According to IGN, Build a Rocket Boy launched the 45 days consultation after the failure of MindsEye.
The reason is purely legal: in the UK such a move is required before firing over 100 people. In total, the company has about 300 workers in the UK and 200 more in other locations.
Such a big studio was initially created to make a Roblox/UEFN competitor. The project was called Everywhere, but it's apparently dead on arrival. What's left of it was included into MindsEye.

Dying Light (the original one) will get a free update.
It is called Dying Light: Retouched, but developers insist it's not a remaster — just a reasonable overhaul. New textures, better materials, depth support on stones, etc.
Looks nice, I'm up for it! The release is expected in two days.
