Police Humiliated Elected District Councillors; Carrie Lam denies police brutality is perpetuating institutional violence

Riot police blatantly violated the Police General Orders again on January 17 in Tsuen Wan,

Three riot police chased a young man on a flyover and subdued him for stop and search.

Adrian Lau Cheuk-yiu, Tsuen Wan District Councillor, came to the scene and demanded a discussion with the commander on-site. The councilor’s request was bluffed and dismissed, just as the officers verbally abused the councilor by calling him “a retard”.

Other officers pulled their mobile phones out to take photos of the onlookers while hurling more insults like “shut up and be gone”. Eventually, the police pointed pepper-spray at onlookers who were not even provoking.

Tsuen Wan District Councillor: Home Affairs Department official stated that all projects involving the word “Lennon” won’t be submitted to and voted by Legislative Council

(19 Mar) Tsuen Wan District Council held its first the Finance and Internal Affairs Working Groups Meeting on 19 March, 2020. After the meeting, Adrian Lau Cheuk Yu, District Councillor of Discovery Park, shared on Facebook what a staff of Home Affairs Department has informed him: any small-scale projects proposed by councilors containing the word "Lennon" would not be submitted to Legislative Council for voting.

At the meeting, Lau shared that he hoped the District Council could take the lead in providing a new member orientation to newly-joined council members. After the meeting concluded, a staff of Home Affairs Department informed Lau that any project proposed by the council cannot contain the term “Lennon.” He was the only person who heard this statement. The staff did not provide any further explanation or justification, but Lau suspected that it was derived from Home Affairs Department’s internal guidelines.

Lau was resentful that District Councillors were treated as company’s board directors, as the Home Affairs Department’s move can be seen as chipping away District Councillors’ power. District Council Chairman Sumly Chan Yuen Sum confirmed with Stand News that Gary Chow Chun Hang, Assistant District Officer of Tsuen Wan, further discussed and informed that he must first seek approval from Home Affairs Department on such projects. Chan pointed out that The Democratic Party lawmakers are waiting for a reply from the Home Affairs Department before considering the next steps.

This month, several District Councillors of Tsuen Wan stated that they planned to apply for a small-scale project funding for establishing a "Residents' Opinion Board" at the Discovery Bridge, with the size of around 1 meter tall by 32 meters wide.

Stand News has reached out to the Home Affairs Department for comment.
