Financial Times Report: Huawei Will Build Chip Factory in Shanghai and Forgo US Technology
The British Financial Times quoted a source in saying that Chinese telecommunications equipment company Huawei has planned to establish a chip manufacturing factory in Shanghai and no longer use the US technologies, in order to solve chips supply caused by the US’s export restrictions.
The report stated that the factory would be operated by Huawei’s collaborator Shanghai IC R&D Center, to ensure sufficient chips supply for core telecommunications equipment business. They expect to commence their production by the end of next year.
The factory would first produce the low-end 45-nanometre chips, and until the second half of 2021, when it would have the ability to manufacture the more advanced 28-nanometre chips for smart TVs and other internet equipment. By 2022, it would be able to produce the 20-nanometre chips for 5G network telecommunication equipment. In addition to the previous one to two years of chips inventory, Shanghai IC R&D Centre believed that the factory could support the sustainable operation of 5G business of Huawei.

The U.K. government has proposed a law that will fine phone companies as much as 10% of sales or 100,000 pounds a day ($133,000) if they break new telecom security rules, including the forthcoming ban on Huawei Technologies Co.’s equipment for 5G networks.
The bill will give the government the power to implement and enforce the ban on Huawei’s 5G equipment that it announced in July. Carriers have until the end of 2020 to stop buying the gear, after the U.K. deemed the Chinese technology giant a security risk, and the companies must remove existing Huawei equipment from their 5G networks by 2027.

The U.K. government has proposed a law that will fine phone companies as much as 10% of sales or 100,000 pounds a day ($133,000) if they break new telecom security rules, including the forthcoming ban on Huawei Technologies Co.’s equipment for 5G networks.
The bill will give the government the power to implement and enforce the ban on Huawei’s 5G equipment that it announced in July. Carriers have until the end of 2020 to stop buying the gear, after the U.K. deemed the Chinese technology giant a security risk, and the companies must remove existing Huawei equipment from their 5G networks by 2027.

Oliver Dowden, the UK Secretary of State for Digital, Culture, Media and Sport said that the authorities will use unprecedented powers to identify and ban telecommunications equipment which poses a threat to the national security.
Reuters reported that the UK government announced on Monday that local telecommunications firms will no longer install new Huawei 5G network equipment. Besides of that, the government also announced a new strategy to diversify the 5G supply chain, including an initial 250 million pound (approximately 2.5 billion HKD) investment, trials in collaboration with Japanese firm NEC, and the establishment of new research facilities. Oliver Dowden emphasized that the government is setting out a clear path to completely remove high-risk vendors from its 5G networks.

Reuters: Telecom Italia Intends to Reduce Purchases of Huawei 5G Equipment
Reuters reported on 23 December that Telecom Italia has decided to retain Nokia as a supplier of its 5G network equipment to reduce the proportion of that supplied by Huawei. Among the suppliers whose contracts have been reviewed, Sweden’s Ericsson will supply most of the equipment with Huawei and Nokia winning 20 to 25% of the contracts. Negotiations on reducing the proportion of contracts awarded to Huawei are still in progress.
According to the report, the US has been persuading Italy and other European countries to avoid using Huawei’s equipment, which may pose a threat to national security, an allegation denied by Huawei. Italy still refuses to completely prohibit the use of Huawei equipment.

In support of the US’s Clean Network Program, Brazil was looking into legal procedures to restrict national telecommunication companies from using 5G network equipment developed by Huawei. Brazilian President Jair Bolsonaro’s national security advisor was looking into whether or not the government should ban Huawei with a presidential decree. However, as many major telecommunication companies have partnered with Huawei for years, the move was expected to be met with strong opposition.
A report stated that the Secretary of Institutional Security Augusto Heleno was in discussions with the Ministry of Communications to set up security provisions that telecommunication companies and equipment suppliers must comply to. They were also studying into the feasibility of a presidential decree. The US has criticised Huawei for its ties with China’s People’s Liberation Army and has expressed concerns over the leaking of confidential information to the Chinese government, which presents threats to national security.
As China has been Brazil’s most important trade partner, the ban on Huawei was expected to be met with strong oppositions from the industry and even from within the government, including the Brazilian Vice President Hamilton Mourao. The Brazilian Minister for Communications Fabio Faria refused to comment on the report, while Heleno has said that he was not involved in affairs pertaining to 5G.
