Universal Testing and Election

The HKSAR government has postponed the Legislative Election that was originally scheduled on 5 Sept 2020, claiming that gathering should be avoided.

However, the government has been pushing universal COVID-19 testing which would be run by China-owned companies in Hong Kong.

114 locations including 24 schools will be used for sample collection. Reporters questioned that the high-risk sample collection in the community may infect more people in the process. Moreover, if the authorities allow civilians to remove mask and swap throat, queries were raised on the decision to delay election.

The media contested the government had a double standard which allows community COVID-19 test for at least 7 days but postpones #LegCo election for a year.

Secretary for Civil Service Patrick Nip claimed that universal testing is an essential anti-pandemic measure and the government priority. “You can’t make comparison like that" is his answer.

Secretary for Education "Hopes" Schools to "Cultivate National Identity" and Teachers and Principles to "Actively" Join the Government's Universal Testing

Regarding the new school term in September, Kevin Yeung Yun-hung, secretary for education in Hong Kong, issued a letter to primary and secondary schools, informing the principals and the teaching staff of their "responsibilities to cultivating national identity and law-abiding awareness of the students". The letter demanded schools to turn students into "good citizens and nationals by abiding school regulations in school and law in society”. The letter also emphasised that the HKSAR has responsibilities to "safeguard state sovereignty, security and benefits of development under Basic Law".

Yeung also mentioned the Education Bureau has released a notice to ask teaching staff and students to become familiar with the National Security Law.

As the government is promoting a universal COVID-19 testing scheme, Yeung has wrote on Facebook, hoping that "principals, teachers, students and parents can join the plan actively”.

Ip Kin-Yuen, lawmaker representing the functional constituency of education sector, stated it was not a problem if Yeung just advised, as long as “the test should not be mandatory, and teachers and students were not forced to be tested”. Ip urged the authorities to disclose relevant information and let teachers, students and parents decide for themselves.

Man in HK Imprisoned for Possessing Cable Ties; Magistrate: Could be "Weaponized" for Combat

Magistrate Cheng Ki-hong said in his ruling on August 28: "Although each cable tie is only 6-inch long, they can be quickly tied together to assemble iron bars or other debris into a large object for illegal purposes like battling, assaulting, or obstructing transportation."

The magistrate also mentioned that the defendant was wearing black and had a gas mask and a pair of hand gloves in his backpack.

According to magistrate, he could only conclude that the cable ties were used for "illegal purposes". Besides, the magistrate also believed that the defendant "must have been assisted by a group of people with the same intention to quickly remove and collect iron bars and debris".

The defendent was therefore ruled guilty and sentenced to five months and two weeks' imprisonment.

Hong Kong Police investigates a 2019 Advertisement on Japan's Nikkei for Contravening National Security Law

On August 10, 2020, Hong Kong police raided Apple Daily with a court warrant to investigate "crimes endangering national security", arresting the newspaper founder Jimmy Lai and Next Media's top management including the CEO.

On the same day, pro-democracy activists including Agnes Chow, Andy Li and Wilson Li were also arrested for "colluding with foreign forces".

According to AFP, Hong Kong police also went to Nikkei Asian Review’s office in Hong Kong. The police were reportedly armed with a court order to investigate an advert placed on the newspaper a year ago calling for international support for Hong Kong's pro-democracy protests and featuring the name of now-disbanded pro-democracy party Demosistō.

Similar newspaper advertisement ran in papers around the world and were paid by crowd-funding.

The AFP report pointed out that the Hong Kong police are using past words and deeds of the government critics to bolster investigations under the new security law, despite the fact that the legislation should not be applied retroactively.

The Hong Kong-America Centre Shuts Sown its Offices After Being Smeared by China-Controlled Media

Since the end of 2019, China-owned newspaper Ta Kung Pao and Global Times have been tirelessly reprimanding the Hong Kong-America Centre for being "lavishly backed with US fund" and “manipulating the University General Studies” via the Fulbright Program, one renowned academic exchange program led by the Center. The Center was also said to be “infiltrated” by “anti-China forces” and was acused of "brainwashing youngsters and subverting China".

Academia, however, pointed out that the Center has been driving academic exchange and coordination. The closure of the Center is a loss to both Hong Kong and China.

Apple Daily has looked into the accusations made by the CCP-controlled mouthpieces and found gaps:

- Ta Kung Pao’s accusation:
The Hong Kong-America Centre was funded by several heavy-weight organisations, including the Ford Foundation, the Henry Luce Foundation, the National Democratic Institute (NDI) and the East-West Centre. Among them, NDI allocated $524,000 to the Center from 2013 - 2018 under a “Young Female Leader Advocacy” program.

- Apple Daily’s findings:
Based on the Center’s Financial Statement, around 30-40% of the Center’s fund in the past 5 years came primarily from local universities averaging over hundreds of thousands a year. The remaining 60% came from the surplus of the Center’s operating projects, among which was connected to NDI. From 2014 – 2017, a total fund amounted $285,000 was received from NDI, after deducting expenses, a balance of $117,000 was recorded.

- Ta Kung Pao’s accusation:
The “Women’s Training Camp” organised for Mainland female leaders was funded and led by NDI.

The program invited former Commercial Radio Station Chief, Wong Wing to talk about leadership capabilities and PR tactics, which was actually intended to encourage candidates to learn from the Middle-East women to stand against their governments and subvert China.

- Apple Daily’s findings:
When being asked, Wong Wing clarified that he was invited to talk about the media landscape in Hong Kong and his work experience only.

- Ta Kung Pao’s accusation:
The Centre “routinely organizes anti-China brain-washing activities”, such as “Let’s Talk: Youth Summit on Hong Kong Elections” which was organised on the eve of the Umbrella Movement in 2014.

The program invited Anson Chan and Joseph Cheng as speakers and discussed “negotiating strategy for mass protest activities”, sowing seed for youngsters to aspire universal suffrage as the ultimate goal in a protest activity.

- Apple Daily’s findings:
Responding to the paper’s inquiries, both Joseph Cheng and Eric Heikkila, a Professor of International Public Policy at the University of Southern California, expressed that “I cannot recall a single incident or activity that I would in any way described as ‘anti-China’”.

- Ta Kung Pao’s accusation:
From 2006 – 2012, the US Consulate arranged 25 US academia to Hong Kong via the Fulbright Program.

The HK-America Center was the bridge connecting the academia to 8 universities in Hong Kong. They were involved in designing and teaching General Studies, in other words, "manipulating the curriculum" of the city’s higher education program.

- Apple Daily’s findings:
Wong Wai-Ho, Associate Professor of Public Policy and Public Administration said that the Center’s role was to facilitate academic exchange, involving in the coordination works between the US consulate and universities.

Editor’s note:
The Hong Kong-America Center was set up in early 2000 to advance educational exchanges between China and the United States over the bridge of Hong Kong.

Ex-CEO of Google Warned: China's Control of AI will Harm the World

(North American News) The ex-CEO of Google, Eric Schmidt, warned that the Chinese dictatorship would promote artificial intelligence (AI) development beyond the U.S. Once China controls the global AI technology, it would be a disaster to the world. Besides, he urged the U.S. government to catch up on the pace, doubling the funds on technology development in the next five years.

Schmidt, the Chairman of the Defense Innovation Advisory Board under the U.S. Department of Defense, participated in a seminar on AI technology at Bipartisan Policy Center on Tuesday. He said there is an advantage for the Chinese government as they are huge, single-minded, and adopt a top-down model, which the U.S. government is hard to duplicate. "I am not praising nor supporting them, but I urge you to take this issue seriously."

Schmidt described that the "high-tech authoritarianism" model motivated China to exceed the U.S. in all aspects. "They will have a larger economy, more funding on development, higher quality of investigations, broader technology applications, and a stronger computer infrastructure." He emphasised that once China controls AI technologies of the world, it “might not be a very pretty place to live.”

Why are these state media artists disrespecting the CCP?

The image above, from Xi Jinping’s visit to CGTN in 2016, states the reality of PRC state media all too clearly: “the CCP is CGTN’s daddy.”

Five years later, how come so many PRC state media personalities on Twitter are going to such great lengths to hide their Chinese state affiliations? Is it because they oppose the CCP? Enquiring minds want to know.

Before I address this question, I need to present a brief interlude on terminology: I propose the term “state media artist” for people who work for PRC state media.

China will soon surpass Russia as a nuclear threat –senior U.S. military official

China, in the midst of a rapid nuclear weapons buildup, will soon surpass Russia as the United States' top nuclear threat, a senior U.S. military official said on Friday, warning that the two countries have no mechanisms to avert miscommunication.

U.S. Air Force Lieutenant General Thomas Bussiere, the deputy commander of the U.S. Strategic Command, which oversees the country's nuclear arsenal, said China's development of nuclear capabilities "can no longer be aligned" with its public claim that it wants to maintain a minimum nuclear deterrent.

"There's going to be a point, a crossover point, where the number of threats presented by China will exceed the number of threats that currently Russia presents," Bussiere told an online forum.

#Vitasoy requests personal info of staff's family and affiliations in order to pay their wages

On July 1, 2021, a 50-year-old Hong Kong man #LeungKinFai killed himself after stabbing a policeman. It later came to public attention that Leung was an employee at the beverage maker Vitasoy.

In August 2021, a union group expressed concern over reports that Vitasoy is asking its staff to declare any links they and their relatives have with various organisations.

Vitasoy has reportedly asked its workers in mid-August 2021 to sign an agreement to allow the company to collect their personal information as well as that of their family members, including any membership of associations or affiliation with different organisations.

According to the reports, the manufacturer also stated that it might not be able to pay workers if they decline to submit the information, and that such data would be handed over to law enforcement departments if required.

A worker who spoke to Stand News says he could not understand why the company
would want to collect information on their family members. "I'm the one working here, not my family. I feel like they're stripping me naked." Another worker said that it put him in a dilemma: "if I agree, I'd worry my personal information would be leaked. If I don't, I might not be able to feed my family."

According to RTHK reports, Confederation of Trade Unions' chief executive Mung Siu-tat said it is rare for companies to require information that is irrelevant to a person's job. "It's not just collecting the staff members' information, but also their families’. It makes people question if the practice has violated the privacy ordinance because it'd be collecting excessive data," he told an RTHK programme.

Mung said he was not convinced by Vitasoy's explanation that it was merely digitalising its human resources system. "Whether it's for salary payment or for signing them up for medical plans, it should already have got sufficient information to do so," he said. "It's not just updating [its system], it has changed the scope of the personal data it collects. It's collecting more private information that is irrelevant to the employment."

Mung said that it is not difficult to imagine that the move was linked to the stabbing incident on July 1.

There are no unanimous conclusions for US Epidemic Traceability Report, reprimand China for refusal to share information and block investigation

The Director of National Intelligence of the United States issued a report on the traceability of the Wuhan virus, showing that the intelligence agencies failed to reach a consensus on the source of virus. The report also stated, China interrupted the investigation and rejected to share information, which made the report could not be concluded. The Chinese Embassy in US responded that the report is unscientific, and US is trying to shirk its responsibility for fighting the epidemic by relying on report.

The report was published on 27August (Friday) and written by 18 intelligence organisations. Four of those organisations believed the virus is from the natural contact between human and infected animals, however this conclusion was only in “low credibility”. There is another intelligence organisation which has a “medium confidence” believed the virus is relevant to the laboratory. That is, concluding the virus “could be” the infected animals naturally infect the human beings and relevant to the laboratory. The report has also analysed the virus is not from biochemical weapon; Chinese officials are lack of foresight about virus will cause a “global pandemic”.
The report stated, the department cannot get the conclusion, or the conclusions only have low to medium confidence, which is because of the rejection of sharing important information from China has interrupted the investigation. In which, it cannot get the conclusion unless there are more new information. US President Biden emphasized, US will continue the suppression to China before they get the answer. He also indicated that the significant information is showing the start of pandemic is from China, “But from the beginning, the Chinese officials have already interrupted the international investigation and global public health organisation to gain the information”.
