Riot police running and blocking traffic lanes in Mong Kok

In the evening, roadblocks were set up in the central area of Mong Kok, riot police was seen running on the opposite traffic lane.

The Universal Siege on Communists Assembly was held at Chater Garden this afternoon which was terminated prematurely at around 4:30pm when police deployed tear gas canisters to disperse the crowd.

Riot Police pepper-sprayed reporters for 10 seconds

Riot police dispersed protesters at Dundas Street and pepper sprayed reporters at a short distance for 10 seconds, including 2 reporters of Cable TV. Volunteer first-aiders on the scene had to provide medical assistance.

First-aider Who Assisted The Injured Was Hit By Police With Baton

While providing medical assistance at Soy Street in Mong Kok, a volunteer first-aider was hit by police with baton. The first-aider had redness and swelling on his head. He immediately requested the police officer for his warrant card. However, another team of riot police arrived at the scene and pushed all first-aiders with long shields. Another first-aider was taken into the police cordon for further interception.

Ventus Lau arrested for letting too many people into Chater Garden to attend a lawful assembly

Mr Lam, Spokesperson of the Civil Assembly Team quoted his conversation with the police that Ventus Lau, applicant of the Assembly, was arrested for alleged incitement of public sentiment and breach of a specific provision stipulated in Letter of No Objection which states the assembly “shall not over-crowd Chater Garden”.

Lam claimed that even before the Assembly has commenced, Lau had already explained to participants that once the crowd in Chater Garden has exceeded a certain level, existing participants will be asked to head toward Admiralty and disperse peacefully to alleviate assembly traffic so that new comers can flow in the Chater Garden to attend the assembly. So, it was hard to understand why Lau was still arrested for violating this provision.

Editor’s Note: In August 2019, Ventus Lau was arrested together with a group of rally volunteers in Kwun Tong. The rally also received a Letter of No Objection from the police and Lau was also the organizer.

Police Swore at Elected Councilor and Threatened Arrest

Central and Western District Councilor Ng Siu-hong claimed that the police forcefully shoved him to a corner and threatened him with profanities, demanding him to unlock his cellphone. The police threatened to arrest him under the suspicion of him stealing the phone if he did not comply.

Ng was filming the scene at that time and was threatened by the police to stop or be arrested.

When Ng left, he demanded to know the identification number of the police officer and requested to know the reason he was stopped and searched.

On top of refusing to explain, the police even added that Ng was "disrupting the harmony of the community" and that "I am disappointed at a councilor that has no legal knowledge".

Police end rally, enter Chater Garden and shoot at unarmed crowd

On January 19, riot police and raptor squads entered Chater Garden and dispersed those attending the “Rally for Global Sanctions Against Communist China,” after the rally was ended prematurely. However, because of the large size of the crowd attending the rally, many were trapped inside Chater Garden.

Some members of raptor squads fired pepper-spray pellets at those trapped inside the park, even though the attendees at the rally had not taken any actions against police. Police also used pepper spray on reporters who were filming at the scene.

Being Young is a Crime - Testimony of a Witness

Editor's Note: On 19 January, the “Rally for Global Sanctions again Communist China” was held in Chater Gardens, Central. Police stepped in and ended the rally half-way through the event. This is a recount from a participant about what happened after the police came to disperse the crowd. In the end, a group of young people were charged with illegal assembly and the organizer, Ventus Lau, was also arrested.

Another rally was terminated prematurely again - an undercover police rushed to the stage, grabbed the microphone and announced an end to the rally. After repeated requests from Ventus Lau, the undercover police finally presented their warrant cards. Mr. Lau, is the organizer and spokesperson for the Hong Kong Civil Assembly Team (HKCAT). Mr. Lau then asked all participants to leave. Just about three minutes after I left, the police already started firing teargas from the stage. (HKCAT stated that the police later arrested Ventus Lau, accusing him of inciting the public and violating conditions stated on the Letter of No Objection.)

After leaving Chater Park though Chater Road, I saw teargas being fired again outside Chater Park. The riot police advanced from three directions, first they directed us to head east, and then they told us to head west. Finally, I walked towards Pedder Street. At the intersection of Chater Road and Pedder Street, police began to yell at the crowd, calling them “cockroaches”. Ted Hui, a member of the Democratic Party, came out of nowhere and started talking to the riot police. He asked them stop calling citizens “cockroaches”. Six or seven policemen then confronted Hui, surrounding him and hurling insults. The police defence line pushed forward again and a young man dressed in black was subdued in the process. We were forced to enter Pedder Street along the pavement just outside the Armani store. After that, the police attacked Hui again and pushed him against a wall. It was at that moment when I realized we were trapped and all streets were blocked by the police.

Many people were at the scene, including young people, first aiders, reporters, councillors and their assistants, the elderly (even one with groceries in a push cart), and the middle-aged. Young people gathered to talk about how to deal with information on their cell phones; how they could be detained for 48 hours; and notified friends. I sent a Whatsapp message to an experienced friend, and then turned my phone off. About 15 minutes later, the police began to search our belongings with the elders going first. When the elders were done being questioned, the police then asked who wanted to go next. So, I went up with my girlfriend. The police was quite lax, he just took a quick look inside my bag and did not even bother to check the small pockets. My identity card was not even verified on the system. Finally, he asked if I had just gotten off work. I said, “I just came from the assembly!" He did not respond. After a few minutes, we were released along with other adults, but all the young people who were rounded up were charged with illegal assembly.

“Universal Siege on Communists” Rally

Opening speech by Sang Pu: Universal suffrage & Sanctions against police terrorism

Police warned civilians along Chater Road to avoid sitting on the ledge surrounding Chater Garden.

The first guest speaker was Mr Sang Pu, a political and current affairs commentator. He said, “We, Hong Kongers, have to sanction the Chinese government. China can be economically sanctioned by foreign governments but our priority is to ensure that universal suffrage becomes a reality in Hong Kong. We have to execute Plan B - to strategize wisely in the following 6 months for the LegCo elections. The whole world including the United States is supportive of universal suffrage in 2020.” He kept emphasizing the need to secure universal suffrage.

He believed personally the focus of the movement in 2020 will be anti-terrorism. He said in this case, the police are the terrorists in Hong Kong, and terrorists shall be sanctioned by the international community. Sang Pu used Chris Tang Ping-Keung, the current Commissioner of the HKPF as an example. Examples of police behaving like terrorists include the raping of detainees, which in one case induced pregnancy but charges were laid against her instead; or the beating of journalists, with some ended up with broken legs.

Sang Pu also mentioned meeting exiled protestors in Taiwan, who are studying and working hard under the protection of the Taiwanese government.

He concluded his speech by chanting slogans.
