Exclusive: China sharply expands mass labor program in Tibet

Xi Jinping said China will once again step up efforts against separatism in Tibet, where ethnic Tibetans make up around 90% of the population. Beijing has set quotas for the mass transfer of Tibetan rural laborers within Tibet and other parts of China. Tibet’s regional government website said over half a million people (around 15% of the region’s population) were trained as part of the project in the first seven months of 2020. China is mirroring a pre-existing program in the west Xinjiang here in Tibet.

Tibetan-American Policeman Arrested, Long Suspected of Infiltrating Tibetan Community in New York for China

Tibetan-American New York City Police Officer Baimadajie Angwang was arrested in late September on suspicion of being an agent for the Chinese government. This incident shocked the Tibetan community in New York. A Tibetan said Angwang does not know the Tibetan language well, told numerous lies, and had never even revealed his actual name. As a liaison between the Tibetan community and the law enforcement authorities, Anwang was welcomed by the community at first. As he acted suspiciously, however, the community became alert to his presence.

According to a member of the Tibetan community, Angwang first met them in January last year. Back then, he introduced himself as Ngawang Dhargyal in the Tibetan language, claiming that he had come from the Gyalrong region on the border of Tibet and Sichuan. Angwang had frequently attended their activities since then, sometimes in police uniform and offering counsel to Tibetan teenagers. During a celebration of the Tibetan New Year, he took a photo with Alexandria Ocasio-Cortez, a rising star in the US House of Representatives.

But the community soon became wary of Angwang as he openly criticised Dorjee Tseten, a member of the Tibet Parliament in Exile as well as the CEO of the Asian division of Students for a Free Tibet, for his pro-Tibetan independence comments at the New Year event. Angwang said Tibetan community organizations should avoid sensitive political topics. He also repeatedly reminded members of the community not to be involved in politics and making such suggestions as removing the snow lion flag of Tibet hung outside the community centre. The members followed the advice as, according to Angwang, they could receive donations from Chinese businesses if they were not involved in political activities.

US appointed Special Coordinator to enforce Tibetan policies Pompeo: China will pay for violations of human rights

The US Department of State has appointed Robert Destro, Assistant Secretary for the Bureau of Democracy, Human Rights, and Labor (DRL), as the U.S. Special Coordinator for Tibetan Issues. Chinese Foreign Ministry Spokesperson Zhao Lijian responded to the appointment on Thursday, claiming the position was created by the US simply as a political stunt. He reiterated China’s stance in its objection and refusal to recognize this appointment.

Zhao Lijian accused the US of interfering with Chinese internal affairs, and undermining the stable development of Tibet. He urged the US to stop using Tibetan issues to meddle in Chinese affairs and emphasised China’s affirming stance in taking every measure to protect its own interest.

Secretary of State Michael Pompeo stated on the press conference that Destro will enforce the Tibetan Policy and Support Act, aiming to foster the exchange between China and Dalai-Lama or his representatives; protecting the unique religion, culture and language of Tibet; and ensuring the rights of the people of Tibet are respected. His duties also include leading the US to aid in the humanitarian needs of Tibetan refugees and the economic and environmental sustainability of Tibet.

According to Pompeo, the US will continuously monitor China for its oppression in Tibet, including its false promise of autonomy; deterioration of human rights issues; and restricting Tibetans’ religious freedom and cultural traditions. Destro will join forces with leaders of Tibet, international allies, and specialists to confront the aforementioned issues, while facilitating the Department of State to support Tibetans around the world and their unrelenting work in protecting human rights and religious freedom.

The New US Secretary of State Antony Blinken spoke with top CCP official for the first time, saying that he will continues to defend human rights and democracy in Hong Kong and Xinjiang

The new US Secretary of State Antony J. Blinken spoke with Yang Jiechi, a member of the Central Political Bureau of the Communist Party of China and director of the Office of the Central Foreign Affairs Commission, on the phone today (6th Feb). This is his first dialogue with a high-level CCP official since he took office. The State Department later issued a statement stating that Blinken emphasized in the phone call that the United States will continue to stand up for human rights and democratic values, including in Xinjiang, Tibet and Hong Kong, and hold China accountable for its undermining of the rules-based international system.

The statement stated that Blinken, who has taken the office for more than half a month, reaffirmed during the phone call with Yang Jiechi that the United States will work with allies and partners to defend shared values and interest. In addition to pressing China to join international community in condemning the military coup in Myanmar, the United States clearly stated that it will continue to stand up for Xinjiang, Tibet, and Hong Kong, and hold China accountable for its efforts to threaten stability in the Indo-Pacific, including across the Taiwan Strait, and its undermining of the rules-based international system.

Beijing Official Calls on US to Stop Meddling in Hong Kong Affairs, Says Chinese Feelings “Not to Be Hurt”

China’s Politburo member and former foreign minister Yang Jiechi said on February 1 that he hopes US President Joe Biden will work on restoring a predictable and constructive Sino-American relationship while calling on the US to stop interfering in issues involving Chinese sovereignty and territorial integrity.

This appeal came as all eyes are on whether the two powers’ relations will improve under the Biden administration. Calling on the newly inaugurated president to work towards a peaceful and mutually beneficial relationship, Yang said the US should uphold the ‘one China’ principle and respect Beijing’s position and concerns when it comes to Taiwan. He further called on the US to refrain from meddling in issues surrounding Hong Kong, Tibet and Xinjiang, warning that the feelings of the 1.4 billion Chinese are “not to be hurt”.

Speaking in a video conference hosted by the US’ National Committee on United States-China Relations, Yang stated that issues surrounding Hong Kong, Tibet and Xinjiang are matters concerning China’s core interests and national dignity. Disregard for the feelings of the Chinese, he said, would prove only to be detrimental to the Sino-American relations and US interests. He added that he hopes the US would understand the sensitivity of these issues and tread cautiously, taking care not to undermine the mutual trust between the two countries.

‘We’re coming to get you’: China’s critics facing threats, retaliation for activism in Canada

Cherie Wong, the convener of Alliance Canada Hong Kong, an organizatiom fighting for the autonomy of Hong Kong, has been facing repeated death and rape threats.

For instance, in January 2020, even when she had a friend book her a hotel room in Vancouver under a different name, she received threats over the phone.

“I sat in my room and just started shaking, realizing that I could be in very real danger and not knowing what to do,” she said.

Wong said activists who are critical of the China often have their families in China visited by government officials.

“They come and knock on your door and say, ‘we’re coming in to talk to you about your family,’” she explained.

“What dissidents face in Canada is often on the grey area of criminal harassment and just discomfort that you feel (in) daily life,” Wong said.

China Is Building Entire Villages in Another Country’s Territory

By Robert Barnett

//In October 2015, China announced that a new village, called Gyalaphug in Tibetan or Jieluobu in Chinese, had been established in the south of the #Tibet Autonomous Region (#TAR)...

#Gyalaphug is, however, different: It is in #Bhutan. Wu and a retinue of officials, police, and journalists had crossed an international border. They were in a 232-square-mile area claimed by China since the early 1980s but internationally understood as part of Lhuntse district in northern Bhutan. The Chinese officials were visiting to celebrate their success, unnoticed by the world, in planting settlers, security personnel, and military infrastructure within territory internationally and historically understood to be Bhutanese...

This new construction is part of a major drive by Chinese President #XiJinPing since 2017 to fortify the Tibetan borderlands, a dramatic escalation in China’s long-running efforts to outmaneuver India and its neighbors along their Himalayan frontiers. In this case, China doesn’t need the land it is settling in Bhutan: Its aim is to force the Bhutanese government to cede territory that China wants elsewhere in Bhutan to give Beijing a military advantage in its struggle with New Delhi.

Gyalaphug is now one of three new villages (two already occupied, one under construction), 66 miles of new roads, a small hydropower station, two Communist Party administrative centers, a communications base, a disaster relief warehouse, five military or police outposts, and what are believed to be a major signals tower, a satellite receiving station, a military base, and up to six security sites and outposts that China has constructed in what it says are parts of Lhodrak in the TAR but which in fact are in the far north of Bhutan....

Today all of the Menchuma Valley and most of the Beyul are controlled by China. Both are being settled. Together, they constitute 1 percent of Bhutan’s territory; if it were to lose them, it would be comparable to the United States losing Maine or Kentucky...

In Chinese, the term for so-called salami-slicing tactics—slowly cutting off  piece by piece of other nations’ territory—is can shi, or “nibbling like a silkworm.” It’s serious business: The belief that India was gnawing at fragments of China’s territory drove Mao to launch the 1962 Sino-Indian War. And the converse of the phrase is jing tun, “swallowing like a whale.” The small bites of the silkworm can turn into crushing jaws...//

Chanting “Free Tibet” in Taipei Rally on 63rd Anniversary of Tibetan Resistance

“It is a shame that in the 21st century we must also see the persecution of the Uyghurs, that the Hong Kong documentary Revolution of Our Times can only be screened in Taiwan, and that authoritarian countries are invading Ukraine, but alongside all this bad news, we are also seeing an awakening, with many countries beginning to reflect on the whims of other authoritarian regimes and becoming more committed to defending democratic values,” said Wuer Kaixi, Executive Deputy Secretary of Human Rights Promotion Association in the Legislative Yuan and leader of the June Fourth Movement.

#Hongkongers, #Tibetans and #EastTurkestans Join Assembly Outside of ChineseEmbassy in #London

On June 4, 2022, more than 200 people gather outside the Chinese Embassy in London for a candlelight vigil in remembrance of the victims of the #TiananmenMassacre back in 1989.

#IsaacCheng Ka-Long, the former Vice-Chairperson of #Demosisto, and #YauManChun, a former Shatin District Councillor, were the moderated the event. Speakers representing the #UK, #HongKong, #Tibet and #EastTurkestan took turn to speak. The pre-recorded speech of #ZhangXianLing, one of the "#TiananmenMothers", were played after a minute of silence was observed.

Zhang Xianling's son was massacred at Beijing's Tiananmen Square on June 4 1989. Her son was 19 years old when killed. Zhang sent blessing to Hongkongers. Despite the suppression of demonstration and commemorative events in Hong Kong, Zhang encouraged the people of Hong Kong not to give up.

#BenedictRoger, the founder of #HongKongWatch, brought a yellow umbrella to the event, saying the umbrella were only used in rainy weather but it also symbolised the sovereignty and the power of the people who suffer suppression. He hopes people would see the UK as a shelter.

#LeeWingTat, a former legislator from Hong Kong's pro-democracy camp, also gave a speech, urging people not to give up. Under the National Security Law (#NSL) and other regulations, he foresaw the arrival of more and more Hong Kong immigrants to the UK. He encouraged those who arrived early to help others to settle and hoped to spread the situation in Hong Kong to the world.

#TserinPassang, a British-born Tibetan talked about how his parents went in exiled due to the high-pressure suppression in Tibel such as re-education camps and forced labour. He said that over hundred Tibetans conducted self-immolation to express their discontent, but the suppression by Chinese Communist Party (#CCP) regime does not cease. He expressed his will to go to his homeland hopefully in a not so distant future.

After that, a representative from East Turkestan spoke on the genocid and the need to raise people's awareness on all humanitarian crises.

Although it is no longer possible to continue the tradition of holding an annual candlelight vigil at Hong Kong's #VictoriaPark, the commemorarive event is carried out overseas and is joined by not just Hongkongers.

The assembly in London ended with three songs: "The Flower of Freedom" (自由花), "The Internationale", and "Glory to Hong Kong". The participants chanted pro-democracy slogans to voice their demands outside the Chinese Embassy.

Human Rights Organisation's Report Shows Hong Kong Ranked 4th Last

The Human Rights Measurement Initiative (#HRMI), an international organisation based in #NewZealand, published the 2022 Human Rights Report on June 21, assessing the civil and political rights in 30 districts.

The overall score of Hong Kong's "Empowerment" (which relates to general freedoms for citizens) slightly increased from 2021. Yet, it is still fourth last, while mainland China remains at the bottom of the ranking.

Meanwhile, the Special Representative of the Human Rights Department under China's Foreign Affairs Ministry, Yang Xiaoguang, attended the United Nations Human Rights Council on Wednesday (Jun 21), strongly criticising the UK, Australia and other countries and "anti-China organisations" for slandering China and repeating lies on the issues in #HongKong, #Xinjiang and #Tibet. He even claimed the development of human rights in Xinjiang and Tibet is "in the best period in history".
