Pro-democracy Hongkongers Detained by China "Request" to Plead Guilty to Protest Charges in Hong Kong

On November 27, 2020, the Shenzhen Public Security Bureau (Yantian Branch) in China claimed that they have completed their investigation of the case about the 12 detained Hongkongers. The 12 civilians from Hong Kong who were captured by Chinese authorities and jailed in China since then were sent to the Provincial People's Procuratorate of the PRC for the charge to proceed.

However, as of December 12, 2020, their families had not received any official response from any authorities. Nevertheless, the lawyers appointed by Chinese authorities inquired the protest-related course cases in Hong Kong.

The families of the 12 Hong Kong youths spoke to the press in Hong Kong on 12 December, 2020 at 15:30. Although some families had communication with the lawyers appointed by the Chinese government over the phone or in text message, they still didn't know what their charges are in China.

In the press conference, the family members also shared the letters reportedly written by the 12 pro-democracy Hongkongers. In the letters, the detainees "asked" their families to help them plead guilty to all the charges they have in Hong Kong.

According to the solicitors in Hong Kong, this is not possible as they couldn't contact their clients. Thus, they couldn't do anything with the legal procedure in Hong Kong.

Meanwhile, in Hong Kong the detainees' bank accounts in Bank of China have been cancelled due to "commercial decision". Their families couldn't check the balance nor withdraw money.

Earlier, the families have written letters to the 12 Hong Kong youths. The Hong Kong Immigration Department was supposed to help pass the letters to China. However, the families have never received any feedback, even the Immigration Department confirmed to have passed the letters to Hong Kong Economic and Trade Office in Guangdong, China (#GDETO).

The lawyers assigned by Chinese authorities clearly stated that the detention centre wouldn't distribute any letter to 12 Hongkongers.

These CCP-assigned lawyers also asked of the court cases related to the 12 Hongkongers in Hong Kong. In fact, the Chinese authorities should only handle the reported "illegal border crossing", but have no right to intervene any other court cases in Hong Kong.

Worse still, some families in Hong Kong were contacted by two different China-appointed lawyers, but some not even had one.

On these occasions, the lawyers never mentioned their identities, such as name and contact numbers.

One family was requested by a "lawyer" to provide a family photo. "I don't know who you are. You never provide any license to prove you are laywer," the family member recalled telling the self-claimed lawyer from China.

The "lawyer" said, "my identity doesn't matter, but your photo does."

While Christmas is coming, is it possible for the families to visit the 12 detained Hongkongers if accompanied by Hong Kong government officials? Can the 12 Hongkongers give a call to their family? This humanitarian crisis has been going on for nearly 4 months, showing the Chinese authorities' total disregard for basic human rights.

Open University of Hong Kong renamed Metropolitan University

The Open University of Hong Kong (#OUHK) announced on December 11, 2020 that it will be renamed "Hong Kong Metropolitan University", following a public consultation earlier this year.

University president Wong Yuk-shan claimed with Hong Kong being "a vibrant, international metropolitan city", this name is most suitable and expandable meeting the University's expansion plan in the future.

The name-change decision immediately invited keen discussion online. On the popular LIHKG forum, most comments made fun of the short form of the new name, which could roughly be translated into "also a university" or "also big", others said it sounds more like the name of a hotel or a nightclub.

More senior officials of HK Examinations and Assessment Authority resigned reportedly due to extreme political pressure

In May 2020, the history exam paper question from the Hong Kong Diploma of Secondary Education Examination (#HKDSE) was harshly criticized by pro-Beijing figures. The question asked students to discuss whether Japan did more good than harm to China during the war years.

Soon after the PRC's Foreign Ministry condemned the question, calling it biased and off-limits, Hong Kong government's #EducationBureau pressured the Hong Kong Examinations and Assessment Authority (#HKEAA), an independent organization, to strike out the question because it “seriously hurt feelings and dignity of the Chinese people who suffered great pain during the Japanese invasion of China”.

This incident was said to lead to resignation of Yeung Wing-yu, Manager of the Evaluation and Development Department of HKEAA and Secretary of the Committee on Subjects of the History Section in August 2020.

Before leaving the Authority, Yeung revealed to his colleagues that his resignation was due to extreme political pressure. He suspected that the series of seemingly coincidences were in fact vigilantly planned.

Yeung pointed out that the DSE question was leaked way before the examination day in May while the question’s marking scheme was leaked two months later in July. During this time, his social media account was being repeated hacked for at least twice.

After HKEAA’s decision to invalidate the question on Sino-Japanese relationship on 22 May, he personally covered up students’ answers to the question. Yeung considered the incident the biggest humiliation in his tenure in HKEAA.

Liberal studies is another subject furiously pounced by the SAR government. Lo Ka-yiu, Senior Manager of HKEAA responsible for Liberal Study was fluttered by pro-Beijing mouthpiece in Hong Kong for his pro-democracy opinion calling for the city’s Chief Executive to step down.

In May 2020, Lo and Leung Tsz-yin, a manager reported to him, both resigned. In September, two Liberal Studies teachers, Fan Si-kei and Lam Yi-mei, were appointed to replace Lo and Leung.

However, it was reported on December 5 that Lam Yi-mei resigned despite an extremely short tenure of less than three months.

Since May 2020, a number of senior officials of HKEAA has either resigned or their contracts not being renewed, including the Authority’s Secretary General, principal officer of Assessment Development, as well as Senior Manager and Manager responsible for Liberal Studies.

Most recently, HKEAA announced appointment of their new Secretary General Ngai Heung-tung, Professor of Economics of Lingnan University who again has profound Chinese background.

Chinese Media Allegedly Use Hongkongers to convince Chinese Mainlanders to receive China-made COVID-19 Vaccine

Since Nov 29, 2020, multiple media in China have been reporting that “close to 90% of Hongkongers hope to receive COVID-19 vaccine developed by China”.

All these articles described that the number of cases are rising again in Hong Kong for unknown reasons. According to them, on Nov 29, 2020, a group called “COVID-19 Vaccination Concern Group” held a press conference and presented results of a poll that showed 96.9% of Hong Kongers "felt confident in COVID-19 vaccines developed by China", and 88.6% would like a shot.

It was also reported that the said Concern Group was founded by Beijing loyalists such as the self-proclaimed “flag bearer” Lam Wai-man. The poll was purportedly conducted from Nov 25 to 28 through an "online platform". Among the 8,189 participants, 7,820 were "Hong Kong local citizens", and 177 were residents of the Guangdong Province in China who held Hong Kong citizenship.

#Save12 Concern Group Worries CCP-assigned Lawyers Are "Sumissive to the Authorities" Instead of Defending the 12 Detained HongKongers

[Editor's note: As of Christmas 2020, the 12 pro-democracy Hong Kong have been detained in China for over 120 days.]

Dec 16, 2020 marks the 116th day into the CCP government's jailing of 12 pro-democracy HongKongers after captivating them at sea in August.

China charged 10 of them with "Organizing Other Persons to Croos Borders Illegally" and "Crossing Borders Illegally" on 10 of them, while the 2 juveniles detainees would be put into a "closed hearing".

The #Save12HKYouths Concern Group critized the Chinese authorities for refusing the families' request for meeting and defense. The group did not believe that the "offically assigned lawyers" by the Chinese government would prioritize the interests of the litigants, and worried that they would be submissive to the authorities, making the defense unfavourable to the 12 HongKongers.

The Concern Group also said that the family members intended to go to Shenzhen to attend the hearing, but were worried that they could not make it in view of the 14- day quarantine policy while the date for the hearing was yet to be confirmed.

The Concern Group demanded the Chinese authorities to provide indictment to the families, and allow their own entrusted lawyers to meet and represent the 12 Hongkongers and to participate in their Defense.

They also demanded an open hearing, an early notification of the hearing date, as well as exemption of quarantine when they enter Shenzhen borders for the hearing.

China Blocks Shipments of "Freedom and Democracy" Calendars to Hong Kong

Chinese customs may have held up an order of new year calendars printed for district councils in Hong Kong, Yau Tsim Mong District councillor Lee Wai-fung wrote in a Facebook post.

The calendars, with the text "Pursue Freedom and Democracy" in golden calligraphy, was scheduled to arrive in Hong Kong in mid-November, so that they will be given out to civilians on Dec 16, 2020.

However, Lee was later informed that order was detained in China, without an official explanation from either the print shop nor the Chinese customs. The councillors ended up printing labels with their names and pictures, and handing out regular calendars with their labels attached.

Yuen Long District councillor Henry Wong Pak-yu experienced similar issues with the Chinese customs. He was informed by the print shop in China that printed products for district councils in Hong Kong are now being scrutinized much more closely by Chinese customs, because some of their previous materials contained "sensitive content". The printer was not allowed to send out the shipment, and Wong may not be able to receive his calendars in time for the new year.

In 2020, the whole world has been extensively affected by COVID-19, which was originally called "Wuhan Pneumonia" at the early stage of the outbreak because of its alleged origin. The pandemic has led to the lockdown of many countries, the suspension of economic activities and the separation of families.

In an investigative report published by The New York Times on Dec 19, 2020, it was revealed that the Chinese Communist Party government stage-managed what appeared online in the early days of the outbreak and downplayed the severity of the coronavirus.

The New York Times wrote,

“At a time when digital media is deepening social divides in Western democracies, China is manipulating online discourse to enforce the Communist Party’s consensus.

To stage-manage what appeared on the Chinese internet early this year, the authorities issued strict commands on the content and tone of news coverage, directed paid trolls to inundate social media with party-line blather and deployed security forces to muzzle unsanctioned voices."

For example, regarding the death of the whistleblower Dr. Li Wenliang, who had been threatened and prosecuted by the Chinese authorities, on Feb 7, 2020, China "ordered news websites not to issue push notifications alerting readers to his death. They [Chinese authorities] told social platforms to gradually remove his name from trending topics pages. And they activated legions of fake online commenters to flood social sites with distracting chatter, stressing the need for discretion".

The New York Times also found that "Chinese officials tried to steer the narrative not only to prevent panic and debunk damaging falsehoods domestically. They also wanted to make the virus look less severe — and the authorities more capable — as the rest of the world was watching."

According to Xiao Qiang, a research scientist at the School of Information at the University of California, Berkeley, and the founder of China Digital Times,

“China has a politically weaponized system of censorship; it is refined, organized, coordinated and supported by the state’s resources. It’s not just for deleting something. They also have a powerful apparatus to construct a narrative and aim it at any target with huge scale.”

“This is a huge thing,” he added. “No other country has that.”

Chinese Authorities Target Jack Ma's #Alibaba and #AntGroup in Anti-monopoly Probe

The Chinese authorities is currently placing Alibaba, a conglomerate owned by Chinese entrepreneur Jack Ma, under "anti-monopoly investigation". It was reported that Ma would also be summoned.

Just right before Christmas, China's state-owned media including Xinhua Agency and Economic Daily published articles and commentaries, demanding Ant Group to "serve the people's needs and economic development".

Ant Group then released a statement earlier, claiming that it would "diligently study and strictly comply with regulatory departments' requests". Alibaba shares dropped by 7 percent when the news was heard by thr market.

On Dec 26, 2020, four state regulators in China, namely People's Bank of China (#PBOC), China Banking and Insurance Regulatory Commission, China Securities Regulatory Commission and State Administration of Foreign Exchange, has conducted "supervisory and guidance" talks with Ant Group, a subsidiary of Alibaba offering financial services, with one of the goals to "realize the spirit of the Party leadership and the State Council".

According to People's Bank of China vice chairman Pan Gongsheng after the "talks" on Dec 26, Ant Group issues included "poor corporate governance, ignorance of regulatory demands, illegal regulatory arbitrary, the use of its market advantage to take oit competitors", and so on.

Public Broadcaster in Hong Kong Follows China's Decision to Lift #BBC

Recently, the British authorities cancelled the licence of the Chinese Communist Party-funded English channel #CGTN in the United Kingdom.

On the early morning of Feb 12, 2021, Beijing responded by accusing BBC of "serious content violations" and banning BBC World News in "Chinese territory".

Two Reuters journalists in China said the channel had gone blank on their screens. Although it was said that BBC would remain available in Hong Kong, the public broadcaster #RTHK in Hong Kong announced on the same day that BBC World News would be lifted from their program from 11pm onwards that day, due to the decision of the broadcasting regulator in Beijing.

#NewZealand and #Australia condemn electoral overhaul forced on Hong Kong by China

On 12 March 2021, New Zealand and Australia have issued a joint statement expressing deep concerns about changes to Hong Kong's electoral system.

Issued by Foreign Affairs Minister #NanaiaMahuta and her Australian counterpart, senator #MarisePayne, it said the changes passed by China further undermine rights, freedoms and the high degree of autonomy guaranteed to Hong Kong until 2047 under the Sino-British Joint Declaration.

The two urged Hong Kong and Chinese authorities to uphold their commitments to allow Hong Kong people’s genuine participation in their governance, and their rights to scrutinise the government and express diverse views.

"These changes run contrary to the ultimate aim of a Hong Kong Chief Executive elected through universal suffrage, weaken Hong Kong's democratic institutions, and erode freedom of speech and association - all of which are set out in the Basic Law," the statement from Mahuta and Payne said.

On March 13, 2021, British Foreign Secretary #DominicRaab issued another statement, shortly following the first one two days ago on March 11, 2021 in which he slammed Beijing’s decision to impose radical changes to Hong Kong’s electoral system a clear breach of the legally binding Sino-British Joint Declaration.

Raab wrote in the statement that “this is part of a pattern designed to harass and stifle all voices critical of China’s policies and is the third breach of the Joint Declaration in less than nine months.”

He further stated that, “the Chinese authorities’ continued action means I must now report that the UK considers Beijing to be in a state of ongoing non-compliance with the Joint Declaration - a demonstration of the growing gulf between Beijing’s promises and its actions.”

In closing, Raab reiterated UK’s support to Hong Kong, saying that “the UK will continue to stand up for the people of Hong Kong. China must act in accordance with its legal obligations and respect fundamental rights and freedoms in Hong Kong.”

Immediately following the National People's Conference's (#NPC) resolution to impose an electoral overhaul on Hong Kong, Dominic Raab made a statement on March 11, 2021 saying that the latest step by Beijing would “hollow out the space for democratic debate in Hong Kong, contrary to the promises made by China itself.”

Several MPs of UK parliament, however, disparaged the British Government for paying mere lip-service and questioned whether the Government would impose #sanction over concerning officials in Hong Kong based on the Magninisky Human Rights Act.

Furious Chinese Netizens over City Lockdown posts National Anthem "Rise Up" to Protest, and are Promptly Blocked on Weibo

With the widespread of #Omicron in Shanghai, the Chinese government is responding with a tougher stain on the lockdown of the city, leading to public discontent and resistance.

Many Chinese netizens used the first line of the national anthem, "Rise up! Those refuse to be slaves", as a hashtag and posted it on #Weibo to express their anger. This was blocked by Weibo later on, which is ridiculously tantamount to making the national anthem a forbidden word.

It was found later, after searching on Weibo, that the national anthem is still searchable, but the search results would be blanked if the keyword is a hashtag of the national anthem.

This is not the first time China has banned its national anthem. Back in the early days of the #COVID19 outbreak in #Wuhan, when 'whistle blower' Dr. Li Wenliang died, Douban.com banned the lyrics of the same song for "containing radical current affairs or ideology".
