Government Blames Liberal Studies for Generating Different Opinions in HK

In an interview with China-funded, pro-Beijing newspaper Ta Kung Pao, Carrie Lam drew an analogy of education in Hong Kong to “a doorless chicken coop without supervision".

Responding to the criticism launched by the Chinese Communist Party media and Beijing loyalists on Hong Kong public exam for "not being patriotic", Lam reiterated that the issues raised by Beijing would be dealt with as the future of Liberal Studies would be announced this year.

Conjoining Beijing, Lam blamed subjects like Liberal Studies for having been "infiltrated" and that "some people intentionally disseminated false and biased information in schools". Lam concluded "stringent control is required."

Since Beijing's open attack of Hong Kong's legislature and education system, the local population are worried that China's "Cultural Revolution" tactics will be applied in Hong Kong.

12 Jun 2019 - Secondary school teacher Mr. Yeung was shot in Admiralty. Pro-Beijing newspapers and camps condemned him as a “rioter-teacher”.

Jul 2019 – Pro-Beijing media bombarded the private remarks of the assistant principal of the HKCCCU Logos Academy, claiming that “yellow teachers are poisoning kids".

Aug 2019 onwards – Teachers are targeted and encouraged to blow the whistle on their coworkers. Pro-Beijing media began to attack Liberal Studies in the Hong Kong Senior Secondary Curriculum.

//pro-Beijing media emphasized on the "severe infiltration of yellow teachers", and that the education system must be restructured.

//The freedom of thought of this generation’s students cannot be removed. The only way to suppress them with weapons, beat them up and arrest them, and the cycle continues.

<Response to the so-called incident of History exam question>

In the chaotic world, distance and silence should have been kept to stay safe. However, I am a principal. When the interests of my students are unfairly damaged, I need to speak for them and claim justice, so that I am worthy of my students and my profession. Another point is that I am a scholar in this troubled world, and I still have a little bit of the traditional Chinese culture, integrity.

In the spirit of running through tears gas to PolyU to save the students on that day, I hereby solemnly speak out regarding the cancellation of the DSE question in History by the Education Bureau.

1. The DSE History exam questions were open-ended since the first exam and have no standpoint of their own. Critics only have a problem with it because they have a pre-determined point-of-view. Making a mountain out of a molehill is unnecessary and unfair. It is not appropriate to bring politics to the campus!

2. Hong Kong has a society with freedom of speech. It makes Hong Kong valuable, to be able to discuss everything is part of the good side of one country, two systems. The education bureau set limits on its own initiative, this damaged the spirit of one country, two systems, and hindered academic freedom!

3. Indeed, educators should positively guide students to handle sensitive issues carefully and make a clear distinction between right and wrong. Critics mistakenly believe that the education sector lacks such attitudes and abilities, condemning it from a populist stance, History, General Studies... just as "the burning of chained barges", it will cause irreparable harm to the education in Hong Kong!

4. Take a thousand steps back, if there are problems with the history test questions, you should first conduct a fact check, understand the position, size, and scope of the problem, ask the involved parties, and also ask the industry's opinions, and seek various ways to solve the problem...etc. There should be no rush to jump out and be stern without the above premises, stating that there is no room for discussion and eliminate the test question. It is unfair to students who have answered this question, and do not trust them to distinguish right from wrong, presupposing the industry cannot guide students towards goodness even they set the DSE questions and mark the papers. This is judgment without trial! All kinds of behaviors give people the impression of making a tempest.

5. In response to the role of the two offices of Hong Kong and mainland China in handling Article 22, the Constitutional and Mainland Affairs Bureau (CMAB) made three changes in one night, making the world laugh. Taking history as a mirror, one should learn from experience and act carefully. To one's surprise, the relevant officials repeated the same mistakes when handling the test questions, such a reckless act!

6. The Chief Executive of Hong Kong accused the education sector of being an "uncovered chicken coop", that is correct, the one who is arbitrary and takes it upon oneself to get in and out is the chief executive and the Education Bureau!

Teacher who was shot in the eye in June does not get contract renewed by school

Secondary school Liberal Studies teacher, Yeung Tsz-tsun, who was shot in his right eye by the police on 12 June 2019 in Admiralty, confirmed that his contract with DGS was not renewed in March 2020. He decided to resign before his contract officially ended. Yeung posted on Facebook that the school ended his contract because the F3 Liberal Studies subject will be cancelled next year, so there will be enough manpower in the school. He admitted that unemployment is a challenge, but he hopes that he will return to the education sector one day.

Hong Kong Gov't Imposes Heavy Censorships in Latest Revision of Liberal Studies Textbooks

The Education Bureau recently listed and published the changes in the latest revisions of Liberal Studies textbooks.

The section entitled “Present day Hong Kong” has been significantly changed. Apple Daily found out that most of the content related to human rights and social movements have been removed.

A comic strip in the original edition mentioned that the Causeway Bay Bookstore shareholder Paul Lee was kidnapped. However, in the revised version, that part was changed to a quote by the police saying that Lee “volunteered to go to mainland China”.

Overseas social movements such as the Catalan Independence Movement, the Jasmine Revolution in Tunisia, have all been removed. Some teachers challenged the revision, claiming that the edits were made in an attempt to evade controversial topics.

Japanese Universities Use Liu Xiaobo’s "Charter 08" as Chinese Teaching Material

In 2019, the Education Bureau of Hong Kong initiated a “professional consultancy service” for senior secondary curriculum Liberal Studies text books. The public raised doubts that the books were actually handed over for censorship. Recently, six publishers has published revised textbooks, in which components pertaining to political contents such as the 1989 June 4th Tiananmen incident were “river crabbed” (a euphemism for censorship in China).

On the other hand, Japanese universities have been adopting Liu Xiaobo’s written work "Charter 08" as a Chinese teaching material.

Nishinippon Shimbun reported that some universities in Japan have been using Charter 08, written by the late Nobel Peace Prize laureate Liu Xiaobo, as a Chinese teaching material. The teaching material, entitled Learning Quality Chinese through Charter 08, was published by a Japanese publisher last year on the 30th Anniversary of June 4th Tiananmen incident. The publication makes use of the full text of Charter 08 and includes a Japanese translation, grammar explanations, exercises and a brief description of the history of social movements in China.

Ken Suzuki, professor of law at Meiji University, has been using the book to teach since fall last year. He said, “Through studying constitutional law, students can learn standard Chinese syntax. Charter 08 is a critique on the present state of China, so it gives students an idea of China’s current condition too.” The report added that besides Meiji University, many universities in Kansai also used this book as a teaching material for Chinese language this year. Some of these universities initially planned to use books published in China, but changed to Charter 08 when the books could not be posted to Japan due to the epidemic.

The Education Bureau in Hong Kong established a consulting service on Liberal Studies last September for publishers to submit textbooks for their approval, claiming that the arrangement is on voluntary base. When responding to legislator’s inquiry, Kevin Yeung Yun-hung said the textbooks will be reviewed by an expert panel encompassing inspectors of the Bureau, university scholars and education professionals.

Owing to local media’s further inquiry, citing Code on Access to Information, the Bureau eventually revealed that among 22 members 12 were Bureau-appointed inspectors, only 2 were university scholars while the identities of the remaining 8 were yet disclosed. The Bureau explained that panelists identities were classified information due to confidentiality agreement.

Yip Kin-yuen, Education-sector legislator pointed out that this is an odd arrangement as most reviewing panelists were recruited externally. Yip stressed that when a reviewing panel is dominated by Bureau-appointed inspectors, the review is no longer an independent assessment based on expert opinion, but more likely an exercise delivered to fulfill political mission.

Hong Kong Chief Executive Carrie Lam claimed that Liberal Studies was "problematic from day one". Lam also blamed that "critical thinking" was being taken as "saying no to everything".*

[*Editor's note: Liberal studies was a compulsory subject introduced in Hong Kong since 2009 by the first Chief Executive Tung Chee-hwa whose adminstration included Carrie Lam as Secretary for Development.]

The authorities announced on Nov 25, 2020 a make-over of Liberal Studies in Hong Kong's schools. These include a new curriculum with an emphasis on China and the Basic Law; changing the grading system from a scoring system to a pass/fail assessment; and having the government vet all textbooks that would be used.

In a radio programme, Lam also blamed foreign media for "hurting the image of the SAR": "I don't think foreign media reports are objective and fair, especially those about Hong Kong."

Lam denied that the changes to Liberal Studies is a political move that overrides professionalism. She insisted that the subject has "always been causing controversies" in the past 10 years.

Hong Kong's Education Bureau (#HKEB) announced on Nov 26, 2020 their plans to reform Liberal Studies, including changing the grading to a pass/fail system, and requiring student to join a study tour to China.

Former lawmaker of the education sector Ip Kin-yuen criticized the proposed curriculum reform for covering up government failures in handling the social discontent about the extradition bill and shifting blame onto Liberal Studies for making students "radical".

He added that the proposed change is apparently putting political consideration above educational professionalism, with a goal to weaken students' critical thinking by inserting politically correct elements.

Ip pointed out that the government also ignores the review report published by the Task Force on Review of School Curriculum in September 2020.

The Secretary for Education Kevin Yeung Yun-hung said that the unit "Hong Kong Today" in Liberal Studies is not for news discussion; whereas Ip stressed that Liberal Studies teaches news-relevant topics including personal development, society and globalization.

"There is no reason to ban the discussions of current affairs," Ip said. He described the government's plan as an act of setting up new limitations for education, and slammed the exclusion of news discussions.

More senior officials of HK Examinations and Assessment Authority resigned reportedly due to extreme political pressure

In May 2020, the history exam paper question from the Hong Kong Diploma of Secondary Education Examination (#HKDSE) was harshly criticized by pro-Beijing figures. The question asked students to discuss whether Japan did more good than harm to China during the war years.

Soon after the PRC's Foreign Ministry condemned the question, calling it biased and off-limits, Hong Kong government's #EducationBureau pressured the Hong Kong Examinations and Assessment Authority (#HKEAA), an independent organization, to strike out the question because it “seriously hurt feelings and dignity of the Chinese people who suffered great pain during the Japanese invasion of China”.

This incident was said to lead to resignation of Yeung Wing-yu, Manager of the Evaluation and Development Department of HKEAA and Secretary of the Committee on Subjects of the History Section in August 2020.

Before leaving the Authority, Yeung revealed to his colleagues that his resignation was due to extreme political pressure. He suspected that the series of seemingly coincidences were in fact vigilantly planned.

Yeung pointed out that the DSE question was leaked way before the examination day in May while the question’s marking scheme was leaked two months later in July. During this time, his social media account was being repeated hacked for at least twice.

After HKEAA’s decision to invalidate the question on Sino-Japanese relationship on 22 May, he personally covered up students’ answers to the question. Yeung considered the incident the biggest humiliation in his tenure in HKEAA.

Liberal studies is another subject furiously pounced by the SAR government. Lo Ka-yiu, Senior Manager of HKEAA responsible for Liberal Study was fluttered by pro-Beijing mouthpiece in Hong Kong for his pro-democracy opinion calling for the city’s Chief Executive to step down.

In May 2020, Lo and Leung Tsz-yin, a manager reported to him, both resigned. In September, two Liberal Studies teachers, Fan Si-kei and Lam Yi-mei, were appointed to replace Lo and Leung.

However, it was reported on December 5 that Lam Yi-mei resigned despite an extremely short tenure of less than three months.

Since May 2020, a number of senior officials of HKEAA has either resigned or their contracts not being renewed, including the Authority’s Secretary General, principal officer of Assessment Development, as well as Senior Manager and Manager responsible for Liberal Studies.

Most recently, HKEAA announced appointment of their new Secretary General Ngai Heung-tung, Professor of Economics of Lingnan University who again has profound Chinese background.

Pro-Beijing Academic Appointed to Review Liberal Studies in Hong Kong's Education System

In November 2020, the Education Bureau in Hong Kong announced “reform” to high school Liberal Studies subject, stating that the new curriculum will be rolled out in September 2021.

The short-lived Committee dedicated to the Review of the Curriculum Development of Liberal Studies was formed in 2019, but was dissolved subsequently in December 2020, following its last committee meeting.

A new committee was soon established a month later and was renamed as “Curriculum Development Council - Hong Kong Examinations and Assessment Authority (Re-named Subjects) Committee”.

The 12-membered Committee was led by pro-Beijing academic Lau Chi-pang, who is the Associate Vice-Chancellor of Lingnan University.

Lau held many public offices. He is a member of the “Hong Kong Chronical Institute” of the Our Hong Kong Foundation and a council member of the National Hong Kong-Macau Research Council.

Under the new plan, the teaching of liberal studies in Hong Kong schools will be changed to include more content about mainland China and less on current affairs while students will also be taught about national security issues.

Liberal studies will still be a compulsory core subject but students will no longer have to conduct an associated project known as Independent Enquiry Study. Grading, on the other hand, will be changed to a pass/fail system.

#Banner on Hong Kong's Mountain Reads: "National Security Dog Devours the Blood of the Children"

A gigantic black banner that is approximately 30m long and 3m wide was sighted on Kowloon Peak, Hong Kong on the morning of Feb 6, 2021.

The words were written in white. The first part of the message is encoded with a homonym for "national security dog". The second part means "devour the blood of the children".

In the past few days, the Education Bureau of Hong Kong has announced plan to include "national security education" into the Liberal Studies subject. The Secretary for Education Kevin Yeung even blatantly said that with the reformed curriculum, the subject could be called "National Education".

New Citizenship Subject deems Britain's Rule over Hong Kong as Illegal Occupation

Citizenship and Social Development is slowly replacing Liberal Studies across Hong Kong’s schools, starting from next academic year.

Ling Kee Publishing provided schools with e-edition teaching materials. In the “One Country, Two Systems” Module, it states China always holds sovereignty over Hong Kong. “Over 100 years before the Handover, Britain’s rule over Hong Kong is an occupation breaching International law.

4 offences under the National Security Law is also included. “National Security Law ensures the continuity of the 'One Country, Two Systems' model.”

Marshall Cavendish Education also provided schools with sample textbooks, in which civil disobedience and Benny Tai’s “4 levels of rule of law” can be found. After its release, the Education Bureau immediately sent a notice stressing the book has not undergone official review.

On the contrary, after Ling Kee’s release, Education Bureau said as they did not consider the material a textbook. Its publication is under protection due to Hong Kong’s freedom of the press and does not require notification or review procedures from the Bureau. The EDB also states that material pertaining to China affairs and Hong Kong’s constitutional rule must be in compliance with the PRC Constitution and the Basic Law.
