Scholar: Government's relief measures could be just a promissory note

Just 6 weeks before the Budget Speech, Carrie Lam administration announced a HKD$10 billion relief package with 10 measures on January 14, claiming to 'benefit' more than 1 million grassroots.

Professor Chung Kim-wah, Honorary Director of Hong Kong Public Opinion Institute commented, if the relief package was intended to “compensate" for the wrong doings of the government in Anti-extradition movement, the effect might not be obvious as memories of many happenings in the past 6 months were still fresh and vivid. Public resentment remains sturdy.

Chung also pointed out that compared to the HKD$950 million allowance granted to 30,000 police officers, this relief package is far from being generous. Besides, some new measures, such as increasing statutory holiday to 17 days, enhancing remuneration package of contract staff, require further discussion with the business sector. Building transitional homes also depends on the availability of appropriate land.
