In a meeting in Hong Kong's Legislative Council that is dominated by pro-Beijing lawmakers on July 6, 2021, Secretary for Security #ChrisTang referred the 2019 pro-democracy movement to "color revolution" that aimed at subverting the regime. The former police commissioner also urged citizens to condemn and report.

Tang said, "We will make not only the terrorists, but also the supporters and those who attempt to tone it down, live like rats."

On July 1, 2021, a 50-year-old Hong Kong man called #LeungKinFai died after knifing a police officer and stabbing himself reportedly on the chest. In following days, many Hongkongers mourned the man and brought flowers to the site.

The authorities claimed that mourning as well as posting comments about the man's death could breach the #NationalSecurityLaw.

Law professor #JohannesChan at the University of Hong Kong (#HKU) disagreed and pointed out that mourning the deceased out of sympathy is not a criminal act. Chan criticized that the "red line" drawn by the government is "way too unreasonable".

Secretary for Security Chris Tang, however, insisted that sympathy is a form of support and support is a form of participation.

Tang said, "depending on individual cases, we will see whether we have evidence to make arrests and take our prosecutions."

With reference to Prof Chan, Tang said, "I hope this legal scholar can sleep at night. because you might have painted Hong Kong in blood."

In addition, Tang said that the next target is the Internet Forum #LIHKG because it is "filled with illegal information". Tang claimed that authorities will make arrests and force the websites and the users to remove their messages.

#Taiwan #Scholar refutes HK government's labelling of police knifing incident as “local terrorism”

In less than 4 hours after the police knifing incident took place in Causeway Bay on 1 July, 2021, the Hong Kong government's Secretary for Security #ChrisTang, hastily concluded the attack as a “lone-wolf terrorist act”.

Tang further condemned those attempted to pay tribute to the deceased man, calling such action as “glorifying terrorism and encouraging violence."

Meanwhile, Chief Secretary #JohnLee warned citizens against what he called "local terrorism" in his first blog post as the city’s second ranking official.

Taiwan scholar, #ShihChienGu who specializes in global counter-terrorism, however, considered such allegations unfounded.

He did not agree that public mourning advocates terrorism. Instead, he asked the Hong Kong Government to investigate reasons for the incident to render public sympathy.

Shih further explained that there are two basic concepts to Terrorism, one is whether it causes panic in society and the other is whether it has a political purpose.

The man who knifed the police officer didn’t cause social alarm. If the action was out of the man's discontentment, it is neither politically driven.

Shih opined that the assault against pro-democracy protesters in Yuen Long on 21 July 2019 was a terrorist attack as it shocked and provoked panic in local community. If the collusion between assailants and police is evident, the attack could be deemed a “state terrorism”. That is to say, the regime is using illegal means to intimidate its own people.

Hong Kong Authorities to Delist Pro-democracy NGO from Registry

According to sources on September 10, 2021, the Secretary for Security #ChrisTang, who is the former police commissioner, is removing the pro-democracy group, The Hong Kong Alliance in Support of Patriotic Democratic Movements of China, from its company registration.

The Hong Kong authorities have launched a crackdown on the 31-year-old pro-democracy group, which is the key organizer of the annual candle vigil at Hong Kong's Victoria Park, commemorating the victims of the 1989 June 4 Tiananmen Massacre in Beijing.

Also on September 10, 2021, the Department of Justice (#DoJ) has charged the chairpersons of the group, including #LeeCheukYan, #AlbertHo and #ChowHangTung, of "state subversion" under the #NationalSecurityLaw.

One day ago, the police raided the already-closed June 4 Museum, previously run by the group.

Support Group for Hong Kong's Pro-democracy Political Prisoners Faces Disbandment

#WallFare is a prisoner support group initiated by former pro-democracy lawmaker and social worker Shiu Ka-chun (#BottleShiu).

The group is known for providing support for detained and jailed pro-democracy protesters in Hong Kong and their families. The group has helped families purchase prison-approved supply for inmates, coordinated letter-writing schemes to help inmates communicate with the outside world, and offering counselling services for families.

The group has come under pressure from Hong Kong authorities, with Secretary for Security #ChrisTang accusing (without naming) organizations for recruiting prisoners to develop influence among inmates and endanger national security while incarcerated.

Shiu, who started the support group 9 months ago, said on September 14, 2021 that the group would be disbanded and that he would release a statement soon. "The most important for Hongkongers is to stay alive," he said.

Hong Kong's Secretary Chief Accuses Pro-democracy Groups for "Spreading hatred for HK and Beijing Governments" in Prisons with Chocolate

On September 7, 2021, Hong Kong SAR Government's Secretary for Security, Chris Tang Ping-Keung, accused pro-democracy groups of "threatening national security" in the prisons of Hong Kong.

Tang said, "Somebody creates privilege with prison supplies, including chocolate, and solicits followers in prison, as a result to spread hatred for the Hong Kong and the Central Governments, threatening national security".

Tang also named 612 Humanitarian Relief Fund for sending letters to people in prison, calling them to keep up protesting.

Social worker and former legislator Bottle Shiu Ka-Chun, the founder of a prisoner rights organisation #Wallfare, spoke to InmediaHK. Shiu said that ordinary people can hardly understand Tang's jumpy logic. He emphasised that the so-called "followers" cannot be solicited with those childish method.

"Or you can give 2 packs of chocolate to the prison and ask for an immediate follow. Then, there is no point doing national security education to have a peaceful world," Shiu remarked.

Pro-Beijing newspaper agencies called the prison in Hong Kong as "a place for Anti-China and Anti-HK". Tang also used the exact same phrase. Shiu disagreed and said, "They [pro-democracy protesters] have already lost their freedom and are all arrested. They live according to your will everyday. How are they still messing up Hong Kong?"

Hong Kong Pro-democracy activist arrested again for posting on Facebook while on bail

#OwenChow Ka-sing, on bail pending his subversion trial, was arrested when he reported back to Police Station on January 12, 2022.

Chow was told he had violated the bail conditions for making a remark on his Facebook regarding the Legislative Council election took place in December in Hong Kong.

On December 19, 2021 (the day set for the Legislative Council election in Hong Kong), Chow shared two quotes on his Facebook page.

The first one came from #ChrisTang, the Secretary for Security which stated "there could be local lone-wolf terrorist attack on election day".

The other one was from a police hotline operator, "If you are frightened, stay home." The quote was captured on July 21, 2019 when hundreds of citizens called police station in Yuen Long for their assistance when pro-democracy protesters were brutally attacked by white-clad local gangsters.

Along with these two quotes, Chow made a small remark that read, "you told me to stay home when being frightened."

Owen Chow is among the 47 democrats being arrested in January 2021 on suspicion of conspiring to subvert state power for their involvement in a legislative council primary election.

Chow was granted bail in June 2021.
