moderna vaccine to Taiwan

The American Institute in Taiwan (AIT) confirmed that the United States would be donating 2.5 million doses of the Moderna vaccine to Taiwan, a significant increase from the 750,000 doses announced during a visit by three U.S. senators to Taipei. The vaccine is expected to arrive in Taiwan on Saturday U.S. time, the AIT said, adding that the vaccine donation demonstrates the U.S. commitment to Taiwan as ’a trusted friend and a member of the international family of democracy.’

A spokesperson for the Presidential Office of Taiwan responded last night (19th), stating that Taiwan’s representative to the United States, Bi-khim Hsiao, had received the vaccines at Memphis Airport in Tennessee on behalf of the government and that they were expected to arrive in Taiwan on Sunday (20th).

The spokesperson said that President Tsai Ing-wen once again expressed her sincere gratitude to President Biden and the U.S. government for their strong support of Taiwan by significantly increasing the original 750,000 doses of vaccine announced on the 6th to 2.5 million doses, demonstrating the U.S. government’s concrete actions in support of Taiwan’s efforts to combat the challenge of this outbreak. The spokesperson added that the U.S. government’s timely outreach is a testament to the rock-solid friendship between Taiwan and the United States.

Lawyers say China using Interpol to seek dissident’s return

Attorneys are asking the Biden administration to release from immigration custody a Chinese democracy advocate who could be deported to his homeland to face what they say are false charges — despite the lack of an extradition treaty between the United States and China.

Human rights advocates say this is one of a handful of cases in which China has used the Interpol “red notice” system to try to force the return of dissidents from the United States. Under the red notice system, a member country of the international police consortium can ask other countries to arrest and return fugitives living abroad. It’s not clear how often, if ever, this tactic has resulted in the U.S. turning over detainees to Chinese authorities.

There are no unanimous conclusions for US Epidemic Traceability Report, reprimand China for refusal to share information and block investigation 
 
The Director of National Intelligence of the United States issued a report on the traceability of the Wuhan virus, showing that the intelligence agencies failed to reach a consensus on the source of virus. The report also stated, China interrupted the investigation and rejected to share information, which made the report could not be concluded. The Chinese Embassy in US responded that the report is unscientific, and US is trying to shirk its responsibility for fighting the epidemic by relying on report.  
 
The report was published on 27August (Friday) and written by 18 intelligence organisations. Four of those organisations believed the virus is from the natural contact between human and infected animals, however this conclusion was only in “low credibility”. There is another intelligence organisation which has a “medium confidence” believed the virus is relevant to the laboratory. That is, concluding the virus “could be” the infected animals naturally infect the human beings and relevant to the laboratory. The report has also analysed the virus is not from biochemical weapon; Chinese officials are lack of foresight about virus will cause a “global pandemic”.  
The report stated, the department cannot get the conclusion, or the conclusions only have low to medium confidence, which is because of the rejection of sharing important information from China has interrupted the investigation. In which, it cannot get the conclusion unless there are more new information. US President Biden emphasized, US will continue the suppression to China before they get the answer. He also indicated that the significant information is showing the start of pandemic is from China, “But from the beginning, the Chinese officials have already interrupted the international investigation and global public health organisation to gain the information”.

U.S. Steps Up Pressure on Businesses Over Forced Labor in China

U.S. lawmakers and Biden administration officials are stepping up pressure on American businesses to stop imports from the Western Chinese region of Xinjiang as Beijing’s alleged use of forced labor emerges as a top item on their bilateral trade agenda.

Western officials say the Chinese government uses forced labor of Uyghur and other Muslim minorities in Xinjiang, the world’s leading producer of cotton and raw materials used in solar panels. Beijing strongly denies the claim.

Biden Criticized China's Coercive Actions in Taiwan Strait and Said its Commitment to Taiwan is Rock-Solid

Joe Biden, the President of the United States, criticized China for taking coercive actions in Taiwan Strait during East Asia Summit on Wednesday (27 October). And the actions threatened the peacefulness and stability of regions and reaffirmed that the US commitment to Taiwan is “rock-solid”.

During the summit, Biden said, “We are deeply concerned about China’s coercion action”. He continued, “the US has made a commitment to Taiwan. In fact, the commitment is rock-solid and consistent across successive governments. We will continue to maintain the peacefulness and stability of Taiwan Strait region”.

Biden said last week that the US has the responsibility to provide Taiwan with means of self-defence under the 1979 Taiwan Relations Act. The US will defend Taiwan if China attacks them. Biden’s remarks run counter to the US’s consistent “strategic ambiguity” stance on Taiwan.

China later expressed their dissatisfaction with Biden’s remarks and urged Washington not to send the wrong signal to Taiwan, so as not to seriously damage Sino-US relations and the peace and stability of Taiwan Strait.
