Vote Counting Controversies:
Presiding Officer Refused to Conduct a Second Count in Tsing Yi, Despite Request

(25 Nov) Awaiting the District Council Election outcome, citizens at the vote counting station for the Shing Hong constituency in Tsing Yi demanded a second count.

At the Lok Sin Tong Leung Chik Wai Memorial School polling station, citizens questioned the fairness of the count, as the problematic ballots were not displayed. People on site demanded a re-count, but were rejected by the Presiding Officer.

Eventually, the seat of Shing Hong constituency was won by pro-Beijing LEUNG Kar Ming from DAB (3531 votes), defeating Lucia CHIU Po Kam of Power for Democracy (3417 votes).

Editor's note: The following are comments made by mainland Chinese on social media platform #Weibo in China. Their reaction towards the landslide victory by the pro-democracy candidates in the 2019 Hong Kong District Council election range from hostile, cynical to indifferent.

All these have a lot to tell about the Chinese mentality towards values such as freedom, democracy that are cherished by Hongkongers and the world.

The ever-swinging pendulum of public opinion - Yee Lee

So why was everything all calm and peaceful during the last few days before and on election day? As manipulators were positive about a certain victory, there were no longer any disguised protesters to create chaos. By contrast, the protesters were extremely sensitive to public opinion despite having no official leader in the movement. Even though protesters in the frontline (a.k.a the “valorous”) could not see the purpose of elections under the “one country, two systems” framework, they did not want to sever ties with moderate protesters (a.k.a. the “peaceful, rational and non-violent”) and hence halted all actions in order to allow the elections to proceed in a peaceful manner. Meanwhile, citizens witnessed the ongoing callous siege by police at PolyU, which prompted voters to line up for hours to cast their ballots.

Vote Counting Controversies

(25 Nov)Desmond Fung who is the pro-democracy candidate of the Lam Tin constituency lost the election by 50 votes. “I’m sorry to all of you.” Fung apologized to the voters at the Lam Tin polling station, adding that his win or loss was not important. “The win of Hong Kong is the most important.” He called on everyone to continue the fight through different means, tearing up as he spoke.

Vote counting at the Lam Tin constituency has been controversial as two rounds of ballot counting still offered up no results. Residents at the polling station asked for another count, but the electoral officer refused and called the police. A large number of riot police arrived to block off the polling station entrance. The electoral officer later said residents could file complaints with the Election Committee if they were still dissatisfied. There were about 100 problematic ballots at the two Lam Tin constituency polling stations, and the number was more than the number of valid votes of the opponent, which was 50. The problematic ballots had multiple stamps and stamping outside of the circles.

DAB supporters: “aunties” took perks but voted for pan-democrats

(27 Nov) The District Council election results were shocking. Apart from the overwhelming votes from the “yellow ribbons” (i.e., pan-democrats’ supporters), the reason why the pro-establishment camp lost was that their supporters had gone rogue.

A netizen posted on a social forum to recount a story his mother told him. She and a lot of neighbours had always attended activities organized by the DAB. They enjoyed the perks from the DAB but did not vote for them. This led to an inaccurate vote estimate, causing the DAB to lose in the election.

The netizen pointed out that his mother had never been enthusiastic about politics. She felt that the DAB district councillor appeared to be “doing something” for the district since there were lots of gifts and perks from the events they organized. Hence she sometimes volunteered when she was free and became a supporter of DAB. However, given the recent political turmoil, some sophisticated supporters were disgusted by the pro-establishment camp’s actions. Also, they were dissatisfied that the pro-establishment district councillors were unwilling to assist or discuss kids from the neighbourhood who had been arrested. These supporters were devastated by their acts.

The netizen pointed out that, according to his mother’s knowledge, a lot of “aunties” (i.e., ladies from the neighbourhood) pretended to support the pro-establishment camp but secretly voted for the pan-democrats candidates. This, directly and indirectly, caused the pro-establishment district councillor to lose the election. Some aunties also predicted that, after the pro-establishment candidates had lost the election, they may spend more resources and give out more perks to gain support for the next election. Therefore, these supporters would definitely not “sever ties” with the pro-establishment camp.

As previously discussed, although the ratio of the votes between the pan-democrats and pro-establishment camp was 60:40 in this election, the fact that the pan-democrats still managed to win 60% of votes, in spite of those dubious new voter registrations in the past year, implied that some pro-establishment voters had gone rogue.

DAB uses the highest protective equipments for private purposes

(12 Feb) Leung Kar Ming, a district councillor of Shing Hong district of Tsing Yi and a member of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), stopped meeting with people and abandoned residents since the outbreak of the epidemic. She was so scared that her office put out a notice saying the open hours were suspended because of a renovation. Residents were extremely angry.

When residents of the Cheung Hong Estate evacuated and needed her support, she disappeared all the way. After that, she showed up with high specification of protective equipments. Why did she need such high specification? Even medical staff and firefighters didn’t have gears that good; only the police and she did.

On the day of district council election, the Presiding Officer unexpectedly ruled all 500 questionable ballots in favour of Leung Kar Ming. So she was elected. At that time, residents were angry and surrounded the Presiding Officer. They kept asking questions but got no answer. Finally, residents were pushed out by the Police Tactical Unit (PTU).

After Leung Kar Ming started her term, she disappeared all time, and didn’t answer residents’ calls. The district is more and more deteriorated and insanitary. She doesn’t care and disappears to who-knows-where. Her office is always closed.

Carrie Lam to offer jobs to District Councilors who lost: Top three job with the best pay highlighted

Editor’s note: Carrie Lam said she would not treat people as strangers just because they have lost their status locally.

(11 Dec) The Pro-Beijing camp was hit hard in the District Council Elections, and a large number of district councilors failed to be re-elected. Chief Executive Carrie Lam met with losers from Hong Kong Federation of Trade Unions (HKFTU) on Dec 9. Besides an apology in person, she said she had the intention to offer official positions to the losers in order to extend their influences in the districts.

HK01 has checked such public data and information and it is found that the losers have been appointed in 112 committees for official positions, and many of these positions have good remuneration. Some of them request members to attend meetings once to twice a month only, and the average monthly income reaches around HKD 20,000. The yearly package of another official position offers around HKD 600,000. The average monthly salary reaches HKD 5,000. If a person can be appointed for both positions at the same time, the combined monthly income is almost equal to a full-time paid job with a median monthly income in Hong Kong.

"Perfected" District Council Election Will Be Held on 10 December, Same Day as International Human Rights Day

On July 24, the government announced that the first District Council Election since its "perfection" will be held on #Dec10 this year, the same day as the International Human Rights Day. The nomination period for the District Councillor sector and Geographical Constituency Candidates is between Oct 17 and 30.

This election will be the first time since the hangover that the district council election is held in December. According to records, previous district council elections were all scheduled in November. The last one held was on Nov 24, 2019, during the height of the #AntiELAB movement. The International Human Rights Day was on Dec 8 that year, when the Civil Human Rights Front held a demonstration with 800,000 participants.

The number of directly-elected District Council seats has been drastically reduced since the government amended the election ordinance on July 6. Previously, 452 seats were directly elected by voters; the upcoming election will have only 88, less than 20% of the total 470 seats. 355 of the remaining seats will be either directly appointed by the Chief Executive, or chosen by government-established committees. Pro-Beijing officials often lauded this rule change as "perfecting" the city's electoral system.
