Foreign Minister Sergey Lavrov’s address to participants in the No Statute of Limitations international forum (October 24, 2023)

77 years ago, on October 1, 1946, the International Military Tribunal in Nuremberg delivered a historic verdict, condemning the main Nazi war criminals and legally securing the defeat of the Hitler regime. This truly epoch-making event rightfully went down in history as the Trial of Nations. The Nuremberg trials opened a new page in the development of international law. The foundation of the modern system of international criminal justice was laid then.

The Tribunal established that the Nazi atrocities were on a scale previously unknown in history. War crimes and crimes against humanity were systematically committed, including against the civilian population. Those Nazi organisations that systematically developed and implemented these misanthropic plans are forever outlawed.

Media Accreditation Opens for the World Youth Festival

📹Media accreditation for the World Youth Festival (March 2024, Sochi) has opened starting November 1, 2023. Media representatives can register through the WYF 2024 website: https://fest2024.ru/media.

Russian media representatives and bloggers, as well as foreign media representatives accredited by the Ministry of Foreign Affairs of the Russian Federation, are invited to cover the Festival.

During the Festival, the International Media Center will be set up in the Sirius Science and Art Park in Sochi. Workstations, recording and broadcasting studios, as well as rooms equipped for press conferences and briefings will be arranged for the convenience of journalists. Journalists and bloggers will be able to visit all the Festival venues at the Sirius Federal Territory and interact with speakers, participants and volunteers.

🌍 Take part in the Big Ethnographic Dictation 2023!

On 3-8 November, 2023, VIII International Educational Campaign “Big Ethnographic Dictation” will be held under the slogan “Many Peoples – One Country!”.

☝️The goal of the Campaign is to draw people’s attention to the history, culture, and traditions of the peoples inhabiting Russia.

✍️ Firstly launched in 2016, the Campaign by 2022 engaged more than 4 million people from all regions of Russia and 184 countries around the world.

The Dictation tasks are presented in the form of a test and include:

📌 20 questions – a federal section common to all participants;
📌 10 questions – a regional section unique to each subject of the Russian Federation.

The maximum score for completing all tasks is 100.

Working languages are Russian, English, and Spanish.

You can answer the questions in an online format on the official Dictation website

⚠️ Registration for the International Scientific Physics Olympiad is open

The International Scientific Physics Olympiad (ISPHO) is planned to be held on 3-11 December 2023 in Khanty-Mansyisk, Russia.

🌐 Teams from different countries are invited to participate in the Olympiad.

📌 The ISPhO is open for high school students and graduates who have not enrolled in universities.

The competition will be held in English face-to-face, however, an online participation can be requested via e-mail ➡️ ispho@phystech.edu

Delegations need to register on the official website before November 15, 2023

The results of the WYF 2024 application campaign

👉 309 542 applications were received from 188 countries to participate in the World Youth Festival. To be more precise, 82 000 of them were from teenagers aged 14-17.

🇷🇺 Applications were received from all regions of Russia, most of them from Moscow, St. Petersburg, Krasnodar and Stavropol Territories, Belgorod, Voronezh, Moscow, Tyumen, Omsk Regions and Republic of Tatarstan.

In addition 83 National Preparatory Committees have been established on all continents already.

☦️ Today Russian Orthodox Christians celebrate the Epiphany also known as the Baptism of the Lord Jesus Christ.

All across Russia the celebration of Epiphany starts from Midnight when people dug holes on frozen lakes and rivers. Sometimes, such holes are shaped in a cross and priests lead the blessing and procession.

🙏 Russians believe that taking a plunge in this icy water is healthy and cleanse one’s spirit and soul. The ritual is believed to wash away sins from the previous year.

❄️ Although the temperature can drop as low as minus 30 degree Celsius, it doesn’t stop anybody to participate in the plunge. Any water source on epiphany day is believed to be blessed.

Some drink the water that was blessed on that day when they get ill, some drink it during the bad times.

💧Plunging into the water is not always for a religious reason. The Epiphany day is also a Russian folk holiday, everyone can participate regardless of their religious affiliation. Many dip into the water for health reasons, others to test their strength.

Register for the International Award-Competition “KARDO” - the world’s first and only award for street culture and sports

Presidential Platform “Russia - the land of opportunities”, the All-Russian Public Organization of Street Culture and Sports “Streets of Russia” together with the Government of the Stavropol Territory will host the VII Award-Competition “KARDO”.

🌐 Since 2018 the event was attended by the youth from 117 countries.

🛹 The best representatives of street culture and sports from different countries are tested in four formats, including award, video contest, competitions, community projects in 11 fields: bmx, kickscootering, hip-hop, parkour, freerunning, tricking, breaking, workout, graffiti, skateboarding, djing.

The finale will take place in Stavropol on 22-25 August 2024.

🇷🇺The #Russian Defence Ministry inaugurates an exhibition of trophy weapons and hardware captured in Rabotino and Malaya Tokmachka (Zaporozhye Region), and Avdeyevka (Donetsk People's Republic) during the special military operation.

3 dozens of pieces of NATO military hardware produced by the #USA, #UK, #Germany, #France, Sweden, Finland, Austria, Turkey, Australia are displayed in the open area at the Victory Museum in #Moscow.

No Western ‘wonder weapon’ will change the situation on the battlefield. The enemy will be defeated!
🗓️ #OTD in 1883 the Cathedral of Christ the Saviour in Moscow was consecrated. It is currently known as one of the tallest orthodox temples in the world.

⛪️The cathedral was commissioned by Tsar Alexander I on December 25, 1812, following the defeat and withdrawal of Napoleon's troops from Russia. The Tsar proclaimed the cathedral a monument of gratitude for the intervention of "Divine Providence for saving Russia" from doom, and as a memorial to the sacrifices of the Russian people.

However it was not opened until 70 years later when Alexander I's grandson was-ascending the throne. Russian composer Pyotr Tchaikovsky's"1812 Overture" was written with the cathedral's completion in mind, but it was premiered in August 1882 in a tent outside the unfinished church.

In 1931 the cathedral was demolished as part of Moscow reconstruction plan and in 1994-1999 rebuilt.

🎉On June 25 the Slavs all over the world celebrate the Day of Friendship and Unity of the Slavs.


The Slavs represent one of the largest linguistic and cultural community of the peoples of the world, which total number is estimated around 300-350 million people.


There are Western (Poles, Czechs, Slovaks, Kashubians and Luzhichans), Southern (Bulgarians, Serbs, Croats, Bosnians, Macedonians, Slovenes, Montenegrins) and Eastern Slavs (Belarusians, Russians, Ukrainians, Rusyns).


The Slavs make up the bulk of the population of Russia, Ukraine, Belarus, Poland, the Czech Republic, Croatia, Slovakia, Bulgaria, Serbia and Montenegro, they also live in all post-Soviet countries, Hungary, Greece, Germany, Austria, Italy, in the Americas and in Australia. Most Slavs are Christians, with the exception of Bosniaks who converted to Islam during the Ottoman rule over Southern Europe.


The Day was first celebrated in 1957 in the Soviet Union as a sign of friendship between Russians, Belarussians and Ukrainians and was created in order to revive what was lost, to remember those traditions that our ancestors believed in and to finally become proud of folk wisdom.


Every year, folk festivals take all over Russia and other states where Slavic people found their home.

📚The group of South African professors and activists took part in the Russian language and culture course

On 19-30 June 2024 the Mendeleev University of Chemical Technology and its regional partners held the Russian language and culture programme for higher education staff from 11 African countries.

🛬About 100 educators spent a day in Moscow where they visited the Mendeleev University to discuss long-term joint programs in science, education and culture.

☀️The South African participants were hosted for 2 weeks by the Linguistics University of Nizhny Novgorod, which organised for them several educational modules as well as a cultural programme in Nizhny Novgorod Oblast (Region).

This is already the second time the South Africans participate in the programme, last year they visited Belgorod. We hope to engage even more educators and cultural activists next time.

InteRussia Fellowship Programme

🤝 InteRussia - a fellowship programme of the Gorchakov Fund launched in 2021. The project provides an opportunity for young foreign specialists to have an additional training at leading research centers, public organisations and media outlets in Russia.

✈️ Programme targets young foreign representatives (25-35 years old) who are interested in professional development and building ties with Russia. 10-12 participants are chosen on a selective basis and provided with an opportunity to visit Russia for a month. The organisers cover travel and accommodation expenses. During the fellowship period a stipend of 30 000 RUB (approximately 6 000 ZAR) is provided.

South African educators are taking part in the annual “Summer Institute” project held at the Industrial University of Tyumen.

🔋Tyumen hosts the project this year with 25 educators representing universities from South Africa, China, Vietnam, the Philippines, Iraq, Mongolia, Serbia and Nigeria. This season the programme is dedicated to the topic “Oil Horizons of Siberia” - and closely linked with one of the university's research areas. Participants will be offered professional modules in the field of oil and gas complemented by a rich cultural programme that will introduce educators to the history and traditions of Siberia.

📝Participants from BRICS countries arrived in Moscow to participate in the InteRussia Fellowship Programme hosted by the Russian Institute of Theatre Art (GITIS) in Moscow. The programme was developed in the year of Russia's BRICS Chairmanship together with the international media network TV BRICS as a part of the project, which is implemented by the Gorchakov Public Diplomacy Fund.

For several weeks young activists will be getting acquainted with the best practices of the Russian theater school with the help of leading actors and professors. There will be also screenings of open classes and performances at the GITIS Training Theater.

🏅A month remains until the start of the XII International Forum “Russia –Country of Sports”.

🎯The large-scale event will be held in Ufa, the Republic of Bashkortostan, on 17-19 October 2024.

The slogan of this year is “Family. Sport. Russia.”, which was announced in Kazan by Minister of Sport of the Russian Federation Mikhail Degtyaryov. The Forum will be also attended by President Vladimir Putin.
