The European Parliament discusses further measures to counter foreign intervention, focusing on China and Russia

Europe is considering implementing an “Anti-Foreign Intervention Law", like Australia, to contend against foreign political propaganda and to influence the development of local democracy.

The European Parliament’s Special Committee on Foreign Interference and Disinformation (#INGE) discussed a 33-page draft report in Brussels on Tuesday (9th November). Among them, 40 mentions of China, more than twice of Russia. Participants urged the EU to set up a special task force to monitor the intervention from China.

After the INGE delegation composed of transnational members of the European Parliament visited Taiwan last week, the European Parliament this week immediately discussed that the #EU should take further measures to deal with foreign intervention and threats such as China and Russia.

A draft report mentioned that some authoritarian powers try to penetrate Europe, especially the United Front Work Department of the Chinese Communist Party (#CCP). The report stated that the counteraction could take Australia and New Zealand as a reference, and it will be submitted to the European Parliament for a non-binding vote early next year.

#UN votes to condemn #Russia’s invasion of #Ukraine and calls for withdrawal; #Beijing Abstains

On March 2, 2022, the United Nations (UN) has voted overwhelmingly for a resolution deploring Russia’s invasion of Ukraine and called for the immediate withdrawal of its forces.

In an emergency session of the UN’s general assembly held on March 2, 2022, 141 of the 193 member states voted for the resolution, 35 abstained, and five voted against.

The only countries in support of Moscow were Belarus, North Korea, Eritrea and Syria. Longstanding allies Cuba and Venezuela joined China in abstaining.

Dozens of Graduates from Universities Across China Sign Petition Against Russian Invasion of Ukraine

Over 100 domestic and overseas alumni of over 10 universities across #China, including Peking University and Tsinghua University, have signed a petition against #Russia ’s invasion of #Ukraine . Echoing the open condemnation of Russia’s actions made earlier by a number of historians, the petition calls on the Chinese government to fulfil its guarantee of Ukraine’s safety.

In a 26 February Weibo post titled “Russia’s Invasion of Ukraine and Our Stance”, Professor Sun Jiang of Nanjing University, Professor Wang Lixin of Peking University, Professor Xu Guoqi of The University of Hong Kong, Professor Zhong Weimin of Tsinghua University, and Professor Chen Yan of Fudan University openly censure and express strong opposition to Russia’s war against Ukraine. The scholars call on the Russian government and President Putin to cease the aggression and come to a solution through talks. The post was hidden two hours later.

//EU leaders are in possession of "very reliable evidence" that China is considering military assistance to Russia, a senior EU official told POLITICO, threatening potential trade measures if weapons' deliveries go ahead.

It follows a similar warning from U.S. officials earlier this week that the Russian government had asked China for military equipment and other support, as POLITICO and other media outlets reported. A subsequent Financial Times report said China signaled openness to the request.

"EU leaders have very reliable evidence that China is considering providing military aid to Russia. All the leaders are very aware of what’s going on," the senior EU official said on condition of anonymity as he was not authorized to speak publicly about confidential information.

"We are concerned about the fact that China is flirting with the Russians," he added. The EU will "impose trade barriers against China" should Beijing proceed with Russia's request, he said, as "this is the only language Beijing understands."//

On March 17, 2022, the International Court of Justice (#ICJ), the top court of the United Nations, has ordered Russia to “immediately suspend” its military operations in Ukraine.

Of the 15 judges, almost all agreed to order Russia to “immediately suspend” its military operations, except two dissenters: the judges of Russian, Kirill Gevorgian and Chinese, Xue Hanqin.

ICJ rulings are binding under the UN Charter although the international body has no means to enforce it.

"Ukraine gained a complete victory in its case against Russia at the international court of justice,” Ukrainian president #VolodymyrZelenskiy said in a tweet. “Russia must comply immediately. Ignoring the order will isolate Russia even further.”
