CCTV Warns "First War Will Be Final” and Military Drills over Taiwan's Airspace. Tsai Ing-wen Says Threats are Meaningless and Has Confidence in National Security

Former Taiwan President Ma Ying-jeou said in a public speech last Monday (10 Aug) that the People's Liberation Army’s (PLA) strategy for attacking Taiwan is that "the first war will be final", and that it will not allow Taiwan the chance to wait for the US’s military assistance. China's official media, China Central Television (CCTV), made the same statement in its straits commentary yesterday (18 August), claiming that PLA has the strength, confidence and determination to “enforce unification”, and warned that the PLA may perform military drills around the island and even over Taiwan's airspace. Taiwan President Tsai Ing-wen today responded that China's incessant military threats are "meaningless," stressing that Taiwan has been closely monitoring the situation and has full control over the military condition. She was confident that Taiwan could protect its national security and believed that the international community would not accept any actions that undermine regional peace and stability.

Following Ma's earlier remarks in a public speech that the PLA's strategy on Taiwan is that "the first war will be final," CCTV published a straits commentary yesterday (18 Aug) mentioning the same statement. Entitled "US-Taiwan Collusion and Provocations Will Face a Decisive Blow", the article stated that the PLA has the strength, confidence and determination to “enforce unification”, and when that happens, “the first war will be final”. It stated that Taiwan could not afford the consequences of war, and that even US interference would not save “Taiwan independence” from that. The commentary also accused Taiwan's Democratic Progressive Party of “relying on the US for independence” and “using military force to resist unification”, claiming the more “arrogant” Taiwan assumes in these stances, the stronger the PLA’s counter responses will be, “Today’s drill is in the Taiwan Strait plus its northern and southern ends. For tomorrow, a bigger drill around the island or even over Taiwan's airspace is not out of the question either."

Australian Foreign Minister: Australian-Chinese Female Host for CCTV’s Overseas Operation Detained in Beijing

The Australian government has confirmed that Australian-Chinese reporter Cheng Lei is being detained in Beijing. An employee of China Global Television Network (CGTV), an overseas subsidiary of China’s state media organization CCTV, Cheng is under residential surveillance. The Australian Broadcasting Company (ABC) described the case as a “fresh challenge” to Australia-China relations.

A statement from Australia’s foreign minister Marise Payne confirms that Cheng is detained in Beijing, China’s capital. Australian diplomats were allowed a conversation with her by video conferencing last week. The statement said the Australian government had been informed that Cheng, an Australian citizen, had been detained in China.

Australia received an official notification of Cheng’s detention from the Chinese authorities on 14 August. Australian officials made their first consular visit to Cheng by means of a video conference at the detention facility on 27 August. The Australian authorities promised to “continue to provide assistance and support to her and her family”.

Colleagues: Cheng had not replied to messages for weeks

According to the ABC’s report, Cheng’s co-workers at CGTV noticed that she had not been replying to messages for weeks and started to worry about her. They suspected that she might have been detained by the Chinese authorities. No charges have yet been pressed against Cheng, though she is kept under what is known as “residential surveillance at a designated location”. Several of her family members, including two children, are in Melbourne.

Cheng’s family has since issued a statement, saying they were aware of the current situation of Cheng Lei as reported by Australia’s Department of Foreign Affairs and Trade (DFAT). They added that they will communicate closely with DFAT and give Cheng their full support. “In China,” they said, “due process will be observed and we look forward to a satisfactory and timely conclusion to the matter.”

Born in 1975 in Yueyang, Hunan, Cheng moved to Australia with her parents when she was 10. She gained a business degree at The University of Queensland in 1994 and became a business analyst in 2001. She joined CCTV the next year and later the financial channel CNBC Asia, where she had worked for nine years, stationed in China and Singapore. The ABC described her as being “well known” in the Australian community of Beijing for having hosted various events for business associations and the Australian Embassy.

China’s Foreign Ministry has yet to comment on the matter. Cheng is the second Australian detained in Beijing. Writer and former Chinese government employee Yang Hengjun was detained by the Chinese authorities back in January 2019. He has been placed under investigation for espionage and denied access to his lawyer for the past 19 months. This July, the Australian government updated its travel advisory for China, warning citizens of an increased risk of being arbitrarily detained.

China Tampers With #WHO Video, Removes a Crucial "If", and Falsely Claims Vaccine Success

China's state-run CCTV News posted a video on Sept 24, 2020 to their Chinese-language Facebook page, claiming that WHO had stated that China's COVID-19 vaccine had "proved to be successful" in current clinical trials.

The video was reposted by a number of pro-Beijing Facebook pages, with captions such as "WHO Top Scientist: New Chinese COVID Vaccine Proven to be Effective", "China is Great 👍 For the Good of the World".

However, Factcheck Lab compared the video disseminated by China with the actual proceedings of WHO's press conference, and found that CCTV had cut the statement out of context, carefully removing a paronwith a crucial "if". Moreover, stock footage is played over the resulting audio clip, carefully concealing the distortion of facts upon the edits made by the China-owned news organization.

In the CCTV video [1], the quote from WHO Chief Scientist, Dr. Soumya Swaminathan, was modified to apparently claim that China had already created a successful vaccine:

"... very active vaccine development programme and several of their vaccine candidates are in advanced stages of clinical trial so this is also of interest to us so we're following those very closely. Some of their candidates actually proved to be successful in the clinical trials that are going on"

The full quote of Dr. Swaminathan is preserved in the conference transcripts [2] and video [3] of the Sept 21 press conference. The parts edited out by CCTV makes it sound that the above italicized quote was not meant to be an assertive statement on its own:

"We've been engaged in discussions with China for the last several months because, as you know, they also have a very active vaccine development programme and several of their vaccine candidates are in advanced stages of clinical trial so this is also of interest to us so we're following those very closely. <b>We've had very constructive and open discussions with them and they have always been reiterating their commitment to global access if some of their candidates actually prove to be successful in the clinical trials that are going on."

Taken in its entirety, it is clear that Dr Swaminathan's statement was only acknowledging China's promise to share any vaccines that they might develop.

In other words, the edited CCTV video, as well as the reposts made by pro-Beijing pages, had deliberately modified the scientist's statement to make false claims of China's success, and is clearly an intentional attempt to mislead the public.

China's CCTV said the NBA continued to Release Goodwill after the Suspension, Rebroadcasting from Tomorrow

NBA Team Houston Rockets Director Daryl Morey supported Hong Kong democracy on Twitter, causing dissatisfaction from China. At that time, CCTV announced that they would stop broadcasting events and “would investigate all cooperation and exchanges involving the NBA”. After a year, CCTV indicated today that they would rebroadcast NBA from tomorrow (10th October). The NBA team Houston Rockets Director Daryl Morey posted a “Stand with Hong Kong” photo on Twitter, indicating his support for Hong Kong democracy. NBA Commissioner Adam Silver showed his support for Morey to exercise freedom of speech. CCTV first announced the suspension on broadcasting the competitions of Houston Rockets, then issued a statement about the immediate ban for NBA preseason broadcasting and would investigate all NBA-related cooperation and exchanges.

Arrested after taking photos of Shenzhen Armed Police force

In the second half of "Focus interview", the program said Lee went to Shenzhen to film military vehicles and people armed police (PAP) training, then sent the videos back to Taiwan. He was arrested at a ferry terminal while preparing to leave the country. The program said that the state security authorities arrested Lee, and the 16 videos and 48 photos taken were a Chinese state secret. If a professional intelligence agency analyzed the data, they would be able to reveal the number of personnel, the main combat equipment, as well as the intention and the scale of operations of the entire army. Therefore, this action endangered China's national security.

It's breaching due process of law and violating of judicial human rights, said Mainland Affairs Council of Taiwan

According to the Taiwan media ETtoday and SET News, the MAC said that the Chinese government required the involving persons to interview at the official media, admitting their crime, and repent in front of the camera, which does not comply with due process of law. The international community has unanimously condemned this kind of inappropriate accusation of violating judicial human rights. The council also expressed their opposition, calling on the mainland authorities to stop practicing these as soon as possible.

The Mainland Affairs Council emphasizes that it has been in contact with Lee's family since the incident to keep abreast of the case and to provide the necessary assistance.

UK Revokes a China's Media CGTN Broadcasting license and Beijing Rebuts BBC as "Fake News”

China Global Television Network (CGTN), a subsidiary of China’s state-owned China Central Television, has been repeatedly questioned as biased. The Office of Communications (Ofcom) in the UK announced to revoke the local broadcasting license of CGTN today. On the other hand, the Chinese Foreign Affairs Ministry criticized a BBC report from last month as fake news linking politics to the pandemic and asked for apologies.

Ofcom confirmed on Thursday after the investigation that Star China Media owned the broadcasting license of CGTN. However, this company has no right to control the editorial content of this station. Therefore, it does not meet the legal requirements for the license.

CGTN once requested to transfer the broadcasting license to a company called China Global Television Network Corporation. However, as the “important information” for the application is missing and the company are ultimately controlled by CCP, Ofcom refused the request for license transfer. Ofcom emphasized that they have already given enough chance to CGTN, but they still failed to comply with the law, so they decided to revoke its license.

HK Authorities To Implement Exchange Programme with China for All

After drastically changing the electoral system, Hong Kong Chief Executive #CarrieLam said on an interview with China media that Hong Kong had to “enhance” its public service system, education system and media environment.

Talking to China's state media #CCTV, Lam revealed more details about the civil servants' "Temporary Post Exchange Programme" between China and Hong Kong.

“Very soon, the Hong Kong SAR Government is going to sign relevant agreements with Guangdong and Shenzhen to allow civil servants to exchange posts temporarily.”

#PatrickNip, Secretary for the Civil Service in Hong Kong, announced that all civil servants must attend one Temporary Post Exchange programme in their 3-year probation to be considered for appointment on permanent terms.

The Standing Committee of the National People’s Congress of China closed today (10th June) in Beijing, according to the CCTV, the decision and proposal of Anti-Foreign Sanctions Law has passed during the meeting. Now, the proposal of Anti-Foreign Sanctions Law still has not published. European and American countries have been countered by Chinese government due to the issues of Xinjiang human rights, Hong Kong’s situation, and annunciation to sanction the Chinese and Hong Kong officials. According to the interview of Director Tian Feilong which podcasted by Now News, he described that proposal will be a “legal weapon” to counter external interference. And he said Hong Kong is necessarily to cooperate with the law, stated that after the law has been passed, it might be included in Annex III of Hong Kong’s basic law, or Hong Kong government may revise and formulate relevant local laws on its own. 
 
The Anti-Foreign Sanctions Law also sets out, the relevant departments of the State Council can take measures, including not issuing visas, not allowing the entry, log-outing visas or even deporting; sealing up, seizing, and freezing movable, immovable, and other various properties in China; and prohibit or restrict organisations and individuals in China from conducting transactions and cooperation with them, etc.  
 
Tian indicated, in the past, China faced sanctions mainly through the administrative measures of the Ministry of Foreign Affairs and the Ministry of Commerce, which were limited to the economic and foreign trade areas of the original Ministry of Commerce and blocked them. The individual countermeasures announced by the Ministry of Foreign Affairs are only administrative in nature. Therefore, it is necessary to improve the relevant legal system. He described the "Anti-Foreign Sanctions Law" as a "legal toolbox" to counter external interference, and to make countermeasures act in accordance with the law, forming a stronger law enforcement force.

//Two private primary schools, Good Hope Primary School and Pooi To Primary School, were found to have installed one or more CCTV cameras in their classrooms for 12 years and at least four years respectively, according to photos posted in the past. Parents told FactWire that they did not know about the surveillance.

FactWire evaluated photos of 50 primary schools from the schools’ websites and social media accounts, among which CCTV cameras were seen in the classrooms of two schools.

FactWire evaluated a large volume of classroom photos from this school year but did not find any notices about its CCTV operation. This may be seen as a violation of the Guidance on CCTV Surveillance and Use of Drones, issued by the Office of the Privacy Commissioner for Personal Data.

A father surnamed Liu expressed his concern about the children’s privacy, ‘It is only reasonable to use CCTV at locations with safety concerns, such as entrances or exits,’ he said, ‘but I don’t think there is a safety concern in classrooms where all the children have lessons together.’

Another parent, Mrs Lau, was rather concerned about the impact upon the teachers and the unfairness involved, based on the positioning of the cameras. ‘The current social atmosphere makes me suspect that these cameras were installed to target the teachers,’ she said, ‘but as we send our children here, I think there should be trust between the teachers and us.’//

CCTV Again Questions the US Having "an Ulterior Motive" for Joining Wuhan Military World in 2019 Without Seeking Gold

With more than 200 million COVID-19 infections, the whole world is trying to trace the source of the pandemic. While some in the US have suspected the virus was the leakage from the Wuhan Institute of Virology, China continues to wage a public opinion war, questioning the US to be the source of the virus. Following 25 million signatures collected by the Chinese tabloid Global Times, accusing US Fort Detrick laboratory of leaking the virus, official China media CCTV published another article on the 11th on the "Wuhan Military World theory", which proposed that a US athlete joining the game to be the "patient zero" and had transmitted the virus to China.

However, foreign media, such as CNN, has dismissed this claim. China-labelled "Patient zero" Maatje Benassi said that she has never been diagnosed in COVID-19 but has become a talking point of Chinese netizens, with her home address posted on the internet. "It's like waking up from a bad dream going into a nightmare day after day", she said.

Mainland China is purging the entertainment industry, and recently there has been a “restriction order” issued by the State Administration of Radio, Film and Television. In which, it stated part of the artists who own foreign citizenship will have difficulty of getting back to stage of mainland, banned list is including Nicholas Tse, who owns Canadian citizenship. He accepted interview from CCTV and stated, when he saw the comments of saying he is Canadian, he felt surprised and emphasized he has already applied for withdrawal the citizenship.  
 
Nicholas Tse accepted interview of China Movie Report Unit “Lan Yu Reception Room” from CCTV6, the host asked about his works have always hoped to spread Chinese elements, culture, and stories to the world, whether it is because he has a sense of belonging and pride of nation since he was a child.
