Witness Claimed Ambulance Obstructed and Treatment Delayed

This is a witness account of an onlooker called Ricky who was among the first to discover the 22-year-old boy:

Ricky, a Tseung Kwan O resident, was one of the first persons who discovered student Chow Tsz-Lok lying unconscious in the parking lot when he and another middle-aged man were heading to the second floor of the car park to flee tear gas. It was around 1am when they heard a black-clad citizen shouting “FA (first-aider) please”. They walked over and saw Chow lying face down on the ground covered in a large pool of blood. Chow was immediately assessed by three unarmed firemen who happened to be at the scene later.

According to Ricky, while there were no apparent injuries on Chow’s head, arms and legs; there were signs of muscle spasms and urinary incontinence. The firemen determined Chow’s situation to be very serious and requested backup and an ambulance through their own radio. At 1.10am, 7 firemen with first aid supplies and 3 volunteer first-aiders arrived at the scene to rescue Chow. However, he ambulance had yet to arrive after a 10 minutes wait. Meanwhile, 10 riot police rushed to the scene from the 3rd floor, and pointed guns at Ricky and another first-aider. Ricky yelled “Let us rescue him first!”, the police put down their guns after realising the presence of the firemen.

At 1.25 am, Chow’s pulse rate dropped to 40. The ambulance still had not arrived even though the firemen repeatedly called for help. Meanwhile Ricky overheard the firemen’s conversation through radio that the ambulance could not arrive because of police obstruction. After a short while, the firemen were finally able to get an ambulance on the way for another case to change its route and treat Chow first. He was then transported to the ambulance on a stretcher at 1.29am.

Police Pointed Guns at First Aiders and Ambulance Radio Mentioned Police Obstruction, Says First Aider

This is a witness account of a first-aider called Hins who provided care for the 22-year-old boy at the scene:

It was around 1am on Nov 5 when volunteer first-aider Hins and his colleague heard a bystander said a young person Chow, aged 22, fell from the 3rd floor of a car park at Sheung Tak Estate. There were already 8 to 10 paramedics from the Fire Services Department providing basic first aid service when Hins arrived at the scene. Hins asked if the paramedics knew what happened, they said they had no idea but they heard the onlookers saying that the police were chasing after Chow earlier then somehow Chow fell.

Hins said, Chow’s situation seems very serious even though there was no apparent injuries because there was a significant loss of blood. Hins described the scene as frightening as Chow vomited blood. He then asked if the paramedics had called the ambulance and they said they already did.

Hins got extremely worried and kept asking the firemen when the ambulance was going to arrive as Chow’s pulse rate was dropping constantly. “We then heard from the radio that the ambulance could not get to the scene because it was stopped by the police”. Hins added, “I was very shocked because based on the patient’s situation, he needed to be sent to the Resuscitation Room right away.”

Hins also recalled the arrival of a large group of riot police 5 to 10 minutes after he and his colleague got to the scene. They pointed guns at them and demanded them to leave immediately as the scene is very dangerous. The paramedics did not agree. They then handed over Chow to Hins and his colleague and negotiated with the police. “We are trying to save someone’s life here”, the paramedic said, “There is no danger here. We don’t need you. Please leave”.

Immigrant University Student: "If Hong Kongers give up, Hong Kong is going to vanish"

President of the Hong Kong University of Science and Technology (UST) Wei Shyy talked about the injury of the 22-year-old student Chow during an open dialogue on the university campus which over 800 students participated. Currently in critical condition, Chow was found fallen in a car park in Tseung Kwan O earlier this week during police mass arrest operation.

At the forum, UST student association played a footage supporting the fact that the police delayed the fightfighters from providing first aid to Chow. A group of exchange students from China who were holding placards that read "In support of Mr. President" were discontent and left the forum soon after.

A first year engineer student then asked Shyy some questions and talked about his thoughts, as an immigrant to Hong Kong from China, towards the pro-democracy movement in the past 5 months.

The student expressed that he was very glad that he can study and enjoy freedom in Hong Kong. In the past few months, Hongkongers did everything possible to defend their rights and freedom. "Rallies didn't work. Assemblies didn't work," he said, "which left violence the only way to fight". He also pointed out that instead of addressing people's needs, the government tries its best to suppress thr protestors. That is why Hong Kongers cannot back down. "If Hong Kongers give up, Hong Kong is going to vanish".

The student then brought up the fact the Shyy refused to condemn police brutality and questioned why he still needs to wait for the police's investigations when he has already watched the footage shown by the Student Association. He also condemned the Chinese students who held banners to 'support' the president by pressurizing Shyy on the pro-Beijing side. He said, exchange students from China are no more than just "guests" in Hong Kong, but Hong Kongers who study at UST are the actual ones who see UST and Hong Kong as their homes. He added, "I hope you can stand with us. If you would condemn police brutality, we pledge solidarity with you".

Dash Cam Video Revealed
Police Presence in the Carpark Before the Fall, Contradicting
Police Statement


22-year-old university student Chow Chi-Lok was severely injured after falling from the third to the second floor of the Sheung Tak Carpark in Tseung Kwan O on November 4.

In the police press conference on November 5, the police claimed the time of Chow's fall between 00:45 to 01:00 (Nov 4) and stated that the police did not enter the carpark before 00:55 (Nov 4).

In a dash cam video obtained by Citizens' News, we can, however, see a group of riot police walking down a staircase from the Sheung Tak parking lot, exiting to Tong Ming Street before midnight at 23:28 (Nov 3).

The video, therefore, disproves the police statement.

University Students Observe 5 Minutes of Silence for Chow Tsz-lok who passed away this morning (Nov 8) after a fall, which turned out to be fatal, in the morning of November 4 during police operation in Tseung Kwan O.

At 1315 in Shatin, citizens observed silence in New Town Plaza and called for "finding out to truth, may student Chow rest in peace".

The cause behind Chow's fatal fall remains unknown. Yesterday dash camera video disproves police statement that the police did not enter the carpark where the fall took place before 01:55 (Nov 4).

Over 500 students gathered on campus to mourn the passing of Chow Tsz-Lok

Students held banners that read "Chow Tsz-lok, we will carry on on your behalf", "Investigate Police Brutality" and "Stop Police Lies". Students called for class boycott next week and asked other universities to join.

The Convocation Ceremony of the University of Science and Technology, originally scheduled in this afternoon (Nov 8), has been cancelled, after their 22-year-old student Chow had passed away in the morning. Police Bumped into a Baby Stroller and Pushed Away the Parent

After the flashmob protest, some police dashed to the MTR Central Station and arrested a youngster for unknown reasons. The arrestee's knees were seen bleeding.

During the arrest, a police officer bumped into a baby stroller pushed by the father who is a foreigner. The father attempted to reason with the police officer but was pushed aside instead.

The flash mob march took place after the mourning service for the passing of 22-year-old Chow Tsz-lok. Chow passed away this morning (Nov 8) after being hospitalized for 5 days. The cause behind his fall at a carpark during police operation remains unknown.

Medical Staff Mourned 22-year-old Chow

HKUST student Tsz-Lok Chow, who mysteriously fell from height at a Tseung Kwan O car park, passed away this morning (Nov 8) after 5 days at the hospital. Many details surrounding his fall remains unknown, however.

After news of his death became known, staff at Queen Elizabeth Hospital posted up slogans in the hospital lobby such as "Tsz-Lok you will never be forgotten", as well as calls for justice. Paper cranes, flowers, and condolence cards were also on display on the floor nearby as a makeshift memorial for Chow.

Heartbroken Medical Staff and Citizens Leave Messages for Chow on Hospital's Lennon Wall:
"We will carry on for you"


The city is heartbroken over Chow's death, but more than that, it is angrily demanding a full investigation into what happened on that tragic night.

The Lennon Wall at Queen Elizabeth Hospital that carried messages in support of the movement now included many more notes for Chow.  Some staff members wrote "Tsz-Lok please rest in peace! Investigate the truth!"  Others left messages accusing On-Yeung Tsui, who held his wedding banquet near the location on the same night, for causing the subsequent clash between police and residents that ultimately led to Chow's death.

University Students Call For City Mourning for Deceased Schoolmate

The Hong Kong University of Science and Technology (UST) student Chow Tsz-lok, who fell off from a car park in Tseung Kwan O on November 4, passed away today (Nov 8). The UST Student Union represented the bereaved to thank all citizens who came to Queen Elizabeth Hospital to support and cheer for Mr. Chow.

The Student Union (SU) is holding a candlelight vigil on campus at 6pm, and invite all Hongkongers to join. The SU condemned police brutality and further urged the university head to find out, by all means possible, the cause behind Mr. Chow's fall and the 20-minute delay of the ambulance by the police.

UST Head Points Out Police Obstruction of Ambulance and Demands Independent Investigation

Wei Shyy, head of the University of Science and Technology (UST), issued a letter just now demanding an independent investigation into Chow's death. "We will be outraged if there is no acceptable explanation offered to us," he writes.

The university head also points out that "We saw footages of ambulance being blocked by police cars and that ambulance officers needed to walk to the scene, causing a delay of 20 minutes in the rescue operation of our student."

The complete letter is as follows:

//Dear Members of HKUST,

The HKUST community was deeply saddened to learn that our student Mr. Chow Tsz-Lok Alex (周梓樂), who suffered critical injury after falling from a carpark in Tseung Kwan O on Monday, passed away this morning at Queen Elizabeth Hospital.

We will always remember Tsz-Lok, a computer science undergraduate and an active member of the University’s netball team, as a hardworking and helpful student. The University extended our deepest condolences to his family, we will be with them through this difficult time and provide all necessary support and assistance.

We demand a thorough and independent investigation into the death of our student. We saw footages of ambulance being blocked by police cars and that ambulance officers needed to walk to the scene, causing a delay of 20 minutes in the rescue operation of our student.

We demand clarifications from all parties – especially from the police, regarding the cause of the delay in those most critical moments that might have saved a young life. We will be outraged if there is no acceptable explanation offered to us.

The University has established a portal which will soon be launched for all community members to submit evidences related to the case. We will pass on the collected information to facilitate the independent investigation.

At the same time, let’s all stay calm while expressing our sorrow and showing support for Tsz-Lok’s family.

In Memory of Alex Chow: Police Cordon off the Altar as Citizens Observe Silence

7 months ago, 22-year-old Alex Chow, a student from Hong Kong University of Science and Technology (#UST), passed away after falling from Sheung Tak Carpark for reasons unknown during police operation nearby.

Citizens lit candles and brought flowers to an altar set up near the carpark. Social worker Lui Chi-hang led prayers and sang hymns.

At 20:09, citizens observed a moment of silence. Riot police arrived and cordoned off the area, citing the gathering ban and forbidding citizens to pay respect at the altar.

The Last Conversation: Alex Chow Reminds His Father to Close the Windows After Police Fires Tear Gas

The coroner's court inquiring the death of 22-year-old university student Alex Chow began on November 16, 2020.

On the early morning of November 4, 2019, Chow fell from Sheung Tak carpark for a reason unknown, during police operation nearby. Chow passed away at 08:09 on November 8, 2019.

Chow's father gave his testimony on the first day of the hearing. The 1997-born Alex Chow was the only child in the family. He was studying computer science at the Hong Kong University Science and Technology (#UST).

To his father's knowing, Chow "jparticipated in protests". At the night before the incident, he saw Chow carrying a backpack and filling his water bottle before leaving home. At around 00:46, Chow's father told him via Whatsapp that the police had fired tear gas. Chow replied 1 to 2 minutes later, reminding his father to close the windows. It was the last conversation between the father and the son.

When Chow's father was sleeping, Chow's secondary school friend knocked on their door, telling the family that Chow had fallen off from a building.

In Face Of Suspension, Head of Students Union Has No Regret in Pro-democracy Fight

The Hong Kong University of Science and Technology (#UST) Students’ Union (#SU) was penalised by the university management due to their role in organising the Memorial Service in remembrance of the death of fellow student #AlexChow, repainting a part of the University Road and refusing to remove material that the University deemed as pro-Hong Kong Independence.

Ka-chun MAK, the President and Kai-ho LO, the Vice-President (Internal) of the Students Union were suspended for a semester, had to complete a 72-hour campus service order and were prohibited from using any campus facility.

Mak told InMedia that he wouldn’t regret about what he had done for HKUST and Hong Kong, and that the he became the President of the SU because he wanted to change the politically apathetic campus, so that students of the University could be ‘proud of HKUST’ outside academic proficiency. He did so also to raise civic consciousness and to take on more responsibility.

During the interview, news came in about the police once again breaking into the campus of the Chinese University of Hong Kong (#CUHK) and arresting several students.

Mak lamented that one had to weigh the consequences before doing anything then. ‘Will you be looked into under this circumstance?’ He sighed. He thought that everyone had their own standards in their mind, if they could afford the consequences of the actions they took, they should go ahead, prepared to accept the consequences that follow. ‘If you think whatever should be done is worth the legal consequences, then do it.’
