Hong Kong's Education Bureau (#HKEB) announced on Nov 26, 2020 their plans to reform Liberal Studies, including changing the grading to a pass/fail system, and requiring student to join a study tour to China.

Former lawmaker of the education sector Ip Kin-yuen criticized the proposed curriculum reform for covering up government failures in handling the social discontent about the extradition bill and shifting blame onto Liberal Studies for making students "radical".

He added that the proposed change is apparently putting political consideration above educational professionalism, with a goal to weaken students' critical thinking by inserting politically correct elements.

Ip pointed out that the government also ignores the review report published by the Task Force on Review of School Curriculum in September 2020.

The Secretary for Education Kevin Yeung Yun-hung said that the unit "Hong Kong Today" in Liberal Studies is not for news discussion; whereas Ip stressed that Liberal Studies teaches news-relevant topics including personal development, society and globalization.

"There is no reason to ban the discussions of current affairs," Ip said. He described the government's plan as an act of setting up new limitations for education, and slammed the exclusion of news discussions.

Catholic Newspaper Makes Unauthorized Deletions in Article Critical of HK Government and Police

An article by the Justice and Peace Commission of the Hong Kong Catholic Diocese was printed in the Catholic newspaper Kung Kao Po, but with statements removed without the commission's consent.

The deleted content included criticisms against the Hong Kong government's decisions during the Anti-ELAB movement, as well as the police's lack of respect for human life.

In a response to media, Kung Kao Po said they hope the Commission would respect their editorial freedom, and denied that they were ordered to censor their content.

The article, titled "What Price a Life?", was printed in the Justice and Peace Commission column in issue #4006 of the newspaper.

According to a statement by the Commission, the newspaper deleted parts of the article, and published the edited version without their consent: "We hereby solemnly declare that the edited article has no relation to us."

The commission had contacted the paper multiple times to express that they did not accept the edit, "yet their chief editor did not respect our wishes, and published in our column the edited version, which we do not agree with. We deeply regret the paper's decision."

The original text provided by the Commission shows that three sentences were deleted by the paper. These included statements critical of the government and police force during the anti-ELAB movement:

"Yet the government had also made decisions during the anti-ELAB movement that caused the public to worry that a humanitarian crisis may be developing."

"However, the non-elected HKSAR government has time and again neglected human dignity; if the police force, which ought to defend the safety of the people, had neglected the value of human life; how can such a Hong Kong be repaired and restored?"

"Even though speaking the truth today may cause an 'even higher level' threat to be brought down upon us, we can no longer fall back and compromise."

On Nov 23, 2020, the Foreign Minister of the UK, Dominic Raab, released a six monthly report on Hong Kong. He was considering whether to pull out British Judges who serve as the non-permanent judges at the Hong Kong Court of Final Appeal.

Philip Dykes, Chairman of the Council of the Hong Kong Bar Association, said that Beijing has slowly taken control over the official institutions of Hong Kong and their next target is likely the independent judicial system of Hong Kong.

Dykes worried that the Basic Law will be amended to disqualify judges.

Since the implementation of the National Security Law in July 2020, concerns have been raised internationally towards Hong Kong government’s suppression over dissidents.

Apart from 4 lawmakers being disqualified by Beijing, teachers were disqualified by the Education Bureau, and journalists who conducted registry search were arrested.

In the Report, Raab indicated that he is going to review “whether it continues to be appropriate for British judges to sit as non-permanent judges on the Hong Kong Court of Final Appeal”.

In an interview with Financial Times, Chairman of the Council of the Hong Kong Bar Association, Philip Dykes, said, “China has now turned its attention to Hong Kong’s juridical system. They might implement policies to instill judges the idea of patriotism”.

Exclusive: Foxconn to shift some Apple production to Vietnam to minimise China risk

A person with knowledge of the plan said Foxconn is moving some iPad and MacBook assembly to Vietnam from China at the request of Apple Inc.

Foxconn is building assembly lines for Apple’s iPad tablet and MacBook laptop at its plant in Vietnam’s northeastern Bac Giang province, to come online in the first half of 2021. The lines will also take some production from Chin.

According to Taipei-based researchers group TrendForce, all iPads are assembled in China and so Foxconn’w move would made the first time that the iPad has been made outside China.

HK Gov't Links Emergency Broadcast System to All Phones in Hong Kong

The Hong Kong government announced on Nov 26, 2020 a new emergency warning system. The government will be able to send messages to all cell phones in Hong Kong in the event of emergencies which the government regards as a risk of widespread life and property damage.

These messages would be broadcast to all cell phones connected to the mobile networks in Hong Kong. The messages are classified at two levels: "emergency warning" and "extreme emergency warning".

At either level, the phones will ring and vibrate for 10 seconds. At the "extreme" level, the warning cannot be rejected through phone settings.

The authorities state that warning messages would, for instance, be sent in the event of extreme weather causing widespread infrastructure damage, major public safety incidents, or large-scale public health emergencies.

In addition to the new system, existing communication channels such as radio, TV, and social media will continue to be used.

With frozen good clampdown China points overseas as source of coronavirus

Chinese state media have cited the presence of the coronavirus on imported frozen food packaging, as well as scientific papers claiming that the coronavirus was circulating in Europe earlier than previously believed, as evidence that China may not have been its origin.

Unlike other countries, China cites frozen food packaging as a risk of spreading COVID-19, even though the World Health Organization (WHO) says neither food nor packaging is a known transmission route.

The Global Times, a nationalist tabloid published by the People’s Daily, has also promoted the theory that COVID-19 originated outside China.
