Do not envisage that you would be alright by staying healthy.

According to international media, including WIRED, Financial Times, and New York Times, many Chinese, while being 100% healthy, their Health Codes, however, showed yellow or even red color, which forced them to live in isolation, shutting from the outside world.

Even worse, the aglorithm of health code has never been transparent, nor has it been disclosed to public. Even the person concerned does not know why his/her Health Code appears to be red, and the reasons why it has switched to green. Since there is no complaint mechanism in place, it could be a dreadfully vulnerable experience when being grounded for a prolonged period of time because of a color shown on the health code.

You would never know how Health Code defines “healthy”. If you raise this question to the government, likely that you would be told it is result of AI Big Data Analytics. They claim that “it is completely reliable, but unable to disclose further details”. Even if the government is disclosing some of the details, it remains unknown whether any unspoken rules has been imposed.

Financial Times once reported that Health Code of a journalist was switched to yellow for unknown reason, such that he could not leave the hotel room to conduct interview. Even after going through virus test and a 14-day quarantine period which has proven him healthy, his Health Code continued to show yellow. He was asked to stay home in isolation. The journalist being “imprisoned” described it a dire experience of data purgatory.”

Even if Health Code is effective in epidemic prevention, a democratic and free society would resist it as the code will overturn the whole city’s order of life, pushing it towards totalitarianism.

Today, the government is still talking about privacy protection, however no one knows where one’s personal data will eventually be passed to.

A report on New York Times revealed that in China users' personal data were dispatched to Police Department. When anyone presenting his/her Health Code, the person’s location, personal details, and past activities could all be sent to the police server in one go. Regarding this, the Health Code application has never informed its users.

In other words, whether you have visited some pro-democracy shops, your daily routine, shops and places most frequented, people you have dined with and spoke to, all personal social activities could be blatantly examined and analyzed by data analytics, and these data could also be shared with the police one day.

Other than that, most people might have overlooked that the execution of Health Code could only be realised by hardened administrative grip and tougher policing efforts.

For instance, when carrying a red health code, you will be rejected from entering shopping centers, taken back home or even being arrested by “enforcement personnels”.

The whole world in fact, is concerned about growing public power amidst pandemic prevention, which in its "exceptional state", would be normalized as routine social order even in post-pandemic era.

A mega survelliance system that the totalitarian government failed to impose 50 years ago would now become true.

Health experts slam Health Code in public places unnecessary

In Hong Kong, Beijing loyalists have been urging the government to launch a Health Code system to monitor entrance of eateries and shopping malls, several experts rebuked, calling it a fallacy of concept.

In a radio interview on August 14, Professor David Hui Shu-Cheong, Chairman of the Department of Medicine and Therapeutics in Chinese University of Hong Kong (#CUHK), expressed that although the #COVID19 coronavirus continued to spread in Hong Kong with tens of cases confirmed every day, and some sources of these cases remained unknown, launching a Health Code in public places at this moment is unnecessary.

He blatantly called such recommendation a distortion of concept. Hui pointed out that Health Code is only a short-term measure to screen out carriers of coronavirus at the border, so that border control can be relaxed once when the outbreak is put under control.

It is neither an effective means to boost consumption nor a tool to save local economy. Hui clarified that the expert team on epidemic prevention, in which he is a member, has never discussed this issue in their meetings with the government.

Hui also expressed that testing period for Health Code has been continually shortened from every 14 days to 7 day, 3 days and most recently to every day for cross-border drivers in China, showing that usage of Health Code is not for local population, but a temporary arrangement for cross-border communication.

Dr Joseph Tseng Kay Yan, a specialist in Infectious Disease said in another radio program that Health Code might give citizens a wrong impression that having a clean Health Code pass, they are free to “go everywhere” .

Making Health Code Permanent: Authorities' Plan to Mass Surveillance and Chinese Communist Party's Goal to Control

Part 1/2

After deferring the Legislativ Election in Hong Kong, the next political assignment of the Beijing loyalists is to push forward the set up of Health Code in Hong Kong. Pro-Beijing figures in Hong Kong such as Starry Lee Wai-king and Martin Liao Cheung-kong couldn’t wait to abet the Hong Kong SAR government to grant permission for those carrying Health Codes to dine out after 6pm.

Somehow, this has made our earlier prediction come true: The authorities will provide certain incentives to hook the people of Hong Kong into a Social Credit System.

Last July, when I first brought this issue into public discussion in Hong Kong, government official Patrick Nip Tak-kuen promptly responded to my article. He denied that the government was working to establish a social credit system in Hong Kong.

Soon after that, the Chinese Communist Party (#CCP) officials removed Hong Kong from a website run by the Party which displayed an action plan to bring Social Credit System to life in China in 3 years’ time. Apparently, a scam has been busted when meeting the public eyes. However, the action plan has never been truly abandoned, but resurrected through the Wuhan pneumonia and in form of Health Code.

The behavior of the CCP is traceable. Huang Zhou in China was the first Tier 1 city to out the Social Credit System into test. In February 2020, it was again the first city running the Health Code system. Owing to the recoil of public opinion in Huang Zhou where the public has denounced the Health Code system as a new “Caste system”, the CCP hesitated to accelerate the action plan too quickly. Despite this, the authorities are trying to introduce the same coding system in Hong Kong: A Green Code signal means "permission granted" while a Red Code signal means "denial".

Many Huang Zhou citizens were stunned to see their Health Codes turn red for unknown reasons. They were obstructed from going home and forced to be isolated for 14 days for reasons unclear and unexplained. While negative comments help improve the Health Code system through
rounds of critique-and-modification, the system might have built up its public recognition in China. The next action the CCP will take is to make it permanent. In May 2020, the authorities have tried to push forward a nation-wide Health Code.

When questioned, the Hong Kong SAR government repeatedly stressed that local citizen’s data will not be dispatched to China; but, is Hong Kong not part of China?

A researcher of the Human Rights Watch once said, “the outbreak of Coronavirus is becoming a milestone for China to carry out large scale surveillance.” (n.b. China has recently sanctioned the Chief Executive of Human Rights Watch.)

The long-deployed social credit system in China failed to perform rigorous surveillance, which was criticized for giving rise to “loopholes” during epidemic outbreak.

When designing Health Code, it was meant to gear up suvellience control. Its encroachment to people's privacy is appreciably worse than social credit system.

Today the government may collect your health data, personal data, and details of daily activity for Health Code. Soon afterwards, collecting people's vital data, contents of their online chats will no longer be a fantasy Arabian Nights.

Once the Health Code is put in place, you do not need a prison cell to be imprisoned as your home will become a prison, sparing also court deliberations.

"Want to go out? Denied. … A red health code! "
"Want to ride a car? Denied. … A red health code!"
"Want to go shopping? Denied. … A red health code!"

Compred to Health Code, the detriment of National Security Law is nothing at all.

Introducing a nation-wide Health Code is not only a public opinion issue, but also a technical necessity in view of system compatibility.

Health Code in China is separately managed by Tencent’s WeChat and Alibaba’s Alipay. If Hong Kong government declares that Hong Kong citizens’ personal data will not be transferred to Beijing, shouldn’t it first ensure the Health Code in Hong Kong will not be managed by Tencent and Alibaba?

However, it happened that, Alibaba owner Jack Ma is a major shareholder of Prenetics, the Chinese company appointed by Hong Kong government to carry out Coronavirus nucleic acid test in Hong Kong. If Hong Kong government stresses that the Health Code in Hong Kong and China are "incompatible", isn’t it not like finding enemy with the Central policy.

Imagine any person who refuses to be inspected by Beijing Genomics Institute (#BGI) will be denied to dine out at restaurants in evenings: Knowing Hong Kong people, many of them may even line up to obtain this AI-powered collar. Besides, having a check-point at every district is an important step towards popularizing the Health Code, followed by a “Caste system” as Huang Zhou citizens called it, which would exploit the exclusion psychology among people and induce social stratification. Finally, peopld would strive to become an "upper caste".

In China, Alipay has long been training consumers to scan QR codes and use facial recognition to log-in. These are actually parts of the behavioral domestication engineering projects. The two-dimensional coding system on the gates of Shenzhen subway train is said to link with Health Code. Passengers who have become used to the “scanning-before-boarding” mechanism are, meanwhile, revealing all footprints of their social life to the authorities.

In other words, “tracking the virus spread” is merely a gateway for the Chinese Communist Party to attain their actual aim to “track every citizen real-time”.

In addition, the biggest fallacy of the Health Code system is the assumption that everybody is sick, so that they would need to prove that they are healthy. Otherwise, they may risk becoming the public bads and losing their personal freedom. While Beijing would have successfully made Hong Kong people rat out each other, many would be willing to act as the "health police" of the totalitarian regime to identify those who refuse to comply with the rule, hence assisting the implementation of the Social Credit System to its perfection.

HK Government appointed testing facility BGI accused of patent infringement; District councilor warns: samples collected could still be tested by China affiliated labs

Last month, the HKSAR government appointed 3 companies to take charge of a city-wide Coronavirus nucleic acid test in Hong Kong, of which, two of them (#KingMed and #Hybribio) are closely connected to the Chinese Communist Party, while the remaining one, BGI Group was recently sanctioned by the US government for facilitating mandatory gene tests in Xinjiang.

The 3 testing labs that the SAR government has procured their services are also China-affiliated, leaving the Hong Kong people no other option but to go against it.

To make matters worse, an international bio-tech company filed a complaint in the high court against BGI last Friday (August 14) for a patent infringement and demanded compensation.

Separately, Roy Tam Hoi-pong, Tsuen Wan District Councilor, posted an alert on his Facebook page in an attempt to warn residents against the #FreeCovidTest offered by the government.

Tam wrote on his Facebook that the Nasopharyngeal swab sampling kit distributed via HK based Yan Chai Hospital in Tsuen Wan came actually from one of the appointed testing lab, Sunrise Diagnostics Centre, which was established by BGI.

Tam pointed out that it is highly unsafe to assume that Nasopharyngeal samples collected via local hospital will remain in Hong Kong and be tested in Hong Kong.

Recently in Hong Kong, pro-China newspapers and Beijing royalists have been ferociously pushing for the implementation of Health Code in eateries and shopping centers. They even blustered of taking on the same system straightly from Mainland China.

Pro-democracy activist Joshua Wong criticized on his Facebook that Health Code is effectively no difference than an "eHandCuff". He called it a means for the Chinese Communist Party (CCP) to tighten their grip on Hong Kong, and pave way for Social Credit System and masd surveillance.

Wong pointed out that there is no scientific evidence showing Health Code is useful in epidemic prevention, as health experts reiterated.

Given that coronavirus has an incubation period, negative test result at one point of time does not mean that there is no risk of infection in the future. That is to say, implementing health code, could actually deceive citizens to believing that they are safe to commute, which inadvertently, would speed up the spread of Coronavirus.

Wong further elaborated that Health Code was implemented in China as an integral element to #NationalSurveillance. A source, claiming responsible for data management of Health Code in Hang Zhou said, “once the health code is activated, its database will start running, examining and analyzing across all available data-sets relevant to the user, including location data on Alipay and the shop the user frequented.”

In Wong’s opinion, Health Code is just a step away from a big data enabled “point-to-point” or “people-to-people” surveillance system, not only monitoring citizen’s daily routine, but also confining their mobility by restricting how they travel and where to go. The real function of Health Code is like an electronic handcuff.

Public opinion: a large majority of 76% Hong Kong citizens reject “Health Code”

Hong Kong Public Opinion Research Institute (#HKPORI) conducted an online poll “We Hongkonger Survey” from August 17 to 20, collecting citizens’ view on the government’s proposal to introduce “Health Code” in Hong Kong as a screening mechanism for only the “healthy one” to enter eateries, shopping malls and other public places.

Among 23,000 respondents, a large majority of 76% rejected the proposal while only 15% showed support and 8% claimed neutrL.

Analyzing based on respondents claimed political orientation, 96% of pro-democracy respondents (sample size: 21,345) rejected the proposal, 1% supported while 3% were neutral. Among the remaining sample of 1,700 non-democracy supporters (including pro-establishments, the moderates, and those without political orientation, apolitical and not belong to any political camp), over half of them (55%) rejected the proposal while 29% supported and 13% claimed neutral.

District Councillors: Universal COVID-19 Test is a tool for mass surveillance and suppression

The Hong Kong SAR Government announced that the voluntary universal COVID-19 Test will take place starting from 1 September, 2020. Many Hong Kong Citizens have been worried that their personal information might be collected and sent to China. Pro-democracy district councillors have been opposing this plan of the government.

In a street both held on 21 August, Tsuen Wan district councillor Roy Tam Hoi-pong, of New Democrats, pointed out that the Hong Kong government has appointed a China owned company, Sunrise Diagnostics Center (#SCD), for running the test. As a Chinese company, they are not qualified for Hong Kong standard and they do not have a valid license to handle the COVID-19 testing. Tam said the government's intention is to achieve its political agenda in the name of “public health concern”.

Tsuen Wan district councillor, Roy Pun Long-Chung, also stated that the government has borrowed several Caritas Community Centers as temporary testing centers. Many community centers are equipped with an elderly home. He worried that this would increase the infection risk of the elderly, “the Government has completely ignored their lives.” Pun has received many residents’ complaints and was told that many employers has requested their employees to provide COVID-test result before going to the work.

Sai Kung district councillor Gary Fan Kwok-wai criticised the government for failing to put public health as the first priority. Instead, the authorities has postponed the LegCo election and suppressed civilians' rights in the name of pandemic prevention. He described the universal COVID-19 test is a needle in a haystack. The test is not an effective pandemic prevention measure due to its high cost and low efficiency. Moreover, civilians worry that the government may collect and send their DNA sample to China.

Moreover, the “Health Code” might be transformed into a “social credit system” as in China for mass surveillance and further suppression of rights.

Fan said, “China has set many bad examples. With a health code, the code of a healthy reporter changed to yellow and red. (In the health code, yellow means medium risk and red means high risk.) Thus, he couldn’t go anywhere or get onto any transportation. The hotel became his prison.” He called for civilians to boycott the universal testing scheme.

Jeff Au, Strategy Director of the think tank Community Development Initiative (#CDI), said that the current privacy ordinance doesn’t include DNA and biometrics data and Privacy Commission for Personal Data Hong Kong should extend the ordinance to cover these areas. He has recommended the establishment of an independent committee to monitor the testing procedure, technology management and laboratory operation.

AC2 Canteen newly installed thermometer has facial recognition function, and raises concerns for safety and privacy

(18 Aug) AC2 Canteen reopened on 13 Aug, and has thermometer installed at the entrance, to check the body temperature of visitors.

Different from the other thermometers in the campus, this thermometer checks and indicates visitors’ body temperature by taking photos. When the thermometer is in operation, the monitor displays the below message, ‘Welcome, face recognising.’ as it is testing body temperature. After temperature checking is completed, the message ‘Permission to the access.’ is shown. In addition, the hardware setting, ie height and distance of thermometer, is fixed. Thus it might not effectively check the temperature of people of various heights and distance. People who have meal in the canteen expressed the inconvenience of not having any indication of where to stand or distance to keep for such temperature checking. 

Thermometer from SenseTime, a Chinese enterprise with multiple projects with Chinese government

Our journalists investigated and reported that such thermometer is manufactured by SenseTime. And products in the same same series can be coupled with its door lock system.

SenseTime is an Artificial intelligence startup company established by Prof Tang Xiaoou and his team in the CUHK School of Engineering.

The Company was founded in Beijing at the end of 2014, with full name ‘SenseTime Group Limited’. Its business involves graphical processing, facial recognition, auto-pilot, augmented reality, deep learning, and big data analysis, etc. 

SenseTime is also a well known Chinese IT enterprise, and has consistently supported and worked with the government on the social credit / surveillance system in China. Surveillance examples include banning smoking in Metro, identifying people who violate traffic rules or have outstanding loans, etc. The US government has blacklisted this corporation under Export Administration Regulations. Unless endorsed by the US government, the enterprises on this Entity List are forbidden from trading with any US enterprise.

In some cities in China, the metro stations have such facial recognition terminals installed at the metro entrances, to assist passengers to use metro service. Such service is dubbed as the ‘metro Face credit’ and with aim to reduce service time compared with using ordinary metro cards.
