Old Citizens Escorted to Polling Station; Pro-Beijing Candidate Sidestepped Questions from Reporters

In Kwai Ching, two men escorted an 80-year-old lady in wheelchair to the polling station to vote. After that, the two men returned to the office of DAB, a pro-Beijing party while the woman went to a nearby park for a stroll.

The 80-year-old told the reporter that she did not know the men, nor did she need a wheelchair. The two men approached her and told her to vote for the pro-Beijing candidate. Although she knew nothing about the candidate, she agreed to vote when heard she could be taken to the station in wheelchair.

More citizens could be seen being escorted to the polling station. Later reporters asked the candidate about the incident, the candidtae asked the reporters to wait for her in her office, Just then, about ten men ran out to cover the camera. That candidate left with protection by the men.

Personal Information Stolen and “become” voter from Pro-Beijing Camp

A citizen revealed to Apple daily that while registering to be an eligible voter, he was told by the Registration and Electoral Office that his personal information has already been registered by the “Hong Kong Wenchang Clansman Association” two years ago, and he has become a registered voter before he had personally submitted his information. The citizen was furious that his information has been used by someone else, and he suspected that his personal information has been stolen by other parties.

The Hong Kong Wenchang Clansman Association has a close relationship with the Pro-Establishment camp. In their website, the Hong Kong Wenchang Clansman Association has declared itself to be “Holding a vibrant and clear pro-China and pro-Hong Kong stand and supporting the legislation and administration of the Hong Kong Government.” It has around 11,000 members.

Members of pro-establishment camp lure old lady on wheel chair to vote for their candidate. The old lady claimed she has no clue who she wanted to vote for but the group persuaded her with trickeries.

The intent of street stations is to allow the public to know more about the candidate and the volunteers are not allowed to lure civilians, especially the ones who are unsure of their stance.

Jimmy Sham: District Council Election is only part of the movement. It is still a long way to save all the fellows

2239 | Civil Human Rights Front convener Jimmy Sham was interviewed after the end of voting period. He pointed out that his success or failure does not matter at all but that of HongKongers is significant. He believed that HongKongers would support the Five demands, so it was unnecessary to make an urgent call for himself. On the contrary, pro-establishment camp sweep for solicit votes, which was doubted that there was a weak stance for "anti-violence".

Over a million Hong Kong citizens had shown their determination throughout the two demonstrations. He urged the Chief Executive Carrie Lam to response to Five demands instead of eluding from public will.

He further emphasised that this election is only part of the social movement. Hong Kong citizens have to stand together to save all those arrestees and clarify the deaths in open verdict.

The Pro-China Strategy: Gifts, Hinting Cards, Free Rides (1)

Today is the District Council Election Day. Until 20:30, over 2.7 million people have cast their vote, with a record-high 66.5% turnout rate. Although many had described this as a referendum and a test of the popular will, vote-rigging was a common practice by the pro-establishment to earn local seats. This is how they do it.

1. Bribery
Using funds from the District Council Office and Liaison Office, a body of the Central Government, Pro-China candidates often offered advantages to voters as a reward or an inducement to vote at the elections. This practice was often summarized in the phrase “snake soup, vegetarian dishes, biscuits, dumplings.” To rally support from middle-aged and elderly people, these organizations often provide community activities, benefits, including food gifts, and visits to temples. Before elections, they often pay home visits to hand out gift bags and presents.

In this election, photos leaked with candidates and Clansman Associations, which were considered Pro-China, transporting bags of rice and gifts. In some districts, elderly people could be seen carrying similar boxes and gift bags when they came out of polling stations. These suspected cases of bribery, if not given a reasonable excuse, are considered corrupt under the Elections (Corrupt and Illegal Conduct) Ordinance (Cap. 554).

2. Voter Impersonation
In the past, as non-voters received voter registration letters and the press reviewed the registers of voters, reports came out with people being impersonating. They often used fake address and identity to vote, using the information of deceased people, fictitious person or even actual living person. Repeat voting is also heard, although with much fewer reports.

Investigative: Single Elderly Being Impersonated? Electoral Office replied “wrong information”
In this investigation, a fake identity “Mr Wong Jun” was unveiled as the relatives of deceased Miss Lam, a single elderly, make an inquiry after receiving a registration letter about him in Miss Lam’s old address. The Electoral Office simply replied, “Sorry for having filled wrong information.”

Suspicion aroused around voter impersonation in this election. As new identity cards are issued this year, many voters have to recheck their information in the electoral office. Moreover, an injunction order by the High Court prohibited the publication of the final registry, making the press unable to monitor the electoral process.
As election day drew nearer, more information unveiled suspected cases of voter impersonation.

Events today added to the scepticism of the public. Apart from people claimed to mainland media, who usually never report the elections, set up cameras outside polling stations, a group of Fukien-speaking Chinese arrived in polling stations by coach. These mainlanders entered the stations and cast their votes. When pan-democracy candidates complained to the election managers, they simply replied that they were busy.

3. Direct stuffing
As votes have to be counted at the spot, cases of direct stuffing votes are little. However, citizens found a ballot box in district council office of a DAB candidate, to whom the candidate explained that was just a prop.

Citizens Concerned about Election Fraud; Rumors of Suspected Ballot Box Switching Seen on Internet

After the elections ended at 2230 and the election officers started vote counting, several reports of suspected ballot box switching were reported by local residents.

For example, in Tak Wah constituency, two riot police could be seen escorting a staff of the Registration and Electoral Office with a suitcase. The staff claimed that the suitcase contained votes from other independent constituencies, for example hospitals and prisons. Some however believed that this was a case of attempted ballet box switching.

Suspicious Ballot Boxes Brought into Polling Stations, Causing Doubt from Citizens

Residents reported they saw police entering the polling station A07 Kennedy Town & Mount Davis in Central and Western district with two ballot box. In the video, citizens inquired the source of the unknown ballot boxes.

A similar situation was witnessed in other polling stations including L20 Lok Tsui in Tuen Mun where a police, later claimed himself to be an officer from Correctional Services Department, carried a suitcase to the station. He later pointed out that was a ballot box.

WHO official urges China visit on virus origin.

The head of emergencies at the World Health Organization (WHO) says it’s “extremely important” for its international team to visit China to look into the origins of the coronavirus.

Ten months after the declaration of Covid-19 pandemic, WHO is still working to deploy an international team of experts to China to visit the suspected epicentre in the city of Wuhan and surrounding Hubei province.

“Clearly, we all need to understand the origins of the virus. We all need to understand where it has come from, not least to understand where it may re-emerge in the future,” Dr Michael Ryan said.

China scrubs internet posts on positive economic impact of Covid-19

Li Ling, head of the China Health Development research centre at Peking University, estimated that efforts to fight the pandemic would be responsible for earnings of Rmb67tn in 2020, or about two-thirds of China’s gross domestic product.

Online censors had acted and a number of articles and posts mentioning Ms Li’s calculations had been removed, leaving behind error messages or notices that the content had been deleted by its author.

Li later defended himself against critics that his speech was “patriotic” and had been “to extol the splendid success of China’s struggle against the epidemic, and to criticise the major failures of America’s”. His comments have not been censored.

U.K. Law May Fine Carriers 10% of Sales for Breaching Huawei Ban

The U.K. government has proposed a law that will fine phone companies as much as 10% of sales or 100,000 pounds a day ($133,000) if they break new telecom security rules, including the forthcoming ban on Huawei Technologies Co.’s equipment for 5G networks.

The bill will give the government the power to implement and enforce the ban on Huawei’s 5G equipment that it announced in July. Carriers have until the end of 2020 to stop buying the gear, after the U.K. deemed the Chinese technology giant a security risk, and the companies must remove existing Huawei equipment from their 5G networks by 2027.

The Chinese government sets up “Re-education Camps” in Xinjiang in recent years with masses detention of Uyghurs, drawing global attention to humanitarian issues. After years of demands from human rights defenders, Pope Francis firstly said the Xinjiang Uyghurs as “persecuted” people in his new book – Let Us Dream: The Path to A Better Future.

He mentioned Xinjiang Uyghurs in a chapter on the persecution of Christians in Islamic countries, “I occasionally think of the persecuted: Rohingya, poor Uyghurs and Yazidi.” Francis did mention about Rohingya fleeing Myanmar and Yazidi who is being killed in Islamic countries. This is his first time mentioned Uyghurs.

The United States Secretary of State Pompeo earlier criticized China on suppressing the Uyghurs in Xinjiang at the Vatican meeting. Yet, the Vatican has never spoken out on related issues. Some commentators think that the Vatican did not speak out for Uyghurs earlier to avoid affecting Sino-Vatican contract renewal negotiation.

Xi Jinping Advocates “Internationally Accepted QR Codes” to Track Global Population

Chinese President Xi Jinping attended the G20 Leaders’ Summit via video conference on Saturday (Nov 21), during which he expressed his wish for more countries to participate in an international mutual recognized mechanism for health codes proposed by China, in order to rapidly track international travels and movements of personnel during the pandemic.

Xi proposed that all countries should formulate a universal set of policies and standards to counter the pandemic, enhance the relationship between policies and standards, and establish “fast tracks” to facilitate the flow of personnel, to ensure the smooth operation of the global economy amid the pandemic. Xi proposed that the mechanism was based on nucleic acid test results and administered through internationally accepted QR codes, and expressed his hope for more countries to participate. He did not, however, specify the types of applications or QR code systems, or who to design and manage the system.

China has widely implemented health certificates locally using QR codes that also contain personal travel and health records. The codes were deemed effective in curbing the spread of COVID-19 in mainland China. The code system assigns different colour codes to users based on their risks of potential infection: Green denotes the lowest risk, followed by yellow, with red denoting the highest risk.

Canadian Foreign Affairs Minister Says Will Keep Pressuring China on Human Rights Issues and Warns that Tough Talk is Meaningless

Since the case of Huawei CFO Meng Wanzhou, the Sino-Canada relation remains tense. Francois-Philippe Champagne, the Canadian Foreign Affairs Minister, said in the House of Commons on Monday (23rd Nov) that Canada would continue to pressure China with allies, especially on the human rights issues, and emphasized that irresponsible tough talk on China generates no tangible results.

Appearing before the Canada-China Relations Committee of the Canadian Parliament, Champagne referred China to be a key role in climate change and global economic development. He also point out that tough talk on China is useless, “To those who are seduced by this one-dimensional view, I say that while it is easy to be tough, Let's not fall into the temptation of tough and irresponsible rhetoric that will generate no tangible results for Michael Kovrig and Michael Spavor, our farmers and entrepreneurs, and human rights victims and advocates.”

Champagne emphasized that Canada would not be soft on the human rights situation, including the crackdowns in Hong Kong and Xinjiang. In fact, Canada was the first to suspend the extradition treaty with Hong Kong in July and promised to make it easier for Hong Kong youth to immigrate to Canada. Champagne said, “It is absolutely imperative that advanced democracies like Canada and our like-minded partners work together to protect the international rules that have ensured stability and prosperity for decades. It is a challenge we all share. No country will succeed alone.”
