Scholar: Government's relief measures could be just a promissory note

Just 6 weeks before the Budget Speech, Carrie Lam administration announced a HKD$10 billion relief package with 10 measures on January 14, claiming to 'benefit' more than 1 million grassroots.

Professor Chung Kim-wah, Honorary Director of Hong Kong Public Opinion Institute commented, if the relief package was intended to ā€œcompensate" for the wrong doings of the government in Anti-extradition movement, the effect might not be obvious as memories of many happenings in the past 6 months were still fresh and vivid. Public resentment remains sturdy.

Chung also pointed out that compared to the HKD$950 million allowance granted to 30,000 police officers, this relief package is far from being generous. Besides, some new measures, such as increasing statutory holiday to 17 days, enhancing remuneration package of contract staff, require further discussion with the business sector. Building transitional homes also depends on the availability of appropriate land.

Arrested Journalist Suspended by
#RTHK Before Court's Ruling: I Feel Being Doubly Punished

RTHK journalist #BaoChoy appeared in court on Jan 14, 2021. She was accused of making false statements and violating the Road Traffic Ordinance by "not disclosing the real reason" for licence plate checks in 2020. Choy pleaded not guilty.

Choy produced two episodes of the news documentary "Hong Kong Connection" with an aim to find the perpetrators of the Yuen Long 7.21 mob attack, which injured many pro-democracy protesters, journalists and civilians on July 21, 2019.

Since Choy was arrested in November 2020, the public broadcaster RTHK has suspended her duties.

The RTHK Programme Staff Union voiced their support for Choy outside the court. After the hearing, Choy said she was disappointed with RTHK's decision before any trial took place. She felt being punished for twice for doing her job.

ā€œI would expect RTHK to take up its moral responsibility, as well as showcasing the integrity of a media organisation. From this perspective, the decision of RTHK management to suspend me from my role as a journalist and producer of Hong Kong Connection was quite disappointing for me.ā€

Hong Kong Police fund boosted by whopping HK$180 million in mostly ā€˜anonymousā€™ donations

According to a report handed to the Legislative Council, the Hong Kong police welfare trust received HK$180 million (US$23.2 million) in donations last year, with 85 percent coming from anonymous sources, and the fundā€™s total income increased eight-fold compared to the year before.

A police spokesperson said they had kept donor identities private, as per donorsā€™ wishes.

Civil Rights Observerā€™s Icarus Wong said that the gigantic amount of some one-off donations indicated that they were possibly from people with power and resources, or with the backing of organizations. As it was not possible to know the identities of such donors, Wong worried that this could affect the neutrality of the police force.
