UK made a firm decision on Huawei in 5G: foreign ministry's top official

//Britain’s government made a firm decision to allow China’s Huawei to have a role in building the country’s 5G phone network and as far as the foreign ministry’s top official understands it is not being reopened, he said on Tuesday.

//Britain decided in January to allow Huawei into what the government said were non-sensitive parts of its 5G network, capping its involvement at 35%.

Samsung to supply 5G equipment to Canada's Telus

//Samsung Electronics has been chosen as a 5G network infrastructure partner for Canadian telco Telus

//In March, the company won its first network equipment deal outside of South Korea in New Zealand. It will be supplying equipment for Spark's 5G network this year. Prior to that, it won an order from US Cellular in February and another for Canadian telco Videotron back in December.

Pompeo signs 5G Clean Network Security joint declaration with Slovenia

The U.S. and Slovenia have signed a joint declaration on "5G Clean Network Security" that aims to keep untrusted telecommunications vendors out of Slovenia, meaning the country's 5G network will bar Chinese companies like Huawei. The U.S. Secretary of State Mike Pompeo, who is on a visit to Central Europe, said in a press conference "Free nations must work together to confront authoritarian threats”.

Pompeo met with Slovenian officials in the mountain lake town of Bled, Slovenia, known as the "most beautiful castle" in the country. He said, "The tide is turning against the Chinese Communist Party and its efforts to control information". Over the past year, the U.S. has signed similar agreements with Poland, Estonia and the Czech Republic, pledging that 5G suppliers would not be subject to control by a foreign government without independent judicial review, which effectively excludes Chinese telecommunication equipment makers such as Huawei from their 5G network.

Pompeo Raises Concerns on China’s Economic Expansion into Italy

The US state secretary Mike Pompeo has raised his concerns on China’s plan to expand its economic influence into Italy during his visit to the Mediterranean country.

Pompeo met with the Italian foreign minister Luigi Di Maio and co-hosted a press conference. At the meeting, Pompeo raised his concerns with Di Maio on the CCP’s attempt to leverage their economic strength in Italy to their strategic advantages. He also urged the Italian government to consider carefully the national security issues involved in the technology provided by tech companies associated with the CCP and the personal privacy risks it poses to Italian citizens.

Di Maio said Italy understood the US’ view and knew their concerns over the construction of 5G infrastructure in Italy. He also said he was fully aware of the responsibilities involved in handling safety issues and promised that he would stay alert as 5G technology is phased in.

Canada watchdog mum as U.K. agency finds security defects in Huawei gear

Unlike the British agency, Canada’s Communication Security Establishment (CSE) does not release annual reports on the testing of Huawei gear.

A senior research associate at Citizen Lab said Canadian to have right to know and understand the actual state what was going on.

The Globe has reported that Canada’s military and the Canadian Security Intelligence Service want Ottawa to block Huawei, saying it is not a trusted vendor and that its 5G equipment could be used for Chinese espionage or to disable crucial infrastructure during an international crisis.

Canada remains the only member of the Five Eyes alliance that has not taken action to ban and drug Huawei participation in 5G networks.

Italy vetos 5G Deal between Fastweb and China’s Huawei: Sources

The government used its special vetting powers to block Fastweb from implementing the supply deal with Huawei in the most sensitive part of its fifth generation mobile network.

Financial Times Report: Huawei Will Build Chip Factory in Shanghai and Forgo US Technology

The British Financial Times quoted a source in saying that Chinese telecommunications equipment company Huawei has planned to establish a chip manufacturing factory in Shanghai and no longer use the US technologies, in order to solve chips supply caused by the US’s export restrictions.

The report stated that the factory would be operated by Huawei’s collaborator Shanghai IC R&D Center, to ensure sufficient chips supply for core telecommunications equipment business. They expect to commence their production by the end of next year.

The factory would first produce the low-end 45-nanometre chips, and until the second half of 2021, when it would have the ability to manufacture the more advanced 28-nanometre chips for smart TVs and other internet equipment. By 2022, it would be able to produce the 20-nanometre chips for 5G network telecommunication equipment. In addition to the previous one to two years of chips inventory, Shanghai IC R&D Centre believed that the factory could support the sustainable operation of 5G business of Huawei.

Pompeo: US to Have Economic Dialogue with Taiwan, Supply Chain and 5G Security on Agenda

The US Secretary of State Mike Pompeo has announced that his deputy Keith Krach, who had visited Taiwan in September, was hosting an economic conversation with Taiwan on Friday, 20 November. Items on the agenda included supply chain and 5G network security. Pompeo said the dialogue, which marks the “strong and growing” economic relationship between Taiwan and the US, will help enhance their corporation in such aspects as health and safety, supply chain security and clean 5G networks. He added that Taiwan is a “vibrant democracy” and “reliable partner”.

According to Pompeo, the dialogue would be hosted by the American Institute in Taiwan and the Taipei Economic and Cultural Representative Office in the United States.

As the pandemic continues, Taiwan representatives in Washington said the conversation would have both face-to-face and online components. Physical meetings would be held in Washington and joined by a delegation led by Chen Chern-Chyi, Vice Minister of Economic Affairs. The other officials involved would join the conversation by means of video calls. The dialogue was expected to last for one day.

U.K. Law May Fine Carriers 10% of Sales for Breaching Huawei Ban

The U.K. government has proposed a law that will fine phone companies as much as 10% of sales or 100,000 pounds a day ($133,000) if they break new telecom security rules, including the forthcoming ban on Huawei Technologies Co.’s equipment for 5G networks.

The bill will give the government the power to implement and enforce the ban on Huawei’s 5G equipment that it announced in July. Carriers have until the end of 2020 to stop buying the gear, after the U.K. deemed the Chinese technology giant a security risk, and the companies must remove existing Huawei equipment from their 5G networks by 2027.

UK Ban Telecom Companies from Installing new Huawei 5G Device

The British government announced today that local telecommunications firms will be banned from installing new Huawei 5G network equipment after September next year. Oliver Dowden, the UK Secretary of State for Digital, Culture, Media and Sport said that the authorities will use unprecedented powers to identify and ban telecommunications equipment which poses a threat to the national security.

Reuters reported that the UK government announced on Monday that local telecommunications firms will no longer install new Huawei 5G network equipment. Besides of that, the government also announced a new strategy to diversify the 5G supply chain, including an initial 250 million pound (approximately 2.5 billion HKD) investment, trials in collaboration with Japanese firm NEC, and the establishment of new research facilities. Oliver Dowden emphasized that the government is setting out a clear path to completely remove high-risk vendors from its 5G networks.

Reuters: Telecom Italia Intends to Reduce Purchases of Huawei 5G Equipment

Reuters reported on 23 December that Telecom Italia has decided to retain Nokia as a supplier of its 5G network equipment to reduce the proportion of that supplied by Huawei. Among the suppliers whose contracts have been reviewed, Sweden’s Ericsson will supply most of the equipment with Huawei and Nokia winning 20 to 25% of the contracts. Negotiations on reducing the proportion of contracts awarded to Huawei are still in progress.

According to the report, the US has been persuading Italy and other European countries to avoid using Huawei’s equipment, which may pose a threat to national security, an allegation denied by Huawei. Italy still refuses to completely prohibit the use of Huawei equipment.

Brazil to Look into Banning Companies that Use 5G Equipment from Huawei

In support of the US’s Clean Network Program, Brazil was looking into legal procedures to restrict national telecommunication companies from using 5G network equipment developed by Huawei. Brazilian President Jair Bolsonaro’s national security advisor was looking into whether or not the government should ban Huawei with a presidential decree. However, as many major telecommunication companies have partnered with Huawei for years, the move was expected to be met with strong opposition.

A report stated that the Secretary of Institutional Security Augusto Heleno was in discussions with the Ministry of Communications to set up security provisions that telecommunication companies and equipment suppliers must comply to. They were also studying into the feasibility of a presidential decree. The US has criticised Huawei for its ties with China’s People’s Liberation Army and has expressed concerns over the leaking of confidential information to the Chinese government, which presents threats to national security.

As China has been Brazil’s most important trade partner, the ban on Huawei was expected to be met with strong oppositions from the industry and even from within the government, including the Brazilian Vice President Hamilton Mourao. The Brazilian Minister for Communications Fabio Faria refused to comment on the report, while Heleno has said that he was not involved in affairs pertaining to 5G.
