六四後，前市政局議員蘇偉澤(Walter Sulke)主張廢除聯合聲明，宣佈香港為獨立城邦，並邀美國第七艦隊長駐協助防務：//"The only real solution to this whole mess is to junk that infamous fudge known as the Joint Declaration of 1984 and become an independent Hongkong, a city state on the lines of Singapore..." On defence, which will be handled by China after 1997, he suggested instead that the Americans step in.
