🔻From the verb 'качать' to rock, to swing

🔻Prefix РАС- when added to verbs, forms verbs with the meaning of increasing intensity.

1) The original meaning is to swing, to sway from side to side.

2) However, there's a 💢colloquial meaning of the verb: to get off to a slow start, to be slow to start acting.

🔻The rule is simple:

 1 - ГОД

2, 3, 4 - ГОДА

5, 6, 7, 8, 9, 10, 11, 12,
and the rest numerals in '-надцать' (13-19)- ЛЕТ

20, 30, 40, 50, 60, 70, 80, 90, 100 - ЛЕТ

🔻Compound numerals depends on the LAST part:

21(один!) - ГОД
22, 23, 24 - ГОДА
25 - ЛЕТ

... and etc.

🔻It was Otto Eduard Leopold von Bismarck who said it first.

🔻However, Bismarck did not come up with the expression himself. He probably relied on the Russian proverb, widely known in the 19th century:

Нескоро запряг, да скоро приехал.
[ni-sko-ra za-pryak, da sko-ra pri-ye-khal]
It took (him) a long time to harness, but soon he arrived.

🔻This means that it usually takes Russians a long time to gather their strength or thoughts, they put off work until later and don’t get down to business until the last minute. But when they finally start, they do everything very quickly.

🔻This proverb reflects the Russian mentality. The Russian people are not hot-tempered, not excitable, but strong and efficient when necessary.

🔻One of the symbols of Moscow was first named 'All-Union radio and television broadcasting station named after the 50th anniversary of the October Revolution.'

🔻The tower got its name 'Ostankinskaya' (Ostankino is the district in Moscow where the tower is located) only in 1991.
