Secretary for Food and Health Ignores #DistrictCouncillor's Demand to Explain Why Residents Are Tested Twice

Lee Wai-lam, district councillor in Lam Tin, questioned the government's enforcement of lockdown of #LagunaCity. He pointed out that 90% of the residents in the "restricted area" had been tested in the past three days, following the order of the government.

Despite the negative results, the government imposed an ambush-style lockdown on Jan 31, 2021, ordering residents in two blocks of the housing estate to be tested again by 2am on Feb 1.

Lee asked the Secretary for Food and Health Sophia Chan who visited the site to explain the government's rationale in testing the residents twice within a week. Chan, however, did not give any answer.

Lee reiterated that the government's arbitrary decision to impose what Carrie Lam called "ambush-style" lockdown is insensible, pointless and obstructing.

#UnitedNations: Gov't's Implementation of real-name registration for sim card further erodes rights in Hong Kong

The Hong Kong government requested the local population to register their phone cards with real names, following the practice in mainland China and citing the need to crack down on crime as a reason.

A report published by an international organization, however, shows that phone blackmail increased by forty per cent after the implementation of real-name registration for a phone sim card.

The United Nations' (#UN) investigator also challenged this policy as an authorities' tool for surveying civilians and press media.

Real-name registration for phone sim card has been a controversial issue in many places. Even it is mandated in more than 155 countries, the 2019 statistics reported by the Global System for Mobile Communications (#GSMC) showed that only half of the European countries forced users to register their real name.

The GSMA's report stated that the EU explained to each member about the benefits of real-name registration in 2012. However, the conclusion was no evidence that it could reduce crime rate.

WHO Experts Visit Market in Wuhan to Trace the Pandemic’s Origin, Reporters Shut Out by Chinese Authorities

As the Wuhan virus pandemic enters its second year, a group of specialists sent by the WHO arrived in Wuhan on 14 January to investigate the pandemic’s origin. During their visit to the Huanan Seafood Wholesale Market on 31 January, local authorities cordoned off the market with water-filled barriers with officers standing in front of reporters to keep them out.

Footage by Reuters show that a number of officers stopped reporters and other people from following vehicles that carried the WHO specialists into the market and set up barriers on the perimeter. The specialists, wearing visitor badges, did not respond to questions from reporters when they got out of their cars. They also visited the Jinyintan Hospital, where early Wuhan disease patients had been treated, and exhibitions showcasing efforts to combat the pandemic that day.

Beijing Loyalist Criticises the Hong Kong Government for Lacking Proactiveness in Acquiring China-made Vaccines

Lo Chung-mau, Chief Executive of University of Hong Kong-Shenzhen Hospital, was vaccinated by China-owned Sinopharm in Shenzhen. Lo stated in an interview that instead of waiting for the 3rd phase clinical data for Sinovac’s vaccines, the Hong Kong government should seek the data from Sinpopharm or the National Medical Products Administration of China. Lo claimed that the Hong Kong government was passive and only “sitting and waiting”, instead of “striking out”.

In her response in the afternoon, Secretary for Food and Health Sophia Chan stated that all government bureaus were performing different tasks. On the one hand, the Hong Kong government has been contacting other countries and medicine manufacturers, to negotiate the logistics, clinical data and the acquisition of vaccines, in order to speed up the importation of vaccines to Hong Kong. On the other hand, through internal communication, the Hong Kong government has to keep in touch with medical teams and hospitals and discuss the arrangements of vaccinations for the public. once they were available in Hong Kong.

Moreover, Chan said the Scientific Committees under the Centre for Health and Protection in Hong Kong would be responsible for scheduling the vaccination and monitoring post- vaccination conditions.

The Advisory Panel on COVID-19 Vaccines would take up the task of approving any emergent use of vaccines. Chan stressed that the Hong Kong government was not “just sitting there and wait”.

HK Police threatens student group exhibiting historical material of democratic movements a violation of
#NationalSecurityLaw

On January 31, 2021, five members of #ReturningValiant, a newly established pro-democracy student group in Hong Kong, set up street booths in Shatin and Mong Kok respectively at around 1pm.

The student organizers distributed pamphlets and booklets concerning democratic movements in European and Asian history.

At around 3pm, the two booths were encircled by a large number of police officers. The students at the scene were ticketed and fined for violating the gathering ban.

The students said that the police taunted and threatened them for breaching the National Security Law. The officers took away their materials as "evidence".

In response, the group questioned “if citing and sharing historical events are illegal under the National Security Law, shouldn’t History class in schools also be outlawed.”

In Shatin, the booth was also harassed by a group of Beijing loyalists at around 3pm. Soon after that, the police arrived st the scene and issued fine tickets, took pictures, and ordered them to leave.

One member of the student group said in defiance that they will continue organizing similar events in the future.

In late evening at 9pm, Hong Kong Police Force announced that police officers issued five tickets to 4 male and 1 female, aged between 13 and 24, concerning violation of social distancing restriction (#Article599G) in Mong Kok. In Shatin, another four tickets were issued to 2 male and 2 female for the same reason. The Force denied for confiscating display materials on the scene.

Huawei Launches Internal Investigation as Fake Accounts Manipulate Its Social Media. Twitter: Conclusive Evidence may Lead to Permanent Blocking

Chinese telecoms company Huawei has been aggressively exploring overseas markets in recent years, but there have also been concerns about its rise and the manipulation of online media. The research firm Graphika found that during Belgium's reconsideration of its 5G policy, Twitter was flooded with fake accounts claiming to support Huawei. The Financial Times also found that Huawei's top executives, who had only used their Twitter accounts to issue press releases, had an unusually large number of followers. Twitter said that it had taken action against thousands of fake fans of Huawei executives' accounts, while Huawei admitted that the company had not done enough to comply with the rules of the social platform.

An international research firm Graphika released A 33-page study on Thursday saying that a new wave of manipulation on social media comes as the Belgian government revisits its 5G network policy and considers restricting "high-risk vendors" such as Huawei from building the country's 5G systems. At first, at least 14 Twitter accounts posing as telecoms experts, writers and academics shared pro-Huawei posts attacking Belgium's new policy. Graphika analyzed as fake photos and followers believed to be robots, despite their personal photos and occupations.

#Free #JimmyLai" – Campaign for world attention on Hong Kong #HumanRights and Press Freedom

On Chinese New Year’s eve (Jan 31), a series of transatlantic illuminations aiming to draw international attention on China's #authoritarian rule over Hong Kong were seen on the walls of Tower Bridge in London and Chinese Embassy in Washington DC.

Bright white lights reading "Free Jimmy Lai and the Apple 7" of three storey tall were projected onto the walls.

In addition, the illuminations also showed the "Olympics rings in thorns", a portrait of Jimmy Lai and a yellow umbrella, the symbol of the 2014 Umbrella Movement in Hong Kong.

The US-based designer, Robin Bell said his intention was to grab people's attention on Human Rights around the world.

Mark L. Clifford, president of the Committee for Freedom in Hong Kong, shared photographs of the illuminations on his Twitter page, calling the upcoming #WinterOlympics in #Beijing " the most shameful Olympics since the 1936 Nazi Olympics in Berlin”.
