September 11, 2021: Blatant Crackdown on Civil Society Continues in Hong Kong

The Hong Kong Alliance in Support of Patriotic Democratic Movements of China, the organizer of the annual candlelight virgil commemorating the 1989 June 4 Tiananmen Square Massacre, has been the target of the Hong Kong authorities.

On September 9, 2021, the #NationalSecurityPolice raided the June 4 Museum, formerly operated by the group.

One day later, the Department of Justice (#DoJ) charged the chairpersons of the group, including #LeeCheukYan, #AlbertHo and #ChowHangTung, of "state subversion" under the #NationalSecurityLaw.

Provincial-Level Chinese Communist Members Among "Grassroots" Sector Candidates in Upcoming Hong Kong Election

Hong Kong is set to host an electoral committee election in September 2021, the first after China revamped the city's election rules earlier this year. A number of candidates, however, are current national committee members in mainland China.

Out of the 59 candidates of the "Grassroots Associations" sector, at least 10 are members of Provincial Political Consultative Conference, part of the Chinese Communist Party's "United Front" system. The memberships are spread across six Chinese provinces as well as two direct-administered municipalities.

Though the seats nominally represent "grassroots" people, public records show that many candidates are management-level officers in publicly-listed companies.

LegCo member Leung Che-cheung, who is also president of the pro-establishment New Territories Association of Societies, has this to say of the sector's candidates: "They represent the voice of the grassroots. They don't need to be a grassroots person themselves."

Hong Kong Government Questions the Oath of Seven Pro-democracy District Councillors

On September 10, 2021, the Hong Kong SAR government demanded directly elected district councillors on Hong Kong Island to take oath, pledging allegiance. They are the first batch of district councillors scheduled for oath-taking.

The authorities accused seven pro-democracy district councillors who swore oaths of allegiance of being "questionable".

The seven councillors are Clarisse Yeung and Leung Pak-kin from the Wan Chai district council; Wei Siu-lik, So Yat-hang, Chan Wing-tai and Lai Tsz-yan from Eastern district; and Southern district's Michael Pang.

Peter Choi, a pro-democracy district councillor who didn’t show up, has been immediately 'disqualified' and removed from his seat by the authorities.

FBI says Chinese authorities are hacking US-based Uyghurs

The FBI has warned that the Chinese government is using both in-person and digital techniques to intimidate, silence and harass U.S.-based Uyghur Muslims. 

The Chinese government has long been accused of human rights abuses over its treatment of the Uyghur population and other mostly Muslim ethnic groups in China’s Xinjiang region. More than a million Uyghurs have been detained in internment camps, according to a United Nations human rights committee, and many other Uyghurs have been targeted and hacked by state-backed cyberattacks. China has repeatedly denied the claims.

In recent months, the Chinese government has become increasingly aggressive in its efforts to shut down foreign critics, including those based in the United States and other Western democracies. These efforts have now caught the attention of the FBI.

Amidst crackdowns, street booth calls on Hongkongers to never surrender

On September 11, 2021, the Citizen's Radio in Hong Kong hosted a street booth, titled "Resist & Never Surrender".

Organizers of the street booth collected signatures from citizens in support of pro-democracy citizens under persecution, reminding Hongkongers that many have been arrested and detained without trial under the #NationalSecurityLaw, with no clear date of release.

In addition, among the 12 pro-democracy activists arrested last August during their attempt to flee Hong Kong, two are still serving prison sentences in China, while the others 10 are facing further charges in Hong Kong.

//Xi Jinping, China’s leader, has collided with economic reality. His crackdown on private enterprise has been a significant drag on the economy.

The most vulnerable sector is real estate, particularly housing. China has enjoyed an extended property boom over the past two decades, but that is now coming to an end.

Evergrande, the largest real estate company, is over-indebted and in danger of default. This could cause a crash. 

The crackdown by the Chinese government is real. Unnoticed by the financial markets, the Chinese government quietly took a stake and a board seat in TikTok owner ByteDance in April. The move gives Beijing one seat on a three-person board of directors and first-hand access to the inner workings of a company that has one of the world’s largest troves of personal data. The market is more aware that the Chinese government is taking influential stakes in Alibaba and its subsidiaries. 

Xi does not understand how markets operate. As a consequence, the sell-off was allowed to go too far. It began to hurt China’s objectives in the world. Recognising this, Chinese financial authorities have gone out of their way to reassure foreign investors and markets have responded with a powerful rally. But that is a deception.

Xi regards all Chinese companies as instruments of a one-party state. Investors buying into the rally are facing a rude awakening. That includes not only those investors who are conscious of what they are doing, but also a much larger number of people who have exposure via pension funds and other retirement savings...//

The Director of National Intelligence of the United States issued a report on the traceability of the Wuhan virus, showing that the intelligence agencies failed to reach a consensus on the source of virus. The report also stated, China interrupted the investigation and rejected to share information, which made the report could not be concluded. The Chinese Embassy in US responded that the report is unscientific, and US is trying to shirk its responsibility for fighting the epidemic by relying on report.  
 
The report was published on 27August (Friday) and written by 18 intelligence organisations. Four of those organisations believed the virus is from the natural contact between human and infected animals, however this conclusion was only in “low credibility”. There is another intelligence organisation which has a “medium confidence” believed the virus is relevant to the laboratory. That is, concluding the virus “could be” the infected animals naturally infect the human beings and relevant to the laboratory. The report has also analysed the virus is not from biochemical weapon; Chinese officials are lack of foresight about virus will cause a “global pandemic”.  
The report stated, the department cannot get the conclusion, or the conclusions only have low to medium confidence, which is because of the rejection of sharing important information from China has interrupted the investigation. In which, it cannot get the conclusion unless there are more new information. US President Biden emphasized, US will continue the suppression to China before they get the answer. He also indicated that the significant information is showing the start of pandemic is from China, “But from the beginning, the Chinese officials have already interrupted the international investigation and global public health organisation to gain the information”.

Congo reviewing $6 billion mining deal with Chinese investors -Finance Minister
 
Democratic Republic of Congo’s government is reviewing its $6 billion “infrastructure-for-minerals” deal with Chinese investors as part of a broader examination of mining contracts, Finance Minister Nicolas Kazadi told Reuters.

President Felix Tshisekedi said in May that some mining contracts could be reviewed because of concerns they are not sufficiently benefiting Congo, which is the world’s largest producer of cobalt and Africa’s leading miner of copper.

His government announced this month it had formed a commission to reassess the reserves and resources at China Molybdenum’s massive Tenke Fungurume copper and cobalt mine in order to “fairly lay claim to (its) rights”.

On the morning of September 8, 2021, barrister Chow Hang-Tung was arrested at her law firm's office. Chow is the co-chair of a pro-democracy organization, The Hong Kong Alliance in Support of Patriotic Democratic Movements of China, which had been the host of the annual candlelight vigil commemorating the victims of the 1989 June 4 Tiananmen Massacre for 30 years.

Chow was alerted to the police's arrival. As the police made their way upstairs, she posted to her Facebook: "Regretfully, I won't make it to Gwyneth's bail hearing."

Chow, who had been representing #GwynethHo in her #HKPrimaries case, also wrote: "They could have told me earlier they're coming to get me; then I wouldn't need to stay up all night preparing for the court stuff."

"The worst part about getting arrested now, is I haven't brushed my teeth. What if my bad breath knocks out the National Security police?" She also asked her Facebook followers: "Any last words for me before I go?"

She also posted one final picture of the view from her law firm office window: "Seeing this view for the last time ..."
