民間集會團隊發起「天下制裁流水式集會」，警方已對明日下午2時至晚上10時於遮打花園及遮打道行人專用區的公眾集會發出不反對通知書。
The Police have issued a Letter of No Objection for tomorrow’s Universal Seige on Communists rally from 2-10pm in Chater Garden and Chater Road Pedestrian Area.
根據以往經驗，預計警方有機會利用以下形式佈防：
Based on previous experience, the police are forecast to use the following strategies:
‼️軍器廠街會設立封鎖線，亦會在警總天橋戒備；有機會於金鐘道發射催淚彈，要求民眾沿中環方向離開。
Set up a cordon in Arsenal St and stand by on the footbridge by the police HQ. There’s a possibility that they may use tear gas and ask people to leave towards Central.
‼️水炮車會分別於政府總部及無限極廣場（或西隧）附近戒備，後者目的同樣是設立封鎖線，防止民眾沿西環方向前進。
The water cannon trucks will stand by at Government HQ and Infinitus Plaza (or the Western Harbour Crossing), where a cordon will also be set up to prevent people from going towards Sai Wan
‼️IFC附近的龍和道一帶早期介入會較明顯；假如警方取消不反對通知書，畢打街一帶有可能成為圍捕熱點。
Early intervention in Lung Wo Rd near IFC will be fairly obvious. If the police cancel the Letter of No Objection, Pedder St may become a hotspot for surrounding people and arresting them.
‼️警方於驅散行動中後期似乎喜歡往半山方向掃蕩。
The police like to sweep towards Mid Levels in the latter stages of a clearance operation.

Advance measures: The police will check on all hotels from Sai Wan to Causeway Bay to find out the locations of “safe houses.” It is possible that plain clothes officers will be standing by outside hotel doors. They may also rent some units or rooftops in high rise buildings.

原則：Principles
防止民眾集結並保護政府建築物，因此會將活動範圍限制於灣仔至銅鑼灣一帶。
To prevent public gathering and protect government buildings. Activity is planned to be confined to Wan Chai and Causeway Bay
介入模式：Method of Engagement
一如既往以橫街作介入點，設不同關卡防止示威者前進，打散人群後徒步或使用警車追捕，或數條橫街防線配合包抄。
Entry via side streets and setting up of different choke points to prevent demonstrators moving forward. After dispersing crowds arrests may be made by chasing down protesters on foot or in vehicles. Cordons May be set in side streets to kettle people in.
告士打道固然是據點，但估計從近山方向往海旁推進的情況會越趨普遍。Even though Gloucester Rd is the assembly point, it has become more common to push down from the mountains towards the sea.
便衣位置：Positioning of plain clothes officers
於熱門安全屋、換裝地點埋伏，並租用大廈單位和天台、政府場所等作高空觀察。
May be hidden around popular safe houses or clothes changing points. Also observation will take place from high level flats, offices or government venues

關於9月6九龍區遊行的公眾潛在安全威脅
Potential public safety threats related to the 6/9 Kowloon Demo
1. 由於活動早前已被廣傳，警方早已知悉活動路線，警方現時已開始於活動開始前彌敦道上的各個主要十字路口部署，亦必將會在離場路線（意指通往各橫街的）部署足夠警力。
前往該區的市民，不論是否參與遊行，均要有心理準備對大規模截查
As the activity has been publicised early, the police are already familiar with the route and have already started positioning themselves at each major junction along Nathan Rd and will position sufficient manpower away from the route, for instance, in side streets.
Anyone going to the area, whether taking part in the demo or not should be prepared for large scale stop and search.
2.估計警方部署大致上以831為藍本，並擴大範圍，加強油麻地往尖沙咀方向的防守，以阻塞遊行民眾因應旺角截查而改往南行；估計東、西九龍市區各交通中樞地點亦會部署一定警力高調戒備，以提防堵截「轉場」
It is thought that the police will base their tactics on 31/8, but expand the operating area. They may strengthen their presence from Yau Ma Tei to TST to prevent the demo changing direction in the even of mass searches in Mong Kok. It is also thought that all traffic nodes in E and W Kowloon will have police on heightened standby to prevent change of demo location.
3.根據今年經驗，日間早段時間會警方會以較為精銳的防暴警及PTU作「頭盤」應對，一般身型較為高大及行動冷靜，以收震攝一般民眾之效。
From this year’s experience, the early daytime period will see the riot police and PTU making selective arrests, maintaining high presence but low-key action in order to intimidate the populace.

As time moves on and as the activity commences, the arrest rate will increase gradually and large scale SS will be carried out wherever people gather in numbers using kettling or street cordons. However it is possible that people will continue activities on their own as they wish over time.

After the demo gets under way, or around early evening, the commonly seen method is to move SS to all routes away from the activity area. The main route targets are several points which are difficult to leave or disperse people after a gathering. Cordons (orange tape) are often used. Most SS and arrests take place during this period.
4.至於水炮車及速龍小隊，此類高強度鎮壓部隊出發的準則通常是以遊行的人群數量（如人多至現場防暴未能如期驅散），或示威行動的威脅程度作比例。
The water cannon trucks and raptors are used for strong suppression and are mainly used when the number of demonstrators is high and the riot police have been unable to disperse them or when the threat level from the demonstrators is high.
但一般來說水炮已是警方應對群眾活動的「標配」，亦是「壓軸」。現場未見不代表不會出動，水炮車在其他區域有所行動又未必代表一定會用以鎮壓。
However, normally the water cannon trucks are used as a signal to the people to intimidate them. The fact that they are not visible doesn’t mean that they won’t be used, and their presence in an area doesn’t necessarily mean that they will definitely be used.
既知已有慣性部署的可能性，又想要為堅守言論自由而上街發聲的朋友，更應清晰了解自身的風險，以及不要被環境空間混亂頭腦，更不要盲從情緒牽引，保持獨立思考批判思維，清楚自身能承受的風險底線方為上策。
These are customary possibilities of how police will be positioned. However, everyone who goes out to express their freedom of speech in the streets should be clear about the risks to themselves and keep a clear head as to the environment around them. Do not be led blindly by emotions, maintain independent judgement and thinking. Be clear about the bottom line of what you are personally willing to risk.

Potential public safety threats related to the 6/9 Kowloon Demo
1. 由於活動早前已被廣傳，警方早已知悉活動路線，警方現時已開始於活動開始前彌敦道上的各個主要十字路口部署，亦必將會在離場路線（意指通往各橫街的）部署足夠警力。
前往該區的市民，不論是否參與遊行，均要有心理準備對大規模截查
As the activity has been publicised early, the police are already familiar with the route and have already started positioning themselves at each major junction along Nathan Rd and will position sufficient manpower away from the route, for instance, in side streets.
Anyone going to the area, whether taking part in the demo or not should be prepared for large scale stop and search.
2.估計警方部署大致上以831為藍本，並擴大範圍，加強油麻地往尖沙咀方向的防守，以阻塞遊行民眾因應旺角截查而改往南行；估計東、西九龍市區各交通中樞地點亦會部署一定警力高調戒備，以提防堵截「轉場」
It is thought that the police will base their tactics on 31/8, but expand the operating area. They may strengthen their presence from Yau Ma Tei to TST to prevent the demo changing direction in the even of mass searches in Mong Kok. It is also thought that all traffic nodes in E and W Kowloon will have police on heightened standby to prevent change of demo location.
3.根據今年經驗，日間早段時間會警方會以較為精銳的防暴警及PTU作「頭盤」應對，一般身型較為高大及行動冷靜，以收震攝一般民眾之效。
From this year’s experience, the early daytime period will see the riot police and PTU making selective arrests, maintaining high presence but low-key action in order to intimidate the populace.
