#EU leaders ink €7.4B economic aid, migration deal with #Egypt

The European Union (EU) has signed a significant €7.4 billion aid deal with Egypt aimed at curbing irregular migration to #Europe's shores and boosting the North #African country's economy. The agreement was signed on Sunday, with European Commission President Ursula von der Leyen and Egyptian President Abdel Fatah el-Sisi in attendance, along with several EU national leaders.

The deal will be distributed over four years and is intended to enhance border controls as part of the EU's efforts to manage migration ahead of the upcoming pan-EU election in June. Italian Prime Minister Giorgia Meloni, a driving force behind such deals, welcomed the agreement as an opportunity to provide "residents of Africa" with a chance to not emigrate to Europe.

The EU leaders and el-Sisi also emphasized the need for a ceasefire in the #Israel-#Hamas war, with von der Leyen warning that the inhabitants of the war-torn #Gaza Strip "face famine" and that this situation cannot be accepted.

The EU's so-called externalization strategy for handling migration has faced criticism from advocacy groups, who argue that the deals lack safeguards on human rights and expose migrants to brutal conditions in camps, while also funneling money into the hands of autocratic leaders. However, the strategy has gained broad support from governments in the 27-member bloc following a surge in migration in the mid-2010s.

#Ethiopia: Human Rights Watch calls for #UN, #AU to suspend Ethiopian troops from peacekeeping missions

#Human_Rights_Watch (HRW) is urging the United Nations and the African Union to halt the deployment of Ethiopian National Defense Force (#ENDF) troops in international peacekeeping operations following alleged atrocities in #Merawi town, #Amhara region.

According to #HRW, ENDF commanders are implicated in the "summarily execution of several dozen civilians" on 29 January, amid clashes with the #Fano militia. Eyewitness accounts and evidence from interviews and satellite imagery corroborate claims of soldiers executing civilians during a six-hour period, with HRW compiling lists of at least 40 victims.

The #EU, #US, and #UK have condemned the killings, supporting calls for independent investigations. HRW urges the UN Human Rights Council to focus on Ethiopia and demands UN peacekeeping suspension for Ethiopian military personnel until accountability measures are in place.

#Ethiopia: Global leaders to gather in #Geneva, aiming to raise $1 billion to alleviate Ethiopia's humanitarian crisis

International leaders and organizations will gather in Geneva on 16 April, 2024, to tackle the pressing humanitarian crisis in Ethiopia. The main goal: to raise $1 billion in support of the United Nations' crucial humanitarian plan for the nation.

Ahead of this pivotal event, the United Kingdom hosted a meeting on 25 March, attended by representatives from key nations, the #EU, and international bodies like the #UN Office for the Coordination of Humanitarian Affairs (#OCHA). Together, they worked to grasp the gravity of the situation and brainstorm collaborative strategies to combat food insecurity in Ethiopia's most vulnerable regions.

The humanitarian crisis, exacerbated by ongoing drought, has affected over 6.6 million Ethiopians, with #Amhara and #Tigray regions bearing the brunt.

#Ethiopia: Roasted Reality: Ethiopia's coffee faces crucial crossroads with upcoming #EU regulation, putting the livelihoods of millions of farmers in danger

Ethiopia's coffee, deeply rooted in its highlands, carries a rich history and economic significance. Its forest coffee, originating before the global coffee boom, remains crucial for genetic diversity and worldwide appeal. However, challenges like limited resources, inadequate infrastructure, and the new EU Deforestation-Free Regulation (#EUDR) pose threats to the industry.

The EU regulation, effective December 2024, mandates strict traceability systems for agricultural products like coffee, impacting Ethiopian farmers and the extensive supply chain. Gizat Worku of the Ethiopian Coffee Exporters Association emphasizes the difficulty of verifying compliance among small-scale farmers. He warns of potential losses and challenges for farmers due to the regulation's stringent requirements, prompting Ethiopian officials to seek an extension.

Despite these hurdles, the Ethiopian Coffee and Tea Authority, alongside partners like JDE Peet's and Enveritas, is committed to compliance. Deputy Director Shafi Umer stresses a holistic strategy, empowering farmers with modern techniques while enhancing infrastructure to ensure ongoing access to the European market.

Senator Jim Risch, ranking member of the US Senate Foreign Relations Committee, urged the Biden administration to engage with Somaliland, and said that “State's “one Somalia” policy doesn’t reflect the reality.”

“I’ve urged the US State Department to engage with Somaliland and not ignore its democratic progress,” Senator Risch said adding that as US's “allies praise Somaliland’s election progress this week, the US admin is silent given that the “one Somalia” policy doesn’t reflect the reality of what’s happening there”, Senator Risch said on 27 April.

His comments came after a joint statement released on 25 April, by #Denmark, #EU, #Germany, #Norway, #Sweden, and the #UK welcomed the official announcement last week of the Somaliland election timeline by the National Electoral Commission (NEC).

#Ethiopia: #EU temporarily suspends entry visas to Ethiopian nationals, cites gov’t ‘low level of cooperation’

The Council said that the decision was based on regular assessment by the EU Commission on “the cooperation of third countries on readmission” of nationals who are “illegally staying in the EU.”

The suspension decision is temporary but does not come with a specific end date.

Accordingly, it will “no longer be possible for member states” to waive requirements with regard to the evidence to be submitted by Ethiopian visa applicants; to issue multiple entry visas; and to waive the visa fee for holders of #diplomatic and #service passports, which affects Ethiopian diplomats and government employees, respectively. https://addisstandard.com/?p=43627
#Ethiopia ‘dismayed’ by #EU’s restriction of visa provisions to Ethiopians

The Ethiopian government said it was “dismayed by the decision of the Council of the European Union to temporarily suspend certain elements of the EU law that regulates issuing of visas to Ethiopian nationals.”

The government also said the decision was “made at a time when both sides are closely working for the return of Ethiopians who have been denied legal permits to stay in the European Union member states in a dignified, orderly, and safe manner.”

Furthermore, Ethiopia contested the decision saying it “failed to take into consideration the painstaking process that takes place to establish the identities of nationalities” and that it “obstructs the ongoing practical steps in the implementation of the Agreement on Admission Procedures for the Return of Ethiopians from European Union Member States.” https://addisstandard.com/?p=43692
#Ethiopia dismayed over #EU visa restrictions

Ethiopia expressed dismay on Thursday over the EU Council's decision to impose visa restrictions on citizens of the Horn of #Africa nation. Nebiyu Tedla, the spokesperson for the Ministry of Foreign Affairs, stated that Ethiopia would request the council to reconsider these "unfair" restrictions.

The EU Council's decision, made on 29 April, extends the processing time for visas from 15 days to 45 days. This action was taken, citing Ethiopia's alleged failure to assist in the repatriation of its nationals staying illegally in EU countries.

Consequently, Ethiopians will no longer be eligible to obtain visas for multiple entries into EU countries, and diplomatic and service passport holders will no longer be exempt from visa fees.

#EU allocates €1M to combat #cholera outbreak as death toll in #Ethiopia mounts to above 500

Ethiopia’s ongoing cholera outbreak picked up an unprecedented pace since March 2023, with over 2,276 cases and 50 deaths, while putting 3.3 million people at risk.

Now, cholera cases have reportedly reached a cumulative total of 44,044, including 571 deaths, the EU said.

In February, the World Health Organization (WHO) set up 17 standard cholera treatment centers across Ethiopia, including the capital Addis Abeba. https://addisstandard.com/?p=43819
#Ethiopia: #EU, partners launch program to revitalize MSMEs in conflict-affected areas with 2.2 billion birr

The European Union (EU) and its partners have initiated a four-year program aimed at bolstering the local economy and enhancing the resilience of micro-, small, and medium-sized enterprises (MSMEs) impacted by crises in Ethiopia, with a specific focus on #Afar, #Amhara, and #Tigray regions.

This jointly funded 36 million Euro (2.2 billion birr) initiative involves contributions from the European Union, the German Government, and the Ministry for Foreign Trade and Development Cooperation of the Netherlands.

In the wake of challenges and crises jeopardizing Ethiopia's economic progress and poverty alleviation efforts, MSMEs have borne the brunt of the impact. The program seeks to facilitate the economic recovery of MSMEs in post-conflict areas by enhancing their access to finance.
#Djibouti in the midst of global sea route dispute

Djibouti, a small East African nation, is at the center of a significant geopolitical hotspot. Missiles fired by Houthi militants from #Yemen are falling near Djibouti's 195-mile coastline, while the country navigates complex regional dynamics. Bordered by #Eritrea, #Somalia, and #Ethiopia, Djibouti remains a critical player in the region despite its challenging neighbors.

Djibouti's strategic importance has grown, highlighted by recent #Houthi missile attacks. When the US requested permission to conduct operations against the Houthis from its naval base in Djibouti, the government declined, as stated by Prime Minister Abdoulkader Kamil Mohamed. Despite its critical stance on Israel’s actions against #Hamas, Djibouti allowed #EU naval vessels to dock and refuel, supporting efforts to counter Houthi threats.

The conflict has boosted Djibouti’s main port, with more ships unloading goods for transshipment through the Red Sea. This growth underscores the importance of international investments in Djibouti’s military and intelligence infrastructure. Positioned at the junction of the #Red_Sea and the Gulf of Aden, Djibouti hosts military bases from #China, #France, and the US, with #Germany also expressing interest. Djibouti's challenging location paradoxically enhances its strategic value.

#Kenya joins #Seychelles in the fight against maritime crimes

The United States and the European Union (#EU) have recently intensified their efforts to combat the increasing threat of militant groups in the high seas. As part of this initiative, Kenya has been selected as the second country, after Seychelles, to accept and prosecute suspects of maritime crimes.

The move comes as nations with top economies express concern over the disruption of maritime trade in the #Red_Sea by Yemen's #Houthis and the resurgence of piracy in #Somalia. The European Union Naval Force (EU Navfor) has confirmed that Kenya will assist Seychelles in handling maritime crime suspects due to the increasing number of reported cases.

EU Ambassador to Kenya, Henriette Geiger, emphasized the importance of maritime security, stating that the EU will work with different governments to suppress insecurity in the waters. EU Navfor plans to extend its presence in areas where piracy, narcotics, human trafficking, and other crimes are reported.

While the current threat of Somali piracy is considered moderate off the Somali coast, attacks by Yemen's Houthi rebels have become a significant concern, resulting in vessels being rerouted through a longer route via the Cape. Seychelles has been playing a crucial role in handling suspects arrested in the waters, and now Kenya will join them as another country with which the EU has entered a legal agreement to allow for the trial of suspected pirates arrested by warships.

On May 14, six suspected Somali pirates involved in an attack on a Marshall Islands-flagged vessel were handed over to Seychelles authorities for trial by EU Navfor's Operation Atalanta.

#Ethiopia: NEBE calls for parliamentary inquiry into detention of Oromo Liberation Front leaders

The National Election Board of Ethiopia (#NEBE) has requested the House of Peoples' Representatives' Legal, Justice, and Democracy Affairs Standing Committee to investigate the detention of Oromo Liberation Front (#OLF) leaders.

Despite court orders for their release, leaders including Abdi Regasa, Mikael Boran, Kenessa Ayana, Lammi Begna, Dr. Geda Gebisa, Dawit Abdata, and Girma Tiruneh remain in custody “under life-threatening conditions,” according to an OLF letter dated 14 April, 2024.

The OLF's call for action follows the recent killing of #Batte_Urgessa, a party political officer, whose body was found in Meki, East Shewa Zone of the #Oromia region. The Ethiopian Human Rights Commission (#EHRC) and international bodies like the #US and #EU have also called for an investigation.

#Ethiopia: #EU Council's temporary suspension of 'certain elements' of visa law for Ethiopian nationals hinges on gov’t cooperation, a diplomatic source reveals

According to a diplomatic source interviewed by Addis Standard, the recent decision of the European Union (EU) Council "to temporarily suspend certain elements of the EU law governing the issuance of visas to Ethiopian nationals" could be reversed contingent upon cooperation from the Ethiopian government.

The implementation of these new measures by the EU Council is anticipated to commence on o1 June, 2024. Under the new measures, EU member states will no longer waive requirements for Ethiopian visa applicants, issue multiple entry visas, or waive visa fees for diplomatic and service passport holders. Additionally, the standard visa processing period has been extended to 45 calendar days.

A spokesperson from the embassy of an EU member state in #Addis_Abeba conveyed to Addis Standard that the Council's decision did not occur suddenly but rather evolved over years of negotiations. He underscored a disparity in the Ethiopian government's approach to repatriation as a significant factor influencing the decision.

The spokesperson highlighted that between 2019 and 2022, Ethiopia facilitated the repatriation of only 555 undocumented refugees from the EU, a stark contrast to the 330,000 repatriated from #Saudi_Arabia during the same period.

#EU sanctions target #Sudanese military fueling #Darfur crisis

The European Union (EU) is preparing to impose sanctions on six Sudanese military figures responsible for fueling the conflict in Sudan, which has led to a severe humanitarian crisis. EU foreign ministers are expected to approve these sanctions later this month, targeting three individuals from the Rapid Support Forces (#RSF) and three from the Sudanese Armed Forces (#SAF). The sanctions will include asset freezes and travel bans.

The ongoing conflict between the RSF and the Sudanese army, which began in April 2023, has displaced over 9 million people, creating the world's largest displacement crisis. The situation in El Fasher, North Darfur, is particularly dire, with heavy fighting and a population of 1.5 million, including 800,000 refugees.

UN agencies have warned of an imminent risk of famine, with 18 million people facing acute hunger, including 3.6 million children. Human Rights Watch has reported horrifying atrocities, including children being shot by the RSF in West Darfur. The EU's planned sanctions follow earlier measures against military equipment companies linked to the RSF and SAF.

#Ethiopian coffee booms despite looming EU regulation

Ethiopia's coffee exports are soaring, reaching $1.2 billion in just 11 months, on track to break records. This success is fueled by over 250,000 tons of coffee shipped worldwide.

There's a chance Ethiopia might even surpass its all-time high of $1.4 billion set two years ago. May 2024 saw a particularly strong month, exceeding export targets by both volume (5%) and revenue (7%).

However, a dark roast looms on the horizon. The #EU, a major buyer (30% of exports), is implementing stricter deforestation rules. These could disrupt Ethiopia's coffee trade come December.
