Just to be clear, there’s no such thing as a ‘fake journalist’ or ‘illegal reporting’ in Hong Kong.
(11 May) In Hong Kong, the freedom of press and the right to report is guaranteed by the basic law. You and I, and a 13-year-old student, can be journalists.
Under Article 27 of the Basic Law, all Hong Kong residents shall have freedom of speech, of the press and of publication. The Hong Kong Rights and Democracy Act also contains provisions to protect the press, publication and information.
Press freedom includes the right to interview, investigate, edit and comment without government interference, which is not a fundamental human right enjoyed only by journalists employed by commercial media, but by all residents in Hong Kong.
In short, everyone can be a journalist in Hong Kong.
There is no specific law regulating news coverage in Hong Kong. The Hong Kong Journalists Association (HKJA) issues membership card, which has nothing to do with whether a journalist is “real” or not.
Then maybe you’d ask, “Wow, so any irrelevant person can be a journalist?” That’s right. “So it is unregulated?” That’s right.
If you ask me, I’d rather it be “unregulated”. There’s a place where the government issues press cards, and journalists have to obtain official accreditation before they can report. That place is called the People’s Republic of China.
Especially in these chaotic times, I’d rather have more journalists on the scene. We’d be able to get more coverage with more cameras, so the public would know exactly what’s going on, which is important and also the best way to protect everyone (including the police and protestors).
Yesterday, the Hong Kong police targeted journalists intentionally, hoping to beat them up until they become too scared to report, so the public wouldn’t be able to see what the police did and how they treated protestors (or pedestrians) behind the cordon.
To be honest, suppressing press freedom would do no good to the police – why did no one believe them when they repeatedly “clarify” that they didn’t beat anyone to death during the 831 incident (31 Aug last year)? Because they kicked all journalists out that day.
Are journalists really unregulated? In fact, it relies on public scrutiny and the journalists’ professional integrity. Since anyone can be a journalist, the credibility of journalists must be maintained by journalists themselves. (That’s why some experienced journalists criticize online media journalists who swear and provoke the police when they are broadcasting live. This damages the press’ credibility. I’m not going to repeat too much of what other experienced journalists have said).
I would like to tell the 13-year-old journalist that his journalist vest is well-deserved based on his professional behavior. He is more righteous and competent than many so-called adults.

Two Australian Correspondents Evacuated from China Following Inquisitions by State Security Agents, Union Calls China and HK “Unsafe for Foreign Journalists”
Another diplomatic row between China and Australia took place as Chinese state security agents went knocking on the doors of two Australian correspondents stationed in China and questioning them last week. Both journalists have returned home with arrangements made by their organizations and the Australian diplomatic mission in China.
The Australian Broadcasting Company’s (ABC) Beijing correspondent Bill Birtles and The Australian Financial Review’s (AFR) Shanghai correspondent Mike Smith were subjected to multiple rounds of questioning by Chinese state security agents last week. The interviews dealt with Cheng Lei, an Australian employee of the CCTV arrested last week. Earlier last week, diplomats in Australia reminded Birtles to leave China as soon as possible. Relevant suggestions were made by the Australian foreign department to the ABC’s managing director David Anderson. The ABC went on to arrange a flight home leaving last Thursday for Birtles.
On the day before Birtles’ return (2 September), however, seven Chinese police officers went to his home in Beijing late at night when Birtles was having a farewell party with his friends. The officers told Birtles that he was not allowed to leave China and that the police will contact him the next day to schedule an interview about a case concerning national security. Birtles approached the Australian Embassy in Beijing for protection, during which he was contacted by the Chinese authorities again and asked to be questioned.

Spokesperson for the Chinese foreign ministry Zhao Lijan said at the press conference that to China’s understanding, the Australian intelligence agency placed under investigation four reporters working for Xinhua News Agency, CCTV, and the Australian bureau of China News Agency on suspicion of breaking the Foreign Intervention Act.
Zhao insisted that Chinese reporters in Australia abide strictly by local laws and regulations while conducting interviews and reporting objectively and fairly. These reporters, Zhao said, have done a large amount of work to promote mutual understanding and friendly exchanges between the two countries. What the Australian government did, he said, has “seriously interfered with the normal journalistic activities of Chinese media organizations” and “grossly violating the legitimate right to report of Chinese correspondents in Australia” while seriously harming the physical and mental health of the journalists and their families. Zhao said further that it has fully exposed the hypocrisy with the ‘press freedom’ and the so-called ‘respect and protection for human rights’ Australia champions.

‘You will be put into detention': Former ABC bureau chief tells story of fleeing China for first time
Former ABC's China bureau chief, Matthew Carney, decided to immediately leave China with his family before their visas would expire in less than a week because the authorities had threatened to detain his 14-year old daughter. Carney was berated for any "negative China coverage" as he had reported the mass detentions of Uyghurs in Xinjiang.

In November 2020, the authorities, however, targeted RTHK journalist Bao Choy, who produced two TV documentaries on the July 21 Yuen Long mob attack, by arresting her for "giving false statements" when looking up vehicle owners' information.
Worse still, in January 2021, the Hong Kong government introduced a new service where car owners could choose to be notified if the information of their vehicle is disclosed. Once subscribed, the owner will receive an email notification containing the information of the applicant.
Former lawmaker Claudia Mo commented that the new service would expose the identity of the journalists and put them in potential danger.

Choy produced two episodes of the news documentary "Hong Kong Connection" with an aim to find the perpetrators of the Yuen Long 7.21 mob attack, which injured many pro-democracy protesters, journalists and civilians on July 21, 2019.
Since Choy was arrested in November 2020, the public broadcaster RTHK has suspended her duties.
The RTHK Programme Staff Union voiced their support for Choy outside the court. After the hearing, Choy said she was disappointed with RTHK's decision before any trial took place. She felt being punished for twice for doing her job.
“I would expect RTHK to take up its moral responsibility, as well as showcasing the integrity of a media organisation. From this perspective, the decision of RTHK management to suspend me from my role as a journalist and producer of Hong Kong Connection was quite disappointing for me.”

On April 22, 2021 the day Hong Kong court found in investigative reporter #BaoChoy guilty over car license searches made for news report, the European Union Office to Hong Kong and Macau immediately expressed concern about the situation in Hong Kong and pointed out that "the law should not be deployed in a way that stifles legitimate journalism."
The Office also alerted that in the case of Hong Kong, "press freedom cannot be taken for granted."
On April 23, 2021, #NedPrice, spokeperson of the State Department of the United States, condemned the prosecution of journalist Bao Choy by the Hong Kong authorities. He expressed that "the U.S. is deeply disappointed in the conviction of Hong Kong journalist Bao Choy for merely doing her job."
Price recgonized Bao Choy "a champion of press freedom (guaranteed by the Joint Declaration) whose important contributions were just recognized by the Kam Yiu-yu Press Freedom Award."

#Interview: The last faith of Hong Kong Journalist Bao Choy Yuk-ling - selfless and fearless
Before interviewing Choy Yuk-ling, some of my colleagues who knew her well said that Bao (her nickname in the journalism industry) would talk a lot about news but might not much about herself.
After the interview I realised that she was not hiding herself intentionally. Instead she had just injected her passion, faith, and most of her time into journalism. Speaking of her days after the suspension of her duty, she said, “My vocation as a journalist cannot be separated from my personal values. If I can no longer be a journalist, I can imagine the value of my life will become zero.” To her, nothing is more worthy to talk about that journalism.

Honoring Jimmy Lai
The Committee to Protect Journalists was founded 40 years ago to fight for journalists who are “attacked, imprisoned or killed.” In this spirit, the CPJ on Monday announced it is honoring Hong Kong’s Jimmy Lai with its 2021 Gwen Ifill Press Freedom Award. Mr. Lai, the founder, owner and contributor to the Apple Daily newspaper, won’t be able to accept the award in person because he sits in prison in Hong Kong.
The CPJ honor comes after another police raid on the newsroom last week. Five Apple Daily execs were arrested, and two—editor-in-chief Ryan Law and chief executive officer Cheung Kim-hung—were charged under the new national security law and thus denied bail. The CPJ notes that Mr. Lai “fights for the right of his Apple News organization to publish freely, even as China and its backers in Hong Kong use every tool to quash them.”

Foreign journalists harassed covering China floods, correspondents' club says
Journalists from several media outlets covering recent floods in China were harassed online and by local residents, with staff from the BBC and Los Angeles Times receiving death threats, according to the Foreign Correspondents' Club of China (FCCC).
In a statement on Tuesday, the FCCC criticised what it said was growing hostility to foreign media, some of which it said was fanned by official bodies.
"There must be immediate action by the Chinese government to stop these attacks which continue to endanger foreign journalists," the BBC said in a statement on Twitter.

IPCC Said Nothing Wrong with Hong Kong Police Shooting Journist without Warning during #PolyUSiege
During the Anti-ELAB movement on November 18, 2019, pro-democracy protesters trapped in the Hong Kong Polytechnic University (#PolyU) attempted to break through the cordon line; however, the police outflanked them by splitting into 3 routes.
When a journalist from #StandNews was interviewing an arrestee, whose face was covered with blood, a sheriff from the Z4 Police Tactic Unit (#PTU) suddenly shot a #PepperBalls to the journalist's feet without warning.
Two years later, the Complaints Against Police Office (#CAPO) ruled that there was "nothing wrong" and the Independent Police Complaints Council (#IPCC) agreed with the classification.
CAPO replied in a letter regarding the case, claiming that police did not have a choice but to shoot the pepper balls and apply a minimum level of violence to disperse the crowd. The letter said that the aim was to "protect the police and the arrestees" and the reason was that "someone was non-stop chasing after the police" and "the police has asked people on site to leave, but they ignored".
There is a footnote in the letter, claiming that there is either a "misunderstanding," or "sufficient evidence showing the fairness and rationality of the actions carried out under #PoliceForceOrdinance."

China citizen journalist Zhang Zhan was sentenced to four years in prison for "picking quarrels and provoking trouble" after exposing the epidemic in Wuhan last year. She has been on a hunger strike in prison, and her health is deteriorating.

As the last news programme came to a close and anchors bade farewell to their online audience on 3 January, Chris Yeung, the founder and chief writer of Citizen News, gathered together his staff and tried to strike an optimistic tone.
“Remember our very best memories,” he said, dressed in a blue shirt with sleeves rolled up and a crimson jumper draped on his shoulders. “No one knows what will happen next. Don’t worry. Just remember the happy things.”
It was the day 90 largely pro-establishment legislators were sworn in. The previous evening, the independent Chinese-language news outlet of five years said it was closing. It justified the decision citing a deteriorating media environment and concerns for the safety of its staff.
