Government Forcefully Renames 'Sha Tin District Council Conference Room' as 'District Office Conference Room'

[Editor's note: Though similarly-named, the District Council and District Office are independent entities. The District Office is part of the government's Home Affairs Department, which does not generated by election; while the District Council is democratically elected by the population.]

A number of Sha Tin District Council members criticized in their Facebook posts today that the Sha Tin District Office had renamed the 'Sha Tin District Council Conference Room' at the Government Offices as 'District Office Conference Room'. An electric drill was even employed to erase the words 'District Council Conference Room' on the map at the lift lobby.

Community Sha Tin, a group formed by a number of the district's council members, described in a post that the change discovered today during the meeting was 'a change without consent', and criticized that the District Office did not consult with the District Council beforehand, and refused to explain who ordered the change, nor under what authority or justification.

In their reply to the inquiry, the Sha Tin District Office stressed that the conference room was located within their office, thus 'the name now adopted can clearly reflect its location'. They added that both the government departments and the Sha Tin District Council could still use the venue as before, following the established procedures.

Ching Cheung-ying, the chairman of the Sha Tin District Council who has been serving as a District Council member for over 30 years, told Stand News that the conference room had been named 'Sha Tin District Council Conference Room' since 2002, and it was also designed with holding District Council meetings in mind. 'We have been using this name all this time'. He then challenged the District Office's statement of 'correcting the error': 'There was no error; where is the error?'. He slammed the District Office's action, calling it 'petty and overbearing' , and questioned whether they were 'belittling the District Council'.

Prof. Steve Tsang, a Hong Kong born political scientist at the University of London’s SOAS China institute, pointed out that that key Western countries alone have more than 3.5 million citizens and nationals in Hong Kong. He said this group, which amounts to half of Hong Kong’s population, represents the bulk of the economic lifeforce in the territory. The departure of this population would greatly damage the Asian financial hub’s future.

Hong Kong’s residents include 300,000 Canadians, 100,000 Australians, 85,000 Americans, 3,000 New Zealanders and an estimated 2.9 million who are a class of British nationality called British National (Overseas).

He urged Canada and other democracies that have significant populations in Hong Kong to coordinate a joint defence of civil liberties there.

CSIS warns China’s Operation Fox Hunt is targeting Canada’s Chinese community

The Canadian Security Intelligence Service (#CSIS) says Beijing routinely uses undercover state security officials and “trusted agents,” or proxies, to target members of Canada’s Chinese community in an effort to silence critics of CCP leader Xi Jinping, including threats of retribution against their families back in China. Canada’s spy agent addresses the same issue mentioned by FBI Director Christopher Wray in July that Operation Fox Hunt is part of a global campaign of intimidation. CSIS spokesman urged Chinese national and Chinese-Canadians to report any threats or intimidation to Canadian authorities.

Former CSIS director says that the Chinese authorities, who have almost unlimited resources, are very active and sophisticated.

The European Union Office in Hong Kong and Macao tweeted on Nov 10, 2020 that they are following very closely the court case, stressing that press freedom is a fundamental right.

The Brazilian National Health Surveillance Agency on Monday announced that it has suspended the clinical trials of China's Sinovac COVID-19 vaccines, citing "serious adverse reactions" that occurred during the testing last month (29 October), But the authority did not provide further details, nor explained why it took more than a week to announce the problem.

Sinovac Biotech has been cooperating with Butantan, an institute at the State of Sao Paulo, to develop COVID-19 vaccines, called CoronaVac. The institute was surprised by ANVISA's decision, said it said was investigating the incident and will held a press conference on Tuesday morning local time.

Canadian Prime Minister of Canada Justin Trudeau said on Monday that he hopes the future administration of the US President-elect Biden keep pressure on China to release the two Canadian citizens.

At the request of the United States in December 2018, Canada arrested Meng Wanzhou, the deputy chair of the board and chief financial officer of the telecom giant, Huawei, at the Vancouver Airport in transit. China subsequently detained a former Canadian diplomat Michael Kovrig and a businessman Michael Spavor, who were indiced in June on suspicion of spying on state secrets and intelligence for a foreign country. Western countries widely criticize China of detaining the two men in retaliation for the arrest of Meng Wanzhou.

#Cheung KimHung, former Chief Executive of Apple Daily, on trial for national security offences had his bail denied in part because of comments made by US Foreign Minister #DominicRaab after his arrest. The prosecution cited it as evidence of a “close association” with foreign political groups.

Cheung and five senior executives of the pro-democracy newspaper were arrested during a police raid on Apple Daily newsroom and executives’ homes in June, 2021.

They are accused of conspiring to use the outlet to collude with foreign entities and seek sanctions, blockades, or other hostile activities against the Hong Kong and Chinese governments, endangering national security.

In denying bail, Judge Susana D’Almada Remedios cited prosecutors’ claims that Cheung had “a close association with the USA and foreign political groups as evidenced by their prompt reactions condemning law enforcement actions against the applicant and the condemnation of [the national security law] and enforcement actions against Apple Daily”.

In her reasons, Remedios also cited prosecutor's claims that Cheung maintained business connections to Apple Daily in Taiwan, which they said “posted articles for making unfounded allegations against the HKSAR government and the Hong Kong police repeatedly”.

"Fight for Freedom Stand with Hong Kong," a group advocates for freedom and democracy in Hong Kong called for fellow citizens to appeal to Netflix and request the showing of some pro-democracy documenteries and films produced in Hong Kong. These titles include:

- Revolution of Our Times;
- May You Stay Forever Young; and
- Far from Home

All these films chronicled the Anti-ELAB movement in Hong Kong in 2019, capturing the bravery and extraordinary resilience of youths in the face of brutal repression, and their plea for international help.

Under the #NationalSecurityLaw, it is a safe assumption that these films cannot be officially shown in Hong Kong.

On its Facebook post, the advocacy group cited the Chinese Communist Party's pressure as the key hinderance to distribution of these films.

The European Parliament discusses further measures to counter foreign intervention, focusing on China and Russia

Europe is considering implementing an “Anti-Foreign Intervention Law", like Australia, to contend against foreign political propaganda and to influence the development of local democracy.

The European Parliament’s Special Committee on Foreign Interference and Disinformation (#INGE) discussed a 33-page draft report in Brussels on Tuesday (9th November). Among them, 40 mentions of China, more than twice of Russia. Participants urged the EU to set up a special task force to monitor the intervention from China.

After the INGE delegation composed of transnational members of the European Parliament visited Taiwan last week, the European Parliament this week immediately discussed that the #EU should take further measures to deal with foreign intervention and threats such as China and Russia.

A draft report mentioned that some authoritarian powers try to penetrate Europe, especially the United Front Work Department of the Chinese Communist Party (#CCP). The report stated that the counteraction could take Australia and New Zealand as a reference, and it will be submitted to the European Parliament for a non-binding vote early next year.

Surveillance for All: China Pushes for Permanent Health Code by 2025

Although the #WHO had clearly stated that there had been a drastic 90% decrease in COVID deaths across the world, China had not embraced this optimistic view. Instead, it has declared a goal of making the Health QR Code mandatory for everyone in the country by 2025, enforcing a long-term, real-time surveillance for its citizens.

On Nov 9, The National Health Commission of China announced on its website that by 2025, every Chinese citizen will have a dynamically-managed electronic health file and a fully-functional electronic health code. The announcement is jointly published by the National Health Commission, State Administration of State Administration of Traditional Chinese Medicine, and National Bureau of Disease Control and Prevention.

According to the announcement, the health code systems currently in use are run by each province separately, and the systems from different provinces do not generally recognize each other's codes. In response, the central government aims to create a basic, inter-connected surveillance platform by 2025, in which each resident will have a dynamically-managed electronic health file and a fully-functional electronic health code.

With such a system in place, the Chinese government will be able to leverage big data to trace the so-called "high-risk individuals", establishing a long-term, real-time surveillance and control of the Chinese populace.

It was just after sunrise when the police came for Chow Hang-tung.

The table in the room where she was working was strewn with documents as she prepared a bail application for a fellow pro-democracy activist. The 37-year-old barrister had pulled an all-nighter in her Hong Kong chambers on the 34th floor of the Bank of America Tower, where she liked to fuel herself with Japanese instant noodles and cups of instant coffee.

Suddenly, there was a loud rattling at the chambers’ glass doors. Chow tapped the Facebook app on her phone and began live-streaming. Someone kept ringing the doorbell and trying to input a security code. “It looks like they’ve really decided to take action today,” she said with a short laugh.
