Masked riot police subdued a civilian and tied his hands on his back. Police told passersby through a loudspeaker that they were "handling an issue", claiming that they had found "weapon". Police warned onlookers not to "provoke".

Labour Unions Set Up Booths in Preparation for Territory-wide Strike Action

In addition to a wave of the bkack flags reading “Liberate Hong Kong, The Revolution Of Our Times”, labour unions from various industries also hoisted their own flags at the Assembly against the Chinese Communist Party.

These labour unions include the Union for New Civil Servants, Railway Power, Construction Site Workers General Union, Catering and Hotel Industries Employees General Union, Hong Kong Hotel Employees Union, HA Employees Alliance, The General Union of Hong Kong Speech Therapists, Hong Kong Design Industries Union.

The goal to set up unions is to prepare for a territory-wide strike action, to support the pro-democracy movement.

Civil Servants Union Responds to Hong Kong Government: We Regret to Hear Your Regret

The Union for New Civil Servants (UNCS) organized a rally on 19 February to express their strong distain for the government's apathetic attitude towards the epidemic. The government then released a statement expressing disappointment towards the action, citing that all civil servants should have a responsibility of following the government's policies to combat the virus and corroborate with other sectors of the society.

UNCS releases the following responses:

1. The government spokesperson stated that Hong Kong stands in a "critical moment" in combating the virus, yet Chief Secretary Matthew Cheung had claimed that the epidemic was "under control" a few days prior.

UNCS called for the government to adopt an agreed-on stance regarding the state of the epidemic in Hong Kong, as conflicts between the statements may cause confusion among the public and civil servants.

2. UNCS wished that the government would not undermine civil servants' and civilians' freedom of expression and freedom of assembly in the name of combating the Wuhan Pneumonia.

3. The government spokesperson stated that "the distribution of protective gear was based on the risks involved in the duties assigned", while the Chief Executive had also emphasized that all protective gear are to be reserved for medical staff first.

Yet many news sources had indicated that the police, who were assigned to only man their cordon received far more protective gear than medical staff and staff from the Fire and Ambulance Services, who serve in the frontline against this epidemic.

UNCS questioned whether this imbalance in the distribution of resources is a direct violation of the CE's orders or a reversal in priority in government policy.

Hong Kong Confederation of Trade Union receives numerous unemployment assistance requests

Hong Kong Confederation of Trade Union (HKCTU) chairman, Carol Ng pointed out that HKCTU received numerous requests for assistance in the past few months because the government has failed to assist them through the 81 billion HKD employment subsidy. Some employers used fake identities to get the subsidies, while some even fired their own employees in order to get the subsidy.

HKCTU received 47 cases, of which 28% were employees forced to take no-pay leave, 19% reported that their companies fired them after getting the subsidy, 15% were changed from monthly paid to daily paid, 11% had their salaries reduced, and 11% had decreased working hours. 20% of the employees agreed that the employment subsidy cannot help workers at all.

HKCTU committee member Wong Yu-loi pointed out that there were 5 major loopholes in this scheme. First, the government has failed to regulate the allocation of the subsidy, causing the management level to benefit the most, while workers of lower ranks cannot get the help they need.

Retail, Commerce and Clothing Industries General Union director Cheung Lai-ha also said that many corporations asked theur employees to go on no-pay leave or to change their employment terms to an hourly basis after they received the subsidy. She suspected that these companies just want to get more subsidies from the headcount, but these employees are only allowed to work for a few days, causing them to be paid less as a whole.
