#Sudan - Sudanese Armed Forces (#SAF) and Rapid Support Forces (#RSF) representatives sign seven days ceasefire

The Kingdom of Saudi Arabia and the United States of America announced that on May 20, 2023, in Jeddah, Saudi Arabia, representatives of the Sudanese Armed Forces and the Rapid Support Forces signed an Agreement on a Short-Term Ceasefire and Humanitarian Arrangements. The short-term ceasefire, which enters into force 48 hours after the signing of the Agreement, shall remain in effect for seven days and may be extended with the agreement of both parties.

Under the Agreement, the parties agreed to facilitate the delivery and distribution of humanitarian assistance, restore essential services, and withdraw forces from hospitals and essential public facilities.

Rights violations ripple across war-torn #Sudan: UN

#UN Secretary-General to alert Security Council on #Sudan's conflict-induced hunger crisis

United Nations Secretary-General Antonio Guterres is set to alert the Security Council that Sudan is facing a severe conflict-induced hunger crisis, according to Human Rights Watch. The council is being called upon to take immediate action, including imposing targeted sanctions against those obstructing aid access in Darfur.

The alert, to be sent by the Office for the Coordination of Humanitarian Affairs (OCHA), follows warnings from various experts and leaders that people across Sudan are dying of hunger. This comes after Sudan's Armed Forces (#SAF) intensified efforts to restrict humanitarian aid movement.

The UN Fact-Finding Mission in Sudan has reported that the nearly year-long conflict between the Sudanese Armed Forces (#SAF) and the Rapid Support Forces (#RSF) has resulted in thousands of civilian deaths and millions of displaced individuals.

According to UN spokesman Stephane Dujarric, the fighting has led to the internal displacement of over 6 million people, while nearly 2 million have sought refuge in neighboring countries. In total, approximately 24 million people in Sudan are in need of humanitarian aid.

As the conflict nears its one-year mark on April 15, #France, #Germany, and the European Union will co-host a Humanitarian Conference for Sudan in #Paris. UN officials, including Assistant Secretary-General Joyce Msuya, will advocate for increased aid resources and improved humanitarian access.

This response follows the RSF's 05 May statement, wherein they purportedly presented evidence of “TPLF forces collaborating with the SAF.” The RSF's allegations extend to the Sudanese army, accusing it of enlisting foreign mercenaries to bolster its campaign. According to the RSF, these mercenaries have played multifaceted roles, including air force operations, engineering tasks, and information warfare.

Meanwhile, the Tigray interim administration underscored “TPLF's non-military status,” emphasizing its historical camaraderie with Sudan. Recalling the influx of Tigrayans seeking refuge in Sudan during the onset of the Tigray war, the administration emphasized that “Tigray has no inclination to intervene in the ongoing civil strife.”

#Sudan army, #RSF to return to negotiation table ‘without conditions’

The Civil Democratic Forces alliance (#Tagadom) founding conference, initially delayed twice, is now set to convene in #Addis_Abeba on 26 May, 2024, as confirmed by spokesperson Bakri El Jak to Radio Dabanga this week. Elaborating on ongoing negotiations in #Jeddah, #Saudi_Arabia, El Jak hinted at preliminary discussions taking place.

Established in October last year, Tagadom emerged from the amalgamation of mainstream Forces for Freedom and Change (FFC-Central Council) members and other Sudanese pro-democracy entities. Former Prime Minister Abdalla Hamdok assumed the role of chair.

The alliance's core objective is to forge a robust democratic front against the protracted conflict involving the Sudan Armed Forces (#SAF) and Rapid Support Forces (RSF).

A former peacekeeper shared with Addis Standard the mounting tensions among their ranks, particularly after the RSF's recent claims of "#TPLF forces" involvement in the Sudan conflict. In 2022, 528 Ethiopian troops from Tigray, part of the UN Interim Security Force for Abyei (#UNISFA), sought asylum in Sudan during the peak of the Tigray war. Of these asylum seekers, 248 have received official recognition, with 170 currently residing in Um Gargour camp.

The former peacekeeper highlighted their vulnerability due to the lack of security guarantees amidst escalating conflicts. They have repeatedly urged the #UNHCR to facilitate their transfer to a more secure location and addressed urgent humanitarian issues like medical supply shortages.

Independent investigators have accused Sudan’s warring parties of driving the country into a humanitarian abyss by blatantly disregarding fundamental human rights and international humanitarian law.

Prime Minister Abiy Ahmed has arrived in Port Sudan for an official work visit, according to state media reports.

Following the conflict in Sudan, the country's military government and various international organizations have relocated their headquarters from #Khartoum to Port Sudan. A short readout from the prime minister's office states, "The visit is a further step in Prime Minister Abiy's efforts to stabilize Sudan."

Report accuses #RSF militia of widespread sexual violence in #Sudan

An investigation by Human Rights Watch (#HRW) has documented widespread cases of rape and sexual abuse committed by members of the Rapid Support Forces (RSF) militia in Khartoum during Sudan's civil war. The report states that RSF gunmen roamed the capital, sexually assaulting "women and girls, some as young as nine".

Gunmen from a notorious militia roamed Sudan's capital gang-raping "countless" women and girls, some as young as nine, according to an investigation documenting the shocking prevalence of sexual violence in Khartoum during the country's civil war.

Some of the attacks by members of the Rapid Support Forces (RSF) were so brutal that women and girls died "due to the violence associated with the act of rape", according to the research by Human Rights Watch (HRW).

Human Rights Watch has urged the African Union and United Nations to deploy a civilian protection force to prevent further war crimes and crimes against humanity in Sudan. The report also accuses soldiers from the Sudanese Armed Forces (#SAF) of committing sexual violence, although to a lesser extent than the RSF.

#Sudan army chief sets conditions for peace talks with paramilitaries

#US Secretary of State Antony Blinken and Sudan's Sovereign Council head Abdel Fattah al-Burhan discussed potential peace negotiations in a phone call on 05 August, 2024. Burhan stated that Sudan's government concerns must be addressed before talks can proceed with rival paramilitary forces.

Burhan reported on social media platform X: "I spoke with him about the need to address the government's concerns before any negotiations." He added that he informed Blinken about the RSF "attacking and besieging El Fasher and preventing the passage of food to the displaced people of the Zamzam camp."

U.S. State Department spokesperson Matthew Miller confirmed the call, stating that Blinken "reiterated the need for the Sudanese Armed Forces (#SAF) to participate in the ceasefire talks in Switzerland." The meeting, co-hosted by the USA and #Saudi_Arabia, is scheduled for 14 August in #Geneva. Miller emphasized, "The destruction and devastation since April 2023 prove that holding ceasefire talks is the only way to end the conflict, prevent the spread of famine, and restore the civilian political process."

#Sudan peace talks begin without participation from warring sides

New peace talks aimed at resolving Sudan's 16-month conflict have started in #Geneva, despite neither the Sudanese Armed Forces (#SAF) nor the Rapid Support Forces (#RSF) showing up.
