Restaurant Owner: to “pay the price” for the government’s failure to curb the epidemic

//A total of 63 COVID19 infections were reported on July 8 in Hong Kong. 23 of the latest patients are linked to an outbreak at an elderly care home at Tsz Wan Shan.

The government said restrictions will be again imposed on restaurants – which will only be allowed to fill to 60 percent of their maximum capacity, with the maximum number of customers per table at 8.

Bars and pubs can sit only 4 per table, and the number of people allowed to gather at venues where people don’t always wear face masks – such as karaokes, gyms and party rooms – will be halved from 16 to 8. All food and drink will be banned at cinemas.

The new tightened restrictions will be implemented on July 11, and remain for 2 weeks unless extended.

Gordon Lam, the head of the Small and Medium Restaurant Federation, said restaurants now have to “pay the price” for the government’s failure to curb the epidemic.//

Government's Private Commissioner for Personal Data shows concern for pan-democratic primary election

The democratic front is conducting a primary election on Jul 11 and 22. Private Commissioner for Personal Data Stephen Wong Kai-yi quoted from the government that the “referendum” was not based on the constitution and there was no legal effect. The organiser should explain the nature, goal, and legitimacy of the vote when collecting information from citizens.

Wong suggested that if the collection of personal data was for the convenience of the activity, instead of trying to “veto” a legislation, then the aim should be clearly explained to the public, or else it may be treated as unfair collection of personal data, thus violating the first principal of the Personal Data (Privacy) Ordinance. Wong added that, according to the Elections Ordinance, it was illegal to use data from the voter registry for any purpose other than the election, for instance, public opinion survey.

Chinese Professor Accuses Apple Daily of "Disseminating Hatred" under National Security Law

The national security law was still unclear after its forced implementation in Hong Kong. Former Beihang University deputy professor and Chinese Association of Hong Kong & Macao Studies member Tian Feilung stated in an interview that Hong Kong's pro-democracy newspaper Apple Daily often published articles that “encourages hatred towards the central government”, yet the Secretary for Justice did not dare to accuse Apple Daily of Treason as stated in Crimes Ordinance, causing its founder Jimmy Lai to escape from law.

Tian wrote in a Chinese-language newspaper Ming Pao and criticised two Honourable Chief Justices in Hong Kong, including Li Kwok-nang for making “misleading judgements” and Geoffrey Ma for “biased opinions”.

First Protest Outside the Hong Kong National Security Bureau, Protest Zone in Several Dozens Meters Away

The authorities has set up the National Security Bureau office at Metropark Hotel in Causeway Bay on July 8, 2020.

On July 9, the first group went for a protest; however, the police assigned an area several dozens meters away from the office at the intersection of Tung Lo Wan Road and Causeway Road. No protesting civilian was allowed to go near the National Security Office, nor to hand in their petition letter.

Hong Kong Confederation of Trade Union receives numerous unemployment assistance requests

Hong Kong Confederation of Trade Union (HKCTU) chairman, Carol Ng pointed out that HKCTU received numerous requests for assistance in the past few months because the government has failed to assist them through the 81 billion HKD employment subsidy. Some employers used fake identities to get the subsidies, while some even fired their own employees in order to get the subsidy.

HKCTU received 47 cases, of which 28% were employees forced to take no-pay leave, 19% reported that their companies fired them after getting the subsidy, 15% were changed from monthly paid to daily paid, 11% had their salaries reduced, and 11% had decreased working hours. 20% of the employees agreed that the employment subsidy cannot help workers at all.

HKCTU committee member Wong Yu-loi pointed out that there were 5 major loopholes in this scheme. First, the government has failed to regulate the allocation of the subsidy, causing the management level to benefit the most, while workers of lower ranks cannot get the help they need.

Retail, Commerce and Clothing Industries General Union director Cheung Lai-ha also said that many corporations asked theur employees to go on no-pay leave or to change their employment terms to an hourly basis after they received the subsidy. She suspected that these companies just want to get more subsidies from the headcount, but these employees are only allowed to work for a few days, causing them to be paid less as a whole.

HKGovernment's Crackdown Causes Hundreds of District Councillors to Resign; Tommy Cheung Sau-yin criticizes: “Why leaving when we've done nothing wrong?”

In Hong Kong, directly elected district councillors are expected to take an oath of allegiance for the Basic Law within July 2021. However, a recent notice from the government claimed that the district councillors would be disqualified and asked to returned the salary they receivrd since they took office.

If this is the case, each person would have to pay back more than one million Hong Kong dollars.

As of July 9, nearly 100 pro-democracy #DistrictCouncillors announced their resignation one after another, while some of them said they would stay behind.

Yuen Long District Councillor #Tommy Sau-yin Cheung announced on social media platform on the morning of July 9, 2021 that he would not resign.

Cheung said, “I decide to uphold the public authorization since winning the election, and continue to take the last path of my political life”. He also stated that he would not regret making this decision.

He said the government has no justifiable reason nor legal basis to deprive him of his qualification as a District Councillor.

Tuen Mun District Councillor Kenneth Cheung Kam-hung pointed out that the government was using intimidation tactics to make District Councillors retreat and weaken the voice of the opposition.

Vice Chairman of Kwai Tsing District Council Cheung Man-lung commented that the resignation of a large amount of pro-democracy District Councillors will paralyze the district-level work and will cause inconvenience to fellow citizens.
