1st Anniversary of Hong Kong Way: Human Chain in Support of Hong Kong Continues in Japan

On 23 August 2019, Hongkongers formed a 60km- human chain connecting different districts on Hong Kong island, in Kowloon and the New Territories, to express the 5 democratic demands. The event paid tribute to the 30th anniversary of the Baltic Way that took place across Estonia, Latvia and Lithuania in 1989.

On 23 August 2020, commemorating the 1st anniversary of Hong Kong Way, around 50 Hongkongers and Japanese formed a human chain on the street of Tokyo. The flag of "Liberate Hong Kong, Revolutions of Our Times" was waved to support Hong Kong's pro-democracy movement. A drawing portraying a gigiantic banner "we fucking love Hong Kong" that had appeared in Hong Kong protest scene was also shown.

Hong Kong SAR Government is Recruiting Caucasian Men to play "Terrorists"

In a recent advertisement post by a talent company, the Hong Kong SAR Government is recruiting 7 actors who need to be "Caucasian men" to play terrorists. The purpose and the content of video is unknown while shooting will start in September 2020.

On June 30, 2020, the National Security Law came into effect in Hong Kong after being inserted directly by Beijing into Hong Kong Basic Law by bypassing the city's own legislature. The new law indicates severe penalty including life sentences to secession, subversion, terrorism and collusion with foreign forces.

District Councillors: Universal COVID-19 Test is a tool for mass surveillance and suppression

The Hong Kong SAR Government announced that the voluntary universal COVID-19 Test will take place starting from 1 September, 2020. Many Hong Kong Citizens have been worried that their personal information might be collected and sent to China. Pro-democracy district councillors have been opposing this plan of the government.

In a street both held on 21 August, Tsuen Wan district councillor Roy Tam Hoi-pong, of New Democrats, pointed out that the Hong Kong government has appointed a China owned company, Sunrise Diagnostics Center (#SCD), for running the test. As a Chinese company, they are not qualified for Hong Kong standard and they do not have a valid license to handle the COVID-19 testing. Tam said the government's intention is to achieve its political agenda in the name of “public health concern”.

Tsuen Wan district councillor, Roy Pun Long-Chung, also stated that the government has borrowed several Caritas Community Centers as temporary testing centers. Many community centers are equipped with an elderly home. He worried that this would increase the infection risk of the elderly, “the Government has completely ignored their lives.” Pun has received many residents’ complaints and was told that many employers has requested their employees to provide COVID-test result before going to the work.

Sai Kung district councillor Gary Fan Kwok-wai criticised the government for failing to put public health as the first priority. Instead, the authorities has postponed the LegCo election and suppressed civilians' rights in the name of pandemic prevention. He described the universal COVID-19 test is a needle in a haystack. The test is not an effective pandemic prevention measure due to its high cost and low efficiency. Moreover, civilians worry that the government may collect and send their DNA sample to China.

Moreover, the “Health Code” might be transformed into a “social credit system” as in China for mass surveillance and further suppression of rights.

Fan said, “China has set many bad examples. With a health code, the code of a healthy reporter changed to yellow and red. (In the health code, yellow means medium risk and red means high risk.) Thus, he couldn’t go anywhere or get onto any transportation. The hotel became his prison.” He called for civilians to boycott the universal testing scheme.

Jeff Au, Strategy Director of the think tank Community Development Initiative (#CDI), said that the current privacy ordinance doesn’t include DNA and biometrics data and Privacy Commission for Personal Data Hong Kong should extend the ordinance to cover these areas. He has recommended the establishment of an independent committee to monitor the testing procedure, technology management and laboratory operation.

HK Government to Use At Least 3 Caritas Community Centers as COVID-19 Test Center Without Consulting Staff, Residents and District Council

On 22 August, 2020, the Caritas Employee Union revealed on Facebook that the HKSAR government will use three Caritas Community Centers located in Tsuen Wan, Nagau Tai Kok and Aberdeen for 14 days to collect COVID19 test samples. The centre will open for 12 hours for civilians to submit samples.

According to the Caritas Employee Union, besides the senior management, most of the frontline employees and some middle management staff objected this arrangement.

The Union told Kwun Tong Community News that employees only received the notification of the arrangement on 21 August but without any details of the plan and relevant pandemic prevention measures. The government took less than 24 hours to go from
site inspection to requisition. The employees found it a rash decision.

In particular, the Ngau Tau Kok Caritas Community Center located at On Tak Road is nearby the residential area and the Ngau Tai Kok market. Residents worried that a community outbreak of COVID19 could be caused in the neighborhood.

Ngau Tai Kok district councillor Li Wing Shan wrote on her Facebook page, condemning the government for not consulting the residents, market stall owners and district councillors about the arrangement. She pointed out that the government's use of these facilities is affecting the livelihood of the residents, “District councillors in Kwun Tong receive a lot of requests every day and refer many cases to the Caritas Community Center as a follow-up. If the Caritas Community Center is used for other purpose, its original daily operation may be affected. It will cause an impact to the community.”

#JoshuaWong Pestered by 6 People in a Car Reportedly Owned by Police

Former Secretary-General of Demosistō Joshua Wong stated on his social media account that he had been pestered by six individuals at Victoria Peak Garden on the afternoon of August 23.

Wong later discovered that the owner of the car was registered to live at Shun Lee Disciplined Services Quarters, which made him suspect that the owner was a police officer.

Wong stated that after looking through security footages, he found that a woman had waited at the site before he arrived, and that she started filming as soon as he arrived at the park. When he was arguing with the people who pestered him, his friend heard the woman calling for others to come to the park. Later more people arrived by car and shouted insults at him.

62nd Anniversary of the Kinmen Artillery Battle - AIT Director Joins Taiwan President at Military Memorial for the First Time

Today (Aug 23) is the 62nd anniversary of the Artillery Battle initiated by the People’s Liberation Army (PLA), China, on Kinmen Island on August 23, 1958. Taiwan President Tsai Ing-wen presided over the public service and memorial this morning in Kinmen. Director of the American Institute in Taiwan (AIT) William Brent Christensen also joined the event in Kinmen for the first time. The Central News Agency (CNA) of Taiwan quoted a source close to Taiwan’s national security as saying that Christensen is the first US director level official to attend the commemoration. The sources opined that this sent a significant and positive message that the US and Taiwan were “Real friends with real progress”.

On August 23, 1958, the PLA launched an intense artillery bombardment on Kinmen and fired more than 470,000 shells in the following 44 days. The PLA then changed strategies and attacked Kinmen on odd-numbered days for 20 years, only ceasing fire on January 1, 1979 when Beijing and the US established diplomatic relations. A public service and memorial was held today at the Taiwushan Cemetery. It was presided by Tsai and attended by the Security-General of the National Security Council Wellington Koo, the Minister of National Defense Yen Teh-fa, the Chief of the General Staff Huang Shu-kuang, the Commander of the Army Chen Bao-yu and other Taiwanese military and political officials. In addition, 73 soldiers and nearly 100 surviving family and tribe members of the deceased also attended the ceremony.

Belarus Bans 50 News Websites, Lukashenko Inspects Border and Accuses NATO of Splitting up the Country

As anti-government protests in Belarus continue, more than 50 news media websites have been blocked by the local authority. On the other hand, Belarus President Alexander Lukashenko, donning military fatigues, inspected Grodno, a town near Belarus's borders with Poland, and accused the North Atlantic Treaty Organization (NATO) of attempts to split up Belarus. NATO refuted his claim and said that it served only to divert the people’s attention from their discontent. US Deputy Secretary of State Stephen Biegun will visit Lithuania and Russia shortly to discuss issues related to Belarus.

Lukashenko claimed that NATO attempted to split up Belarus and replace him with a new president. He also said that as Poland and Lithuania were ready to take action, he had to deploy troops to the western border and order his defence minister to take "the most stringent measures to protect the territorial integrity of the country.”

NATO denied the allegations, stating that "NATO poses no threat to Belarus or any other country and has no military buildup in the region" and that "Our posture is strictly defensive". It accused Lukashenko's government of employing a fictitious narrative of foreign threat to shift the public's attention away from its discontent towards the government and the election.

Responding to Xi Jinping’s call for eradicating poverty in all of China’s impoverished rural community by 2020, the Administrative Committee of State Economic and Technological Development Zone of Pingxiang in the province of Jiangxi published an article on WeChat titled “District Leaders Supervise Work on Fighting Poverty and Visit the Impoverished”. The publicity effort, however, has led to questions of its authenticity.

An attempt to demonstrate the government’s care for the poor, the article reported a visit on the afternoon of 19 August by Li Jinlin, secretary of Pingxiang’s Party Working Committee, to inspect the work on fighting poverty at the village level. Allegations of the visit being a stunt were made as photos in the article show Li and other officials talking to what are supposedly poor people at two luxuriously furnished houses in Tianzhong Village. The residences came with marble flooring and a spacious living room equipped with a large sofa and a matching coffee table. A netizen in China commented that “this poor man’s sofa is even larger than mine”.

The article has been taken down after the argument appeared, but the images are still going viral online. The government responded by asking netizens “not to determine whether a family is poor from how well its home is furnished”.

Two years ago on August 23, 2019, around 210,000 pro-democracy Hongkongers formed a 60km human chain across the city, going through different districts and even up on Lion Rock. In addition to voice pro-democractic demands, the event also commemorated the 30th anniversary of the #BalticWay, where a 675km human chain was formed by over 2 million people across three countries occupied by Russia, namely, Latvia, Estonia and Lithuania. One year after the human chain event to raise international concern, Russia acknowledged the independent status of the three countries.

In 2021, a Hongkonger residing in Estonia, Iverson Ng, curated a photo exhibition titled "1989 Baltics - 2019 Hong Kong". The exhibiting partners include the Institute of Historical Memory in Estonis, the Museum of Occupations and Freedom Fights in Lithuania and the Museum of the Occupation (#MOL) in Latvia. The exhibition opened on August 23, 2021, marking the second anniversary of the Hong Kong Way and the 32nd anniversary of the Baltic Way.

However, the Museum of the Occupation (MOL) of Latvia suddenly pulled out just one week prior to the opening. The vice director of the museum, Taiga Kokneviča, wrote to Ng on August 17, 2022, saying that "it is not a moment to discuss other issues in the museum".

Despite this, the museum director Solvita Vība has earlier promoted the exhibition when speaking to the local media LSM. In the interview, Vība praised the perseverance and solidarity of pro-democracy Hongkongers and pointed out the support for Hongkongers from the country's Minister of Foreign Affairrs, Edgars Rinkēvičs.

Since the vice premier Artis Pabriks tweeted the news in his twitter, Ng does not think the government has put any pressure on the museum. The real cause of the withdrawal remains unclear.

Former Pro-democracy Councilor #RoyTam Denied Bail Again for Taking Part in Primary Election

Former Hong Kong pro-democracy district councilor Roy Tam Hoi-Pong, was denied bail by the High Court on Monday, 23 August, 2021.

Roy Tam was detained for nearly half a year for taking part in the 2020 legislative primary election in the pro-democracy camp, and his bail application was rejected 3 times already.

The bail application was heard by Justice Esther Toh Lye-ping, one of the judges chosen by the Chief Executive Carrie Lam to handle cases related to the National Security Law. Esther Toh rejected the bail application after the hearing.

Before he left the court, Roy Tam called out to those attending the hearing: "It doesn’t matter! Hold On!" The attendees waved back to him, replying: "Roy, hold on!"

Hong Kong's Chief Executive Carrie Lam attended a public consultation forum for her policy address on Sunday, 22 Aug, 2021.

28 attendees spoke during the session, but only one spoke clearly against the government current policies. 90 (84.9%) among the 106 attendees were invited by the government, authorities admitted after the forum.

Those 90 attendees were invited by Home Office in the name of ‘districts individuals’, another 16 were randomly sampled by The Lingnan University, the government’s Policy Innovation and Co-ordination Office said.

By inviting districts individuals, ‘citizens with good understanding in district matters’ could raise opinion to the Chief Executive directly, it also helps including the sound from ethnic minorities, the government explained.
