"Run with You" in protest of the new requirement of police approval for running events

At 2135 in Tai Po, netizens called for a 5km "Run With You" activity in protest of the police demanding "Letter of No Objection" for running practice last week.

Around 70 runners ran vigorously and chanted slogans without stopping. Runners who finished their runs joined in the chanting to support the remaining runners and joked, "There are raptor squads at your back!"

Hong Kong Polytechnic University Announces Lockdown on the Eve of One-Year Mark of Police Siege

November 17, 2020 marks the one-year mark of the police siege of the Hong Kong Polytechnic University (#PolyU) during the Anti-Extradition Law Movement in 2019.

The university management has has implemented a very strict 'lockdown' and rejected visits from the journalists. The Facilities Management Office announced in the school email on November 6, 2020 that the university's access control will be tightened. The Office asked their staff and students to the visitor registration system for more information.

With the new regulations, only authorized persons, including teaching staffs, students and those with essential duties on campus, are allowed to enter the university.

According to the announcement, unless visitors provide solid evidence proving the necessity of their entry, or have received 'special approval' from the Head of Department or the Student Affairs Office, their entry will not be permitted.

Visitors also need to obtain 'special approval' through the visitor registration system at least two working days before the visit. Teachers and students are required to re-apply for the approval though they have already registered to enter the school from November 6 until November 30.

HK's Department of Justice Cancels Private Prosecution Launched by Pro-dem Ray Chan Chi-chuen: 'No Evidence is Offered'

Ray Chan Chi-chuen, the chairman of People Power and a former pro-democracy lawmaker, was dragged on the floor by the pro-Beijing lawmaker Kwok Wai-keung of the Federation of Trade Union, during the House Committee meeting on May 8, 2020 at the Legislative Council.

Chan subsequently initiated a private prosecution against Kwok. Chan said in his Facebook post on November 6, 2020 that he was notified by the Department of Justice (#DoJ) that the authorities would step in and discontinue the private prosecution against Kwok as 'no evidence is offered' in the case.

After the forceful implementation of the National Security Law in Hong Kong, the Education Bureau (#EDB) has repeated its wish to 'standardise and strengthen education'.

Following the teachers' conference on the subject of 'National Security' held by the EDB in early November 2020, the 'Guangdong-Hong Kong-Macao Greater Bay Area Association of Primary and Secondary School Principal' will be set up by mid-November, 2020.

In the opening remarks of the conference themed 'National Security and Our Daily Life', it was stated 'the concept of national security is not limited to the political actions, but to a wider area including environmental ecology, financial order, technological development, social stability as well as cultural field and many other aspects.'

Bruce Lui Ping-kuen, the senior lecturer of the Department of Journalism of Hong Kong Baptist University, pointed out that the concept of 'overall national security outlook' raised by the Chinese President Xi Jing-ping in 2014 reiterated the importance of defending the national leadership of the Communist Party.

Ip Kin-yuen, a lawmaker from the education constituency in Hong Kong expressed his concerns over the National Security education which may exceed the practical needs of teaching, as the concept of 'overall national security outlook' is wide ranging.

Four Staff Associations in the Police Force demand University President to “take responsibility” on his “untrue” criticisms against police brutality"

It has almost been one year since the police siege of the Chinese University of Hong Kong (#CUHK). On Nov 6, 2020, the Police Force Council Staff Associations including the Hong Kong Superintendents' Association, Police Inspectors' Association, Overseas Inspectors' Association and Junior Police Officers' Association issued a letter to the president of CUHK Prof. Rocky Tuan.

In the letter, as the founder of Hong Kong Coalition, Tuan was criticised for violating “the ethos of a seeking truth as a professional”, and made “untrue claims” during the siege last year.

Ip Kin-yuen, a pro-democracy lawmaker for Education constituency, described the letter as flippant, frivolous and ironic. Also, he stated it was disrespectful that they addressed the letter to Tuan, a key person in Hong Kong’s academic and education sector.

In Ip’s opinion, Tuan’s open letter issued in Oct last year condemned police who were proven to use excessive violence against protestors. The letter was fair and unbiased, but not against the entire police force.

Chief Executive Carrie Lam summarised her trip to Beijing, reassuring mainland Chinese citizens that the present 14-days quarantine arrangement would only be lifted when the precondition of protecting people's health was met.

She even went on stressing that her administration will neither put local economic benefits nor Hong Kong residents' appeal above health concerns of mainland Chinese citizens.

The compulsory 14-days quarantine arrangement, however, is set to be relaxed to give way to the launch of "Leave Home Safe" app which records people's whereabouts and notify them if they have visited a place which is subsequently linked to a Covid-19 infection.

Testing public response, Chief Secretary for Administration Cheung Kin Chung mentioned that the App will be launched alongside a series of exemptions for residents returning from Guangdong Province or Macau from compulsory 14-days quarantine. Cheung also highlighted details of implementation of “Travel Bubble” in the next few days.

In past few days, number of COVID-19 imported cases continued to increase in Hong Kong, while an invisible transmission chain appeared in Tai Po. In a primary school in Kowloon Tong, 65 children have been infected with respiratory tract infections. The school received calls from parents who said they had taken their children to Ocean Park, Disneyland and Music Farm last week, popular tourist spots among mainland visitors in Hong Kong.
