-- A Joint Statement Signed by Over 48 Online News Outlets in Response to HK Police's Unilateral Amendments to the Definition of "Media Representative" on September 22, 2020 --

Hong Kong is an international metropolis renowned as a free port for trade, with her effectual and truthworthy institutions being the cornerstone of success, and freedom of the press forms an integral part of it. Therefore, it is guaranteed by "One Country Two Systems" and the "Basic Law", and even "National Security Law", as claimed in its provisions .

Article 27 of the Basic Law states: "Hong Kong residents shall have freedom of speech, of the press and of publication; freedom of association, of assembly, of procession and of demonstration; and the right and freedom to form and join trade unions, and to strike."

It safeguards the freedom of press in Hong Kong. As in most modern polities, neither the government nor the police has the power to decide who can monopolize the press, so as to ensure free expression and free distribution of information, of all voices, in all forms. This free flow of information is the freedom of the press promised by the Basic Law.

Even though "Police General Orders" are not legally binding, the amended Orders have obviously violated the principles laid out in "One Country Two Systems", "Basic Law", and the "National Security Law". It undermines Hong Kong's position as a cosmopolitan city.

Reporting by journalists is an exercise of the freedom of the press in accordance with the law and the principles of the law. Screening of media is a direct assault to the freedom of the press and to Hong Kong's trusted institutions.

The Police's amendment to the "Police General Orders" degrades Hong Kong's standing in the international community and upsets rightful expectations from Hongkongers and other nations.

In a digital age, the development of online media outlets is inevitable. Organizations such as HKJA has been maintaining a legal channel to facilitate rational and effective communications betwen media outlets and the HKSAR government. With the authorities' discreditation of online media, it is a regression dragging Hong Kong back to a time before the Internet. The authorities' refusal to recognize a common communication channel will only lead to confusion and misunderstanding.

Therefore, from communal, national, or global perspectives, this decision of the Hong Kong Police Force is imprudent and backwards. We regret and object all discriminative treatment of media and biased selection of journalists by the authorities.

We will carry on our duty to report, continuing exercising our freedom of the press as guaranteed by the law. We stand as one in our defense of the freedom of the press.

Press Associations and Unions in Hong Kong Call On HK Police to Withdraw Unilateral Revision of "Media Representative"

Hong Kong Journalists Association, Hong Kong Press Photographers Association and several press unions issued a joint statement on Sept 22, 2020, after the Hong Kong Police Force unilaterally amended the definition of “media representative" in the Police General Orders.

Local journalists urged the Force to withdraw the amendment which would undeniably jeopardize the relationship between the Force and the media. The Unions stressed that they would otherwise take all feasible and necessary measures to respond.

The statement pointed out that the Force’s new definition of "media representatives" is no different than imposing a licensing regime on journalists. The act not only erodes press freedom, but also drives Hong Kong towards totalitarianism.

The statement condemned the police's refusal to recognize the journalists who fall out of the 'new' definition arbitrarily set up by the police.

Under the new definition, the Hong Kong police will only accredit journalists from media organisations registered with the Government News and Media Information System (GNMIS) and those working for "well-known" foreign news outlets.

Student Reporters Group denounces Police’s attempt to re-define “Media Representatives”, calling it a decoy to licensing regime on journalists

Responding to the Police’s attempt to re-define “Media Representatives” in Police General Orders, refusing to recognize accreditation from Hong Kong Journalists Association (#HKJA) and Hong Kong Press Photographers Association (#HKPPA), 5 student press groups of local universities and institutions, joining over 48 online news outlets and 8 press unions, also denounced the Police’s unilateral revision of definition.

The group of student reporters pointed out in their statement that the revision is a decoy to licensing regime on journalists, which is meant to encroach, in particularly, the rights of web-based media, civil journalists and school press to report, depriving their freedom of speech.

Hong Kong National Security Law: Joint Statement by 39 Nations Urges China to Protect Hong Kong’s Autonomy, Claudia Mo Says the Law Obviously "Went Too Far"

On Tuesday (Oct 6), Germany delivered a joint statement on behalf of 39 countries, including the US, the UK and France, at the Committee of the United Nations General Assembly, raising their deep concerns over China’s human rights records and the erosion of freedom in Hong Kong. The signatories of the statement rose from 23 countries to 39 this year, which Human Rights Watch welcomed. A Hong Kong Legco member opined that the statement reflected that the CCP’s forced implementation of the national security law in Hong Kong seriously trampled the universal values of democratic countries. The Hong Kong government’s direct denial of the separation of power earlier also prompted democratic countries to re-evaluate Hong Kong’s status as an international society.

Christoph Heusgen, Permanent Representative of Germany to the UN, issued a joint statement on behalf of allies during the 75th UN General Assembly Third Committee General Debate, a session dedicated to social, humanitarian and cultural issues. The countries expressed deep concerns over the Hong Kong national security law. They also called on Beijing to protect the autonomy, rights and freedoms in Hong Kong and to respect the independence of the Hong Kong judiciary. In the statement, the countries raised concerns over China’s establishment of “re-education camps” in Xinjiang and suppression of Uyghur Muslim minorities as well. It pointed out that “Widespread surveillance disproportionately continues to target Uyghurs and other minorities and more reports are emerging of forced labour and forced birth control including sterilization”, and urged Beijing to “allow immediate, meaningful and unfettered access to Xinjiang for independent observers”.

The signatories include Albania, Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Denmark, Estonia, Finland, France, Haiti, Honduras, Iceland, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Marshall Islands, Monaco, Nauru, the Netherlands, New Zealand, North Macedonia, Norway, Palau, Poland, Slovakia, Slovenia, Spain, Sweden, Switzerland, the UK, the US and Germany. Former Permanent Representative of the UK to the UN Karen Pierce issued a similar statement on behalf of 23 countries at the Third Committee in the previous year. The signatories rose to 39 countries this year, which was welcomed by human rights organisations. Louis Charbonneau, the United Nations director at Human Rights Watch, said, “The 39 states took a stand despite China’s persistent threats and intimidation tactics against those who speak out.”

50 US Senators urged US-Taiwan Trade Agreement to counterbalance China's economic dominance in Indo-Pacific Region

A total of fifty US Senators from the Republican and the Democratic Parties, accounting for more than half of the Senate, sent a joint letter to the US Trade Representative Robert Lighthizer on Thursday [01 October]. The letter states that Taiwan is a long-term economic partner as well as a safe ally of the US, and called for a bilateral trade agreement (BTA) between two countries as soon as possible. This is part of the from the Congress to the US government to counter China. The Ministry of Foreign Affairs of Taiwan expressed gratitude to the US Congress for showing bipartisan support for Taiwan once again.

42 Republican Party Senators and 8 Democratic Party Senators participated in the joint petition, including the co-chairs of the Senate Taiwan Caucus, James Inhofe and Robert Menendez along with US Senate Committee on Foreign Relations chairman, Jim Risch. The letter stated that they believed this is the time to negotiate trade agreements with like-minded countries in the Indo-Pacific region. A time when the US was seeking to promote an initiative for a free and open Indo-Pacific. Therefore, they strongly recommend having formal trade agreement negotiations with Taiwan.

The letter also stated that Taiwan is the 11th largest trade partner with the US, showing the ability to maintain its economic partnership with the US. Also, Taiwan is supporting approximately 208,000 jobs in the US and this number could increase after the signing of a comprehensive bilateral trade agreement.

G7 Foreign Minister’s joint statement focuses on criticizing China and Beijing: group politics that drive history 
 
The Foreign Ministers of the G7 member states met in London, England this week, they issued a joint statement which discussing China in the most paragraphs and concerned about the destruction of Hong Kong’s electoral system and human rights violations in Xinjiang. Also, it mentioned supporting in Taiwan’s participation in the WHO Forum. Chinese Foreign Ministry Spokesperson Wang Wenbin responded on Thursday (6May) that the Foreign Ministers of the Group of Seven Countries made “non-factual accusations” against China and openly intervened in China’s internal affairs. The brutal interference of sovereignty, China strongly condemns.  
 
Wang Wenbin stated, issues in Xinjiang, Tibet and Hong Kong all are the China’s internal affairs, said that China has sufficient factual and legal basis for the sovereignty and rights of the Diaoyu Island and its affiliated islands, the South China Sea Shudao and its adjacent waters. Regarding Taiwan’s participation in international organisations, including the World Health Organisation, Wang Wenbin pointed out that it must be handled in accordance with one-China principle.

G7 Summit Published a joint statement Criticising China and Supporting Taiwan’s Participation in the World Health Forum

Ministers of Foreign Affairs of Member States of the Group of Seven Industrial Countries (G7) announced a joint statement after the meeting on 3 May in England London. In the context of discussing the affairs of various countries, most paragraphs talked about China, concerning the destruction of Hong Kong’s electoral system and the violation of human rights in Xinjiang. In addition, the statement also mentioned the Taiwan Strait, South China Sea, etc., which requires relevant countries to act under international rules. Besides, the statement also mentioned supporting Taiwan to participate in World Health Forum, believing that each country can be benefited from Taiwan’s successful anti-epidemic experience.

Six among the 87 paragraphs in the joint statement discussed China, which is more than Russia (4 paragraphs) and Myanmar (4 paragraphs). The statement described China as a “major power”, and encouraged China to follow the international rules. The 15th paragraph mentioned Hong Kong, concerning China’s damage to the democratic elements in Hong Kong’s electoral system, and demanded that the Chinese and Hong Kong regimes stopped targeting people who fight for human rights, freedom, and democracy. The statement again requested China to respect human rights and basic democracy in Xinjiang; to pay attention to the actions damaging freedom and fair economic system, and to stop committing or supporting violations of intellectual property rights through the internet.
