District Councilors Protest Against Government's Reliance on China Despite Doubts on Quality and Worry over Mass Surveilance

On August 5, a number of pro-democracy district councillors protested at the Metropark Hotel in Kowloon, condemning the authorities for over-relying on China and diminishing the local medical sector. The hotel is where where the seven personnel from China said to assist Hong Kong in Nucleic Acid Testing were staying.

Tsuen Wan District Councillor Roy Tam pointed out that the government purchased nucleic acid testing services from the China companies Huasheng Diagnostic Center and China National Inspection Co., Ltd. in the middle of last month. However, the two companies have many issues and the public is also worried that DNA data will be collected by China for mass surveillance.

Tam further pointed out that Hua Shouen, director of the Huasheng Diagnostic Center, was testified in the DR laboratory poison injection case, and the mother company, BGI (Beijing Genomics Institute) has been blacklisted by the United States for its DNA collection in Xinjiang. It is suspected that the comprehensive COVID-19 test on the Hong Kong population is actually a covet collection of Hongpongers’ DNA.

Tam criticized the government’s failure to locate contractors through public bidding. He also pointed out that another company Zhonglong Inspection and any China-based 'certification' has no relevant medical laboratory licenses. Tam believes that "the government knew it way early," so that after the appointment, China Inspections established the China Inspection Medical Inspection Co., Ltd. on July 23 and added medical laboratory technologists as directors to comply with legal requirements.

Tai Po District Councillor Tam Yee-pui believes that Hong Kong has sufficient manpower and resources in the medical sector and there is no need to seek help from China. He also pointed out that Hong Kong's medical standards are higher than China's and the government has been dwarfing Hong Kong's medical system. After all, "Hongkongers can handle all thesd by themselves."

Sai Kung District Councillor Gary Fan criticized that the government used politics to override the lives of Hongkongers, and that the open borders and the exemption from quarantine continued to increase the burden on Hong Kong medical staff. As the government has introduced Chinese companies to Hong Kong "their quality is doubted by everyone."

The Hong Kong SAR government has established a laboratory run by China-owned Beijing Genomics Institute (#BGI) at Hong Kong's Sun Yat Sen Memorial Park for universal voluntary Covid-19 testing without consultation from the public and requested private clinics assisting sample collection.

Neo Democrats members of Roy Tam Hoi-pong and Gary Fan Kwok-wai and Central and Western District lawmaker of Napo Wong Weng-Chi protested outside the stadium on August 16, 2020.

More than 30 police on the scene issued tickets for violation of “group gathering ban” and confiscated the speaker.

District Councilor Roy Tam stated civilians may lose confidence in private clinics if samples are passed to the China-owned companies for Covid-19 testing. He urged private doctors not to join the plan and criticised that the government ingratiated the Chinese Communist Party (#CCP) by sacrificing Hong Kongers.

The pro-Beijing camp has not only promoted the “Hong Kong Heath QR Code” system, but has also proposed only allowing those with the green “Heath QR code” to dine-in at restaurants. Gary Fan challenged that the reason behind this wired policy is for surveillance to restrict civilians’ freedom of movement.

District Councillors: Universal COVID-19 Test is a tool for mass surveillance and suppression

The Hong Kong SAR Government announced that the voluntary universal COVID-19 Test will take place starting from 1 September, 2020. Many Hong Kong Citizens have been worried that their personal information might be collected and sent to China. Pro-democracy district councillors have been opposing this plan of the government.

In a street both held on 21 August, Tsuen Wan district councillor Roy Tam Hoi-pong, of New Democrats, pointed out that the Hong Kong government has appointed a China owned company, Sunrise Diagnostics Center (#SCD), for running the test. As a Chinese company, they are not qualified for Hong Kong standard and they do not have a valid license to handle the COVID-19 testing. Tam said the government's intention is to achieve its political agenda in the name of “public health concern”.

Tsuen Wan district councillor, Roy Pun Long-Chung, also stated that the government has borrowed several Caritas Community Centers as temporary testing centers. Many community centers are equipped with an elderly home. He worried that this would increase the infection risk of the elderly, “the Government has completely ignored their lives.” Pun has received many residents’ complaints and was told that many employers has requested their employees to provide COVID-test result before going to the work.

Sai Kung district councillor Gary Fan Kwok-wai criticised the government for failing to put public health as the first priority. Instead, the authorities has postponed the LegCo election and suppressed civilians' rights in the name of pandemic prevention. He described the universal COVID-19 test is a needle in a haystack. The test is not an effective pandemic prevention measure due to its high cost and low efficiency. Moreover, civilians worry that the government may collect and send their DNA sample to China.

Moreover, the “Health Code” might be transformed into a “social credit system” as in China for mass surveillance and further suppression of rights.

Fan said, “China has set many bad examples. With a health code, the code of a healthy reporter changed to yellow and red. (In the health code, yellow means medium risk and red means high risk.) Thus, he couldn’t go anywhere or get onto any transportation. The hotel became his prison.” He called for civilians to boycott the universal testing scheme.

Jeff Au, Strategy Director of the think tank Community Development Initiative (#CDI), said that the current privacy ordinance doesn’t include DNA and biometrics data and Privacy Commission for Personal Data Hong Kong should extend the ordinance to cover these areas. He has recommended the establishment of an independent committee to monitor the testing procedure, technology management and laboratory operation.

HK Pro-democracy District Councillors Resign as Authorities Demand #Oath of Allegiance

In Hong Kong, pro-democracy District Councillor To Ka-lun of the Yuen Long District Council resigned on April 6, 2021, as he refused to take the oath required by the government.

He emphasized that no matter what, "we are always Hongkongers. This is something that can’t be taken away.”

He mentioned that under the current circumstances, both the Legislative Council and the District Council have been unable to do anything. To make it worse, the authorities require the district councilors to take an oath of allegiance.

"The legal provisions are harsh and vague," To questioned that the authorities might randomly sue the seat holders based on the oath.

He described that it is a difficult decision to take the oath or not. He hopes his supporters and fellow councillors would understand the difficult situation.

As of April 7, 2021, at least 5 pro-democracy district councilors havr announced their resignations. Among them, Gary Fan of the New Democratic League and Lam Cheuk-ting of the Democratic Party were charged with "conspiracy to subvert state power" for participating in the primary elections of the democratic camp in 2020. They are currently reprimanded and have resigned from their positions as district councilors.

Eastern District Councillor Wong Yee resigned due to health problems. Lai Ming-Chak of Sai Kung District also resigned recently.
