HK Police Arrest Pro-democracy Activist Joshua Wong Again

Hong Kong Police arrested 23-year-old pro-democracy Joshua Wong when he reported to Central Police Station at about 1pm on Sept 24, 2020 for unauthorized assembly in the anti-mask ban rally on October 5, 2019.

According to Jimmy Lai's aide Mark Simon, veteran activist Koo Sze-yiu, aged 74, was also arrested.

Hong Kong Jounalists and Press Unions might Take Legal Action in a bid to Safeguard Press Freedom

Journalists, media groups and unions in Hong Kong have voiced opposition to HK Police’s unilateral redefinition of “Media Representative” in Police General Orders.

In a press conference held on September 24, 2020, eight media unions called on all media organizations to stand in solidarity against the police's latest act. They pointed out that it is evident that the police is treating the media as their enemy.

The vice-chairman of Hong Kong Journalists' Association (#HKJA) Ronson Chan said that the Association was currently seeking legal opinions and might submit a judicial review.

The Association condemned the police for misleading the public over the 'benefits' of the amendment. Chan emphasized that the change of definition would restrict news reporting in all areas, cordoned or not.

The Association also rejected the police’s accusation of “fake journalists” which has no factual backup.

The HKJA Chairman Chris Yeung expressed worries over the police's treatment of the press. Yeung challenged he police's subjective claim of assisting the reporters when their operation efficiency is not undermined.

The HKJA raised 3 demands:

1. The police must immediately withdraw the amendment; otherwise, the Association would seek solution via possible legal actions.

2. The police shall stop imposing restrictions on media arrangements by setting up interview areas and cordoned areas.

3. It is hoped that the police will respect press freedom and the right of media as it has openly pledged.

Civil Rights Watch also issued a statement expressing grave concern over the police's violation of press freedom guaranteed by the Basic Law and the International Covenant on Civil and Political Rights.

The Watch pointed out that police’s act will create “unreasonable obstacles to front-line journalists”, undermining personal safety and legal rights of the press.

The pro-democracy Safeguard HKU Concern Group has been hanging posters on campus since Sept 22, 2020, calling on university students and staff to voice support for the 12 Hongkongers captured and detained in China.

After midnight on September 24, the university management removed all relevant posters and materials within less than 2 days. These include a gigantic poster originally on display outside Exit A2 of the University of Hong Kong subway station.

China blocks Wikimedia Foundation’s accreditation to World Intellectual Property Organization

China blocked the Wikimedia Foundation’s application for observer status at the World Intellectual Property Organization (#WIPO) on September 23, 2020.

As a United Nations (#UN) organization, WIPO develops international treaties on copyright, IP, trademarks, patents and related issues.

China was an "official observer" of the WIPO and was the only country to raise objections to the accreditation of Wikimedia.

In their last-minute objections, China claimed Wikimedia’s application was 'incomplete' and suggested that the Foundation was carrying out 'political activities' via the volunteer-led Wikimedia Taiwan chapter.

Despite that the Wikimedia's application was supported by the UK and the US, due to China's block, the Foundation's application for observer status has been suspended and will only be reconsidered in 2021.

Hospital Authotity: Staff took part in strike will face possible legal consequence

Many medical staff took part in the strike in February 2020 in a bid to pressure the government to lockdown the city’s boarders and to curb the rapid spreading of the coronavirus and safeguad public health.

Not only thst the Hospital Authority (#HA) challenged cause of the strike, Chairman of HA, Henry Fan Hung-ling also intimidated medical staff who partook in the strike with possible legal consequence in early June.

On September 24, Fan claimed that the Authority has received detailed legal opinion from external lawyers. The Human Resource department will soon issue letters to those absent from work coinciding the period when the strike was staged. They will be asked to state reasons for their absence and based on the stated reason, follow-up actions will be carried out.

An estimation of several thousands of medical staff would be involved.

When being asked whether dismissal could be one of the possible consequences, Fan refused to reply. He also declined to address whether salary deduction is possible, saying, “I do not want to comment on any penalty measures today.”

Does HK Police want to throw Apple Daily out the window?

On Sept 24, 2020, Hong Kong Police published on Facebook a comic about being precautious of telephone scams. In the graphic, the apple is thrown out the window for giving wrong answer. The shape of the apple bears similarity with Apple Daily' icon, which many believes to be a clear allusion to Apple Daily. Many netizens left a message criticising the police for instigating violence and advocating hatred.

Famous Hong Kong pundit and media personality Stephen Shiu Yeuk Yuen commented on Twitter that the Police should spend more time advancing their knowledge rather than arresting political activists such as Joshua Wong, as they had misinterpreted what the meme is about.

China Bans Two Anti-China Australian Scholars from Entry, but the Co-Authors of The Silence Invasion said They Did Not Apply for a Chinese Visa

The Chinese state media, Global Times, quoted from the officials that China had already banned two Australian scholars from entering the country, presumably in response to the action from Australia in early September (Sept 9), when Australia cancelled the visas of two Chinese scholars.

The two banned scholars are Clive Hamilton and Alex Joske, a Professor of Ethics of Charles Sturt University and a researcher of the Australian Strategic Policy Institute (ASPI) respectively.

Clive Hamilton has been actively criticizing Chinese political infiltration of Australia. Besides, in 2018, he published The Silent Invasion, investigating Chinese influence on Australia.

Alex Joske, who grew up in Beijing and speaks fluent Mandarin, specializes his study on the Chinese military and the overseas penetration work from CCP. He also assisted in writing Silent Invasion and often addresses about the Chinese government's infiltration of local universities in Australia.

On the evening of September 24, 2021, a pro-democracy group Student Politicism announced its disbandment following the arrest of the convener #WongYatChin, spokeperson #WongYuenLam, former spokeperson #JessicaChu and former secretary #ChanChiSum on charge of national security violation.

The group was founded in May 2020, before the forced enactment of the national security law in Hong Kong. One motto of the group, according to the 20-year-old convener Wong Yat-Chin, is to test the "red line of the regime". The group had been one of the very few pro-democracy student groups still in function in Hong Kong.

Announcing the decision on its Facebook page, the group wished Hongkongers safe and peace.
