Somaliland government plans for Berbera port to handle 30 percent of Ethiopia’s cargo. For this, an agreement regarding port usage and customs procedures should be signed between Ethiopia and Somaliland. The agreement is likely to be signed in the next 60 days, the head of the Somaliland Ports Authority told Deutsche Welle.

“We have the best corridor for Ethiopia,” the director of the Somaliland Ports Authority, Saeed Hassan Abdelahi, believes that Berbera will be the best option.

“The distance from Berbera to Mojo and from #Djibouti to #Mojo is the same,” said Saeed Hassan. But in our area, the road is not hilly.”

“Currently, we are preparing a transit agreement for the use of the port,” said Saeed Hassan Abdelahi. “Once we sign the agreement, we will handle 30 percent of Ethiopia’s cargo in the first year.”

It is expected that the final contract that will implement the MoU signed by Ethiopia and Somaliland will be completed in about two months. The chapter that will implement the Memorandum of Understanding signed by Prime Minister Abiy Ahmed and President Moses Bihi Abdi will give Somaliland the recognition it has been missing for three decades.

In his latest interview with BBC Somali today, Dr Essa Kayd, Somaliland’s Minister Foreign Affairs and International Relations, reiterated “the finalization of the MoU is a positive step forward, and any concerns about repercussions are likely unfounded. The MoU will be mutually beneficial and is likely to be implemented smoothly by Ethiopia and Somaliland.”

According to the readout of the interview provided by Somaliland’s Ministry of Foreign Affairs, Minister Kayd dismissed the recent statement by the Third Session of the Arab Economic and Cooperation Forum held in #Doha, #Qatar, as “no different” from previous statements.

“We perceive the Doha statement as no different from previous attempts by Somalia to pressure other nations. Somaliland will continue on its chosen path, determining the future of our 6.2 million citizens,” the Ministry said

#Ethiopia and #Somaliland sign MoU for police training program

Ethiopia and Somaliland have signed an agreement in Addis Abeba, under which Ethiopia will train new police forces in Somaliland.

The Somaliland Police Force published on its Facebook page on Thursday that the President of the Ethiopia Police University, Deputy Commissioner General Mesfin Abebe, and the head of training of the Somaliland Police Force, Gen. Abdi Ahmed Tiir, signed the agreement regarding the training of police forces.

However, they did not provide further details about the deal.

The chairman of Somaliland's technical committee for the task of the implementation of the MoU Bashe Awil Haji Omar, revealed to local media that the “first phase” of their task “has been completed” and that their work is now entering a “second legal phase”, which is to treatise the pact.

“...the first phase has now been completed, which was to collect the information and the different views of the community, what we have collected and prepared, will be converted into action by preparation of the final document of the MoU”, Mr Omar said, adding that the agreement will be “prepared professionally with a British legal firm that we have retained.”

Citing a source close to the Somaliland government, DW reported that a technical team appointed by President Muse Bihi Abdi has submitted its recommendations for an agreement with Ethiopia.

The team, which includes "specialized international law firms and Somaliland lawyers has started working on the Somaliland position paper" for the final agreement, the source said.

Somaliland has reportedly identified three possible sites that Ethiopia could lease for its military base.

"I'm not privy to tell exactly the names of these three areas that we are thinking about, but it's something that will be decided together with the Ethiopian counterpart," Essa Kayd, Somaliland's Foreign Affairs and International Cooperation Minister, said.

"As soon as we sign the agreement and agree on the naval base and all the conditions that are attached to it, and we're satisfied - right after that Ethiopia will do the proclamation and recognize Somaliland."

#Somaliland Minister says #Ethiopia upgrades Consular in #Hargeisa to full-fledged embassy

The information was first communicated by Somaliland President, Musa Bihi Abdi, during his address last week on Saturday 18 May on the occasion of the celebrations of Somaliland’s 33rd anniversary of its self-declared independence from Somalia.

So far, there is no official statement confirming the upgrading from the Ethiopian government. However, in a new round of appointments of Extraordinary and Plenipotentiary Ambassadors announced by Ethiopia’s President Sahle-Work Zewde last week, Ethiopia’s envoy to Hargeisa, Delil Kedir Bushra, was included among the names of newly appointed Ambassadors. Delil Kedir served as Ethiopia’s envoy to Somaliland since March last year.

#Somaliland leader says access deal with #Ethiopia can deter #Houthi attacks

A deal that Somaliland has struck with Ethiopia to lease land near the southern entrance to the #Red_Sea will help “secure freedom of navigation” for shipping that has faced attack along the busy waterway, according to the breakaway country’s president.

Somaliland President Muse Bihi Abdi told the Financial Times that the Ethiopia accord would “allow Somaliland to support international efforts to secure freedom of navigation in the Gulf of Aden and the Red Sea”, where vessels have come under repeated assaults from Houthi rebels backed by Iran.

#Mombasa edges past rivals in port efficiency, but #Berbera steals the show

Mombasa port in #Kenya has secured a narrow victory over its East African competitors, #Djibouti and Dar es Salaam, according to the #World_Bank's latest Container Port Performance Index (CPPI) 2023. The ranking is based on factors like ship delays and non-tariff barriers.

Djibouti's port, once considered a regional leader, suffered a dramatic decline due to increasing business bottlenecks. It plummeted from 26th position in 2022 to a lowly 379th in 2023. #Dar_es_Salaam also saw a significant drop, falling 55 places to 367th.

However, Mombasa's moment of triumph is tempered by the continued rise of Berbera port in #Somaliland. While Mombasa dropped two spots to 328th globally, Berbera surged an impressive 38 positions to 106th, solidifying its position as a major player in regional cargo handling efficiency.

#Ethiopia-#Somalia: In a speech he delivered at a gathering on “Strengthening Regional Cooperation in East African Community” in #Mogadishu, the capital of Somalia on Monday, President Hassan Sheik Mohamud hits back at the 01 January Memorandum of Understanding (MoU) between Ethiopia and #Somaliland, which will pave the way for Ethiopia to access a leased military base in exchange for recognition for Somaliland.

“If Ethiopia wants access to Somalia Sea we welcome it but we want Ethiopia to have access the same way that Uganda has access to Kenya Sea, the same way that Burundi and Rwanda have access to Tanzania sea…, and the same way Ethiopia has access to Djibouti sea,” VOA journalist HarunMaruf quoted the president as saying.

“We are not accepting anything beyond that,” the President said, adding “forget about deploying naval forces in Somalia and having a naval base in Somalia.”
#Ethiopia: Amid souring relations #Somalia accuses Ethiopian troops of unlawful crossings, urges respect for #UN Charter

During a UN Security Council briefing on 24 June, 2024, Somalia’s Ambassador Abukar Dahir Osman accused Ethiopian troops of illegal border crossings. He claimed these actions disrupted Somalia's security, forcing a delay in the September transition plan for the African Union Transition Mission in Somalia (#ATMIS), which aims to withdraw 4,000 troops by the end of June.

This comes in the backdrop of souring diplomatic relation between Ethiopia and Somalia in recent months following signing on 01 January of a Memorandum of Understanding (MoU) between Ethiopia and #Somaliland, granting Ethiopia access to the sea for a leased military base in return for recognition for Somaliland.

James Swan, Acting Special Representative of the Secretary-General, highlighted Somalia’s progress against al-Shabaab but expressed concern over the Ethiopia-Somaliland MoU. He stressed the need for peaceful resolution and sustainable funding for ATMIS, noting that 5,000 troops have already left Somalia since June 2023, with further reductions planned.
