Former Chief Executive of HKSAR extends network of Chinese Overseas Schools in Laos with host of Beijing Loyalists

CY Leung has been serving as vice chairman of the Chinese People's Political Consultative Conference (#CPPCC) since ending his term as Chief Executive in 2017.

Stand News revealed Leung, together with Lau Ming-wai, Chairman of Chinese Estates Holding Limited, Cheung Chi-kong, President of One Country Two Systems Research Centre and a few Beijing loyalists, set up two companies in Hong Kong, the Chinese Overseas Schools Limited and Stability Fund Limited respectively in 2019 and March 2020, for reasons unclear.

According to Lao’s “China Times”, the Chinese Overseas Schools Limited signed a Memorandum of Understanding with the Krittaphong Group Co. Ltd last September for establishing in collaboration Chinese Overseas Schools in Laos. Jiang Redong, China's ambassador to Laos, attended the ceremony. Leung spoke on the scene that these schools would provide quality teaching and pathways for local students to study in China.

The project was unduly suspended only two months before opening due to outbreak of Coronavirus.

Beijing loyalists who participated in the project including Raymond Tang Yee-Bong, former Chairman of Equal Opportunity Commission, PC Lau, Chairman of Hong Kong Coalition of Professional Services, Sophia Kao Ching-chi, former Chairlady of Women’s Commission, Yue Yi, former vice chairman of BOC Hong Kong and Wu Mei-Ho, former headmaster of King’s College.

Companies recently set up by CY Leung also included a couple of guarantee corporation, such as Chinese Overseas Schools (Laos) Co., Ltd and Stability Fund Co., Limited.

On November 13, 2020, the Chinese People's Political Consultative Conference (#CPPCC) Hong Kong members formed "Friends of Hong Kong Association" and held a press conference, with a claim to support the National People’s Congress (#NPC) as well as the Hong Kong government to disqualify the 4 LegCo councilors.

The Chairman of the Association, also a Standing Committee Member of the CPPCC National Committee, Henry Tang Ying-yen criticized the four disqualified as openly promoting “Hong Kong Independence” and demanding the U.S. to put sanctions on China and Hong Kong.

However, Tang also suggested that the disqualified persons could send letters to the U.S., including publicly declaring regret for the past actions, withdrawing their speeches and asking the U.S. government to withdraw sanctions, may able to be “whitewashed” and become a candidate in future election.

China retracting promises of democracy to Hong Kong and Macau in annual report

The National Committee of the Chinese People's Political Consultative Conference (#CPPCC) opened on March 4. Chairperson Wang Yang gave a report of the Standing Committee's work, in which passages on Hong Kong and Macau issues were cut down substantially.

For the second year in a row, the report omitted wordings such as “Hong Kong people ruling Hong Kong” and “High degree of autonomy”. Even “#OneCountryTwoSystems”, which appeared in last year's report, was no longer mentioned this year.

Regarding the SARs of Hong Kong and Macau, the report placed emphasis on issues such as "supporting SAR governments and chief executives governing according to law", "Patriotic people ruling Hong Kong", "encouraging Hong Kong representatives to speak up in support of the National Security Law."

Chinese Congress Delegate Suggests Cancelling English Classes in Mainland Schools

The 4th session of the 13th Chinese People’s Political Consultative Conference (#CPPCC) opens in Beijing. Before the opening, many delegates spoke to mainland press about potential topics to be discussed. Among them is Xu Jin, Central Committee Member of the elite-ran Jiusan Society, who propose to remove English as a core subject for Chinese students.

“Students and parents have spent much time and effort in order to learn English. However, as our society and economy becomes more developed, does English really matter that much?” he said.

According to his research, he said, computer tools can provide translations for multiple languages, and is already sufficient for everyday usage. He believes with such translation tools that “match university standards,” translation will be one of the first occupations to die out in the age of artificial intelligence.

China Axes Hong Kong's Electoral System to Boost Influence

On March 30, 2021, Beijing imposed an overhaul in Hong Kong's electoral system. After a two-day meeting, the PRC's National People’s Congress Standing Committee (#NPCSC) directly amended two annexes in Hong Kong's Basic Law. All these changes will come into immediate effect on March 31, 2021.

In the Election Committee to select the Chief Executive, all 117 district councillor seats are eliminated.

The seats are replaced by “representatives of members of area committees”, including members of the government-appointed District Fight Crime Committees, the District Fire Safety Committee of Hong Kong Island, Kowloon and the New Territories, as well as representatives of associations of Hong Kong residents in the mainland.

A new sector will be added. They are deputies to the PRC's National People’s Congress (#NPC), the Chinese People’s Political Consultative Conference (#CPPCC), as well as representatives of “Hong Kong members of relevant national organisations”.

As for the Legislative Council (#LegCo), the number of directly elected seats in the geographical constituency will be reduced. The District Councillor seats within the LegCo are to be removed.

The changes are likely to increase the influence of the pro-Establishment camp while ridding of the role of the locally elected District Councillors.

The District Council election had been the only direct election in Hong Kong since the Handover in 1997. In the 2019 election, the pro-democracy camp had a landslide victory across the territory, winning 388 seats to the pro-Beijing camp's 59.

#PandoraPapers Expose Undisclosed Assets of Former Hong Kong #ChiefExecutives

Hong Kong Stand News took part in the Pandora Papers investigations by the International Consortium of Investigative Journalists (#ICIJ), joining forces with over 600 journalists across 117 countries and territories in uncovering secret finances of the rich and powerful of the world.

The papers uncovered undisclosed assets held by two former chief executives of Hong Kong, #LeungChunYing and TungCheeWah, both of whom are now serving on the Chinese People's Political Consultative Conference (#CPPCC) as vice-chairmen.

(1) Leung Chun-ying's Undisclosed #UGL-Related Sales May Constitute Misconduct, Says Ex-ICAC Officer

Leung was found to have made undisclosed sales of shares worth HKD $2.3 million in EuroAsia Properties, a subsidiary of international property services firm DTZ, which he held through a convoluted string of ownership via two offshore companies.

Notably, the undisclosed sale occurred during an anti-corruption investigation on Leung in 2015, in which he was said to have received HKD $50 million as part of an agreement with Australian firm UGL when it acquired DTZ Holdings. The details of the newly found sales agree with those of the UGL agreement, which was disclosed by Sydney Morning Herald.

The ICIJ and Stand News had inquired Leung regarding the new findings, without receiving a reply.

Since the Pandora Papers were published, however, Leung published a statement on the same day, claiming that the government's reporting rules did not require declaring changes in subsidiary companies. He also said that he had initiated procedures for resigning from his director's position at EuroAsia before becoming chief executive, and that it may not be immediately effective due to the differing legal processes in different countries.

However, barrister and former ICAC Chief Investigation Officer Stephen Char said that this shows that loopholes exist in the government's procedures of declaring assets. If there is sufficient evidence that the omission is deliberate, Char added, it may constitute an offence of Misconduct in public office.

(2) Tung Chee-Wah and Family Involved in Over 72 Offshore Companies

The Pandora Papers also show former chief executive Tung Chee-wah and his family to be involved in at least 72 offshore companies, of which 7 are owned by Tung.

One company's HSBC bank account was found to have current assets worth an estimated USD $1 million.

Tung's youngest son also has a Bank of China account via another offshore company. Tung's brother Chee-chen allegedly also has bank accounts through 4 offshore companies, and owns mansions in opulent neighborhoods via yet another two offshore companies.

Of the 7 companies owned by Tung, the papers show that he has either full or partial ownership in his name or in a company name. These 7 are all established in March 2005, after Tung's resignation from his chief executive position.

Now 84 years of age, Tung was conspicuously absent at the flag-raising ceremony on China's national day last Friday, Oct 1. His spokesperson said that Tung was not feeling well that day, and was resting at home.

Business connections of #JohnLee’s sons with CE electors revealed

//A #Factwire investigation reveals that the two sons of John Lee, the Chief Executive candidate likely to be running unopposed this year, both have connections with members of the current #ChiefExecutiveElection Committee in the business field, although John Lee’s team said he has not been involved in these connections.

John Lee’s older son, Gilbert Lee, is a senior executive at Hang Seng Bank, whose direct superior, Diana Cesar, is the bank’s chief and a finance subsector member of the Election Committee. Gilbert Lee was awarded a position in a government panel last year, soon after his father became the Chief Secretary for Administration.

Lee’s younger son Jacky Lee is a business partner of Li Sing-tui, a member of the Election Committee and the National Committee of the Chinese People’s Political Consultative Conference (#CPPCC). Together, they own and operate a kindergarten in Dongguan that costs over HKD 70,000 a year to attend.//

Regina Ip Criticised APEC having "Unfair Condition" that Beijing has to Decide whether to Attend with this Insult

The #WashingtonPost reported earlier that the #US #DepartmentofState denied #JohnLee to enter the US border for the #APEC summit. Yet, the Hong Kong government can still send other senior officials to participate.

The pro-establishment camp criticised the US's practice with statements and journals yesterday. Among them, #ReginaIp, the convenor of the Executive Council, wrote in #ChinaDaily that the APEC summit has an "unknown future" because of John Lee. She also questioned whether it is worthwhile for the government to send another official to attend if the ban is "harmful and unreasonable". She pointed out that the Chinese "highest leader" should decide whether he should accept "the insult".

Besides, #TaKungPao quoted statements from various politicians in a report, including #MargaretChan from #CPPCC, #KingsleyWong from #HKFTU and #BraveChan from #DAB.
