Kevin Yeung: School arrangements would be made for summer activities to ensure students safety

Kevin Yeung Yun-hung, Secretary of Education, claimed schools would make flexible arrangements on summer holidays and summer activities for students’ safety, due to the recent violent incident happened in Yuen Long . The Education Bureau are willing to fully support if needed.

Hong Kong Baptist University Among the First to Prolong Class Suspension Period in View of the Spread of Wuhan Pneumonia

Hong Kong Baptist University announced further suspension of on-campus classes until March 2, 2020. The Hong Kong University of Science and Technology also announced the adoption of online teaching for the entire Spring semester.

The Hong Kong Government, however, has not issued any notice as to whether kindergartens, primary and secondary schools would resume as planned after February 17, 2020.

In Macau, it is decided on January 30 that all educational institutes would be closed until further notice.

Contingency Plans for Public Exams Amidst Coronavirus Outbreak;

On Feb 6, the authorities announced two viable options for postponing the HKDSE examination, a public exam for university admission in Hong Kong.

Option 1: Postpone examination for Physical Education and Music to May.

Option 2: Delay all examinations for four weeks.

The finalized plan would be announced at the end of February

Meanwhile, the Education Bureau called on schools to make good use of e-learning to facilitate teaching. It was announced that a web page, “Learn at Home" was set up. Meanwhile, ETV also provided more than 7,800 different teaching videos. In addition, an E-Reading Program will provide Chinese and English books, as well as learning games.

The earliest date to resume school is tentatively March 2.

Police Charge 10 Hong Kong students for Forming Human Chain in Support of the Anti-ELAB Movement One Year Later

A year ago on September 7, citizens in Hong Kong built a long human chain around Tai Po Market train station, exhibiting solidarity against and defiance of police brutality, among them, many were students in school uniform.

As riot police stormed onto the scene, fired tear gas, the peaceful crowd of pro-democracy protesters was forced to disperse. More than 20 protesters were arrested during the clash on that day.

A year later, HK police charged 11 of them for attending an illegal assembly. Their age ranges from 15 to 49. 10 of them are students and the remaining one is the father of one of the students.

The Dos and Don'ts: Hong Kong schools Introduce New 'Rules' Under National Security Law

A month into the new school year in Hong Kong when students are gradually resuming on-campus school life, some new "rules” (see image) have already creeped into schools along with the National Security Law which was blatantly imposed in Hong Kong earlier this year in July.

According to these school authorities, these "dos and don'ts" under the National Security Law are:

Don'ts
• Launch Student’s strike
• Sing “May Glory to Hong Kong”

Carrie Lam boasts care for mainland Chinese, ignoring potential coronavirus outbreak in schools after students visited popular tourist spots among mainlanders

Chief Executive Carrie Lam summarised her trip to Beijing, reassuring mainland Chinese citizens that the present 14-days quarantine arrangement would only be lifted when the precondition of protecting people's health was met.

She even went on stressing that her administration will neither put local economic benefits nor Hong Kong residents' appeal above health concerns of mainland Chinese citizens.

The compulsory 14-days quarantine arrangement, however, is set to be relaxed to give way to the launch of "Leave Home Safe" app which records people's whereabouts and notify them if they have visited a place which is subsequently linked to a Covid-19 infection.

Testing public response, Chief Secretary for Administration Cheung Kin Chung mentioned that the App will be launched alongside a series of exemptions for residents returning from Guangdong Province or Macau from compulsory 14-days quarantine. Cheung also highlighted details of implementation of “Travel Bubble” in the next few days.

In past few days, number of COVID-19 imported cases continued to increase in Hong Kong, while an invisible transmission chain appeared in Tai Po. In a primary school in Kowloon Tong, 65 children have been infected with respiratory tract infections. The school received calls from parents who said they had taken their children to Ocean Park, Disneyland and Music Farm last week, popular tourist spots among mainland visitors in Hong Kong.

HK Government Imposes New Controls in Schools to Stifle Freedom, Forcing Grade School Kids to Learn #NationalSecurityLaw

On February 4, 2021, the Secretary for Education Kevin Yeung in Hong Kong announced new controls in a document, “National Security: Specific Measures for Schools”.

The document sets out actions to be taken by school administrations, and exhorted principals and teachers to play their part in safeguarding national security and keep a tight rein on any signs of a breach.

Pupils from as young as six years old must learn how to 'defend national security', while older students must know specifically what acts constitute breaches of the law.

This new set of control framework applies to most subjects, including music and biology, which have no obvious connection to national security.

Schools are advised to form a working group to take charge of planning and carrying out the bureau’s measures, the document says.

They are required to review the current situation and send a report to the bureau by August 2021 and from the 2022-23 school year, schools would be thoroughly executing administrative and teaching measures related to national security education.

The young students will have to learn about the four major offences under the national security law – secession, subversion, terrorism and collusion with a foreign power. They will also be taught about the origins of the Basic Law and the One Country, Two Systems principle.

Secondary school students would be taught about specific 'crimes' under the security law; the 'opportunities and challenges' that China faces in the international arena; Hong Kong's 'constitutional duty' to enact Article 23 legislation; and that 'the national security law does not affect rights and freedoms enjoyed by the people of Hong Kong'.

Students would learn about these issues in a variety of subject classes, including Chinese, General Studies, and even seemingly unrelated subjects like music, biology and economics.

Ip Kin-yuen, former legislator and vice president of Hong Kong Professional Teachers’ Union, accused the government officials of implementing the new policy without consulting teachers. He opined that the new rules will instill a sense of fear on campus, because it is difficult to define what can be taught and what cannot.

Drop-out Rate Surges in Schools as Parents lose confidence in Hong Kong's Education System

On May 26, 2021, Hong Kong's Professional Teachers' Union (#PTU) published a recent poll result, revealing that both primary and secondary schools in Hong Kong are losing their students.

Out of 130 primary and 53 secondary schools that joined the survey, all of them recorded the departure of students in the school year 2021/2022.

70% of these schools have lost 1 to 20 students, while 30% have lost 21 or more. Among them, three schools saw more than 50 students leaving. Nearly one-fifth of the primary schools have to shrink the class of Primary One in the 2022/2023 school year.

More than 30% of the primary schools and more than 40% of the secondary schools stated the majority of the reasons for dropping out are emigration and pursuing education overseas.

The chairperson of the Professional Teachers' Union, Fung Wai-wah, said many parents in Hong Kong are very concerned about the political pressure, the introduction of national education and the government's changing education policy among others. Under the circumstances, more and more parents lost confidence in Hong Kong's education system, and chose to move out of Hong Kong with their children.

British-branded schools in China forced to teach Beijing curriculum to ensure ‘right’ thinking
 

British-branded private schools in China will be forced to abandon their curricula and teach only lessons approved by Beijing as part of a broader push led by president Xi Jinping to ensure the ‘right’ thinking.

International schools – some linked to institutions such as Harrow and Dulwich – must now teach the same lessons as China’s state-run public schools from kindergarten to grade nine.

Private schools must “uphold the leadership of the Communist Party of China,” according to the new regulations.

Would Karaoke become a crime?: Hong Kong School Politicizes Cantopop Lyrics and Censors Singing Contest

In Hong Kong, two students from the ELCHK Yuen Long Lutheran Secondary School decided to perform a Cantonese pop song titled "銀河修理員” (Translated as: Galatic Repairman) at the school's singing contest.

The song was originally performed by the local band #DearJane.

The school, however, rejected the song, calling certain lyrics "political". The students were forced to modify their performance and only allowed to perform a makeover version call 疫情加油(Translated as: Pandemic Add Oil").

In the end, the two students entered the finals and performed on stage. They sang the song with the original lyrics and chanted "HongKongers Add Oil" after the performance.

The two were disqualified for performing the song without the school's approval and each were given a demerit. They were also banned from performing for the school in the future which could affect their chances of going to college.

Stand News made inquiries to the school about the incident, but the vice principal, Tam refused to give a response.

Hong Kong Government Requires All Schools to Hold Weekly Flag-Raising Ceremonies and Sing Chinese Anthem

The Hong Kong government's #EducationBureau on October 11, 2021 announced that all schools in Hong Kong must hold flag-raising ceremonies every week and on special occasions starting January 1, 2022.

The government's guidelines stated that the Chinese national anthem should be played and sung at the ceremonies.

Moreover, the Chinese national flag should be raised in school every day. If there are enough flagpoles, then the Hong Kong SAR flag should also be raised.

The government also "advised" kindergartens to carry out the instructions if facility allows, while international schools and private schools were "encouraged" to follow the guidelines.
