Inter-Parliamentary Alliance on China

IPAC, comprised of global legislators including U.S. Senators Marco Rubio and Bob Menendez, and others from Australia, Canada, Germany, Japan, Norway, Sweden, the U.K. and the European Parliament, announced its formation on Friday (5th June 2020).

It is an international cross-party group of legislators working towards reform on how democratic countries approach China.

Some of the goals of the group, as stated on its website, are to (a) coordinate responses in order to maintain a free, open, and rules-based international order that supports human dignity, (b) uphold human rights, and (c) promote national integrity.

International Politicians Respond to China’s Enforcement of the National Security Law in Hong Kong by Forming the “Inter-Parliamentary Alliance on China”

The Hong Kong version of the “National Security Law” implemented by the National People’s Congress has aroused international heightened concerns. Senators and politicians around the globe have united and initiated the formation of an “Inter-Parliamentary Alliance on China” to counter the ambitions of the Chinese Communist Party.

Within a week, 104 senators and politicians from different countries have already joined the Alliance. These members belong to 13 different nations, with new members from Italy, The Netherlands, Lithuania, and the Czech Republic. It has been anticipated that 3 more countries will join the Alliance within the next week.

The spokesman for the Alliance stated that all members have agreed to a set of accords drafted by the Alliance prior to joining, and vows to enact more drastic measures towards China within government bodies of their respective countries.

Trudeau condemns China’s encroachment on Hong Kong

Justin Trudeau condemned China for its recent moves to tighten the CCP’s grip on Hong Kong. “We have worked with some of our closest allies, including the U.K., Australia and others to condemn the actions taken by China in Hong Kong. We are extremely concerned with their stepping away from the ‘one country, two systems’ agreement that was signed a few decades ago,” the Canadian Prime Minister said, on the same day that the national anthem bill was passed in Hong Kong.

Trudeau did not offer specific views on whether he would recommend sanctions against China or welcome political refugees from Hong Kong. He only told journalists that Canada “will continue to be a country that is open and welcoming to people fleeing persecution and violence.”

Trudeau added that #Canada will continue “to work with partners and allies around the world on ways to ensure that China knows that its actions in Hong Kong are deeply troubling, are of real concern for the sake of people of Hong Kong but elsewhere around the world as well.”

The comments by Trudeau are the strongest to date and came as the Inter-Parliamentary Alliance on #China (IPAC), which includes MPs from Canada and more than 10 other democratic countries, was established to put pressure on governments to stand up to China.

IPAC denounced HK government for disqualifying pro-democracy candidates in the upcoming election

On 30 June, 12 Pro-democracy candidates in LegCo Election 2020 (which was later announced to be delayed for a year) were disqualified by the Hong Kong Electoral Affairs Commission. These 12 candidates collectively obtained tens of thousands of votes in the pro-democracy primaries.

68 legislators from the Inter-Parliamentary Alliance on China (IPAC) signed the statement condemning the decision as 'unacceptable obstructions of the democratic process in Hong Kong'. These international legislators also urged the international community to respond proportionately with respect to the diminishing rights and freedoms in Hong Kong.

The IPAC aims at enhancing coordination between govenments and urges them to respond accordingly to challenges posed by China. The Alliance previously also spoke out against issues on Uyghurs, Falun Gong, and the Hong Kong National Security Law.

World Politicians, Human Rights Groups Reportedly Ask Olympic Committee to Remove Beijing as 2022 Winter Olympics Host

The Sydney Morning Herald has reported that the Inter-Parliamentary Alliance on China (IPAC)―a group of parliamentarians from the UK, US, Australia, Canada, and Europe―had formally asked the International Olympic Committee (IOC) to reconsider whether China should get to host the 2022 Winter Olympics. China’s foreign ministry has yet to respond.

Sir Iain Duncan Smith, member of the British parliament and co-chairman of the IPAC, said, “The free world does have a strong position to say the bullying, the threatening, the internal repression, the border disputes, the arrogant attitude to your neighbours, the breaking of the treaty with Hong Kong―these must have consequences. At the moment the Chinese believe these consequences are no more than just condemnation.”

Earlier, 160 human rights groups wrote to the IOC asking it to remove China as the host of the 2022 Winter Olympics in response to its suppression of the pro-democracy movement in Hong Kong, the imprisonment of the Uighur people in Xinjiang, and its other human rights issues.

"We Will Not Be Bullied”, MPs from 19 Countries Initiated Buying Australian Wine Against China's Hegemony.

China's Ministry of Commerce has imposed a "temporary anti-dumping duties" on Australian wine imports, requiring importers to pay a "guarantee deposit" to the Chinese Customs when importing Australian wine "in containers holding 2 litres or less" since last week. The deposit is determined by the authorities, based on the extent of dumping by each company, and is calculated on an ad valorem basis from 107.1% to 212.1% duty paid price as determined by Customs. The Inter-Parliamentary Alliance on China (IPAC), a group of over 200 parliamentarians from 19 countries, has called for a buy Australian wine campaign as to demonstrate opposition to Chinese hegemony.

IPAC has released a clip of members of parliament from Japan, Italy, Germany, the United States and New Zealand urging people to buy Australian wine, with Chinese and English subtitles. IPAC members include some of the biggest winemakers in the world, producing wines such as Italian red wine, whisky and Japanese sake, but Ted Yoho, the Republican Chief member of the Asia-Pacific Group on the Foreign Affairs Committee of US House of Representatives, says in the film, “We are drinking something a little bit different”, and urges people to buy Australian wine "because our friends need our help".

“We are asking you all to join us in standing against Xi Jinping's authoritarian bullying," says Slovakian's MP Miriam Lexmann. With a glass of Penfolds, Swedish Christian Democrat MP Elisabet Lann said, “By drinking a bottle or two of Australian wine, and letting the Chinese Communist Party know, that we will not be bullied.”

CCP Has Infiltrated All Walks of Life in UK, with HSBC and Standard Chartered Employing Over 600 Party Members

British media raises concerns about the China Communist Party (CCP) placing their members in foreign countries. Following the concern of the US intelligence on infiltration to US Democratic Party members by a Chinese spy, the British's Mail on Sunday claimed to have obtained nearly 2 million CCP members’ details, revealing that many of them are working in British academia and also in wide variation of industries, involving 79 thousand companies and their branches, such as HSBC, vaccine manufacturer Pfizer and AstraZeneca. Some of them even work in the British consulates, raising suspicions of espionage. The Inter-Parliamentary Alliance on China (IPAC) issued a short statement, describe the findings as disturbing. Some Australian parliament members have called on the government to find out whether CCP spies are infiltrating the Australian system.

The Mail on Sunday reported that information on 1.95 million suspected CCP members, including their names, date of births, addresses and phone numbers, was circulated on Telegram. In September, a Chinese dissident forwarded this information to IPAC, which composed of cross-parties European and American parliamentarians. The Mail on Sunday recently analysed the data, finding that HSBC and Standard Chartered together employed more than 600 CCP members in the UK in 2016. It also reported that these two banks have long been criticised for their stance on dissidents issues in Hong Kong. Moreover, CCP members are also found to be employed in the defence industry including Boeing, Airbus, and Rolls-Royce. As for the pharmaceutical industry, Pfizer and AstraZeneca alone have already employed 123 CCP members.

The Mail on Sunday also discovered that many CCP members are working in foreign diplomatic organisations in China via a company called "The Shanghai Foreign Agency Service Corporation", which has a Chinese official background, and at least 249 CCP members were registered with the agency in 2016. The CCP also infiltrated into academics, that according to the British policy, overseas students not from the EU or the Five Eyes network are required to have an Academic Technology Approval Scheme (ATAS) certificate to enter. But it was found that some of the CCP members have been senior researchers in the UK top universities, participating in sensitive subject such as aerospace engineering.

Over 100 lawmakers around the world condemn HK government's cruel treatment of pro-democracy activists

#AndyLi, one of the 12 Hong Kong pro-democracy activists imprisoned in China, was transferred back to Hong Kong on Mar 22, 2021 after serving his sentence in China; however Li’s family has been unable to reach him for multiple days.

On Apr 2, 2021, the Inter-Parliamentary Alliance on China (#IPAC) issued a statement criticizing the Hong Kong government’s cruel and inhumane treatment towards Li and his family, and called for the release of Li and all pro-democracy activists that are detained unfairly.

Signatories of the statement involve national lawmakers from the UK, US, Canada, Japan, and different European countries, as well as IPAC’s advisors. The statement mentioned that, since Li’s transfer to Hong Kong after serving his 7-month sentence in Shenzhen, Li has been held in a single cell in a psychiatric facility without being able to get in touch with his family. The statement described Li’s treatment as “cruel, inhumane and shocking”.

Li’s case was also described as an “emblematic of the Chinese Government’s ruthless crackdown on Hong Kong’s way of life, and disregard for the international treaties designed to protect it.”. The signatories pledged to make urgent representation to their respective governments, and demanded Hong Kong government to release Li and all activists that are being detained unjustly.

Emirati general accused of torture, Chinese official win key Interpol posts

A senior UAE security official accused of torture has been elected president of global police agency Interpol, prompting concern from legal experts, human rights advocates and his alleged victims.

Critics are outraged by the election result. The campaign group Human Rights Watch's Gulf researcher, #HibaZayadin, called it "a sad day for human rights and the rule of law worldwide". She said the general was "a representative of arguably the most authoritarian government in the Gulf, one that equates peaceful dissent with terrorism".

Besides, China’s Hu Binchen was elected to the interpol Executive Committee. His candidacy was opposed by MPs of the Inter-Parliamentary Alliance on China (#IPAC)who are part of a global alliance representing democratic countries and who say his election would give Beijing the green light to misuse the agency; in particular the Red Notices issued for arrests of wanted fugitives.

“Hu’s election gives the PRC government a green light to continue using interpol as a vehicle for its repressive policies globally and places thousands of Hong Konger, Uyghur, Tibetan, Taiwanese and Chinese dissidents living abroad at even graver risk,” the IPAC statement read.

Hu is a deputy general in China’s Ministry of Public Security which oversees policing. 50 parliamentarians from 20 countries called on national governments to ensure Hu was not elected.

Pillar of Shame placed outside Chinese Embassy in Rome. Nathan Law: China government's atrocities must be exposed to the world

As the G20 summit is to be held in Rome for two days from Saturday (30 October), exiled Hong Kong legislator Nathan Law Kwun-Chung took the "Pillar of Shame" to the Chinese Embassy there yesterday (27 October) to protest. He said he might not be able to stop the Chinese Communist Party (#ccp) from committing atrocities, but he hoped to draw public attention to human rights issues in China.

Joint with Luke de Pulford, a British member of the Inter-Parliamentary Alliance on China (IPAC), and others, Nathan Law erected a three-metre-high "Pillar of Shame", a replica of the original "Pillar of Shame" status made by the same Danish sculptor Jens Galschiøt, outside the Chinese Embassy in Rome yesterday.

"We may not be able to stop the Chinese Communist Party's atrocities, but with the G20 summit around the corner, there is something we can do to get the media's attention and to direct some of the public opinions towards the human rights of the Chinese Communist Party," he said. He would also meet with parliamentarians from different countries in Rome in the coming days, hoping to remind them of the importance of fighting the expansion of Chinese Communist authority when they gather.

IPAC : It is absurd that mere applause during a court case can be construed as a seditious act

The Inter-Parliamentary Alliance on China (#IPAC) condemns the arrest of 6 individuals on suspicion of seditious intention to incite hatred, contempt or rebellion against the administration of justice in Hong Kong after applauding during the trial of Chow Hang-tung’s June Fourth memorial incitement case in early 2022. 

The individuals arrested include the vice-chairman of the now disbanded Hong Kong Confederation of Trade Unions (#HKCTU), Leo Tang, and citizen journalist Siew Yun-Long (Siu Wan).

The sedition charges were made under Sections 9 and 10 of the Crimes Ordinance – colonial era laws that have been criticised by the UN Human Rights Committee and frequently used by the Hong Kong authorities to crack down on legitimate protest.

The other individuals arrested were citizen observers at the courts who frequently witness political cases. 

"Not only are these charges wrong and to be condemned, but they also demonstrate how far the rule of law has deteriorated in Hong Kong," IPAC said in its statement.

IPAC also calls on governments to hold the Chinese and Hong Kong authorities to account for these abuses and appeals for all overseas judges to withdraw from serving on Hong Kong’s Court of Final Appeal in this further undermining of the independence and integrity of Hong Kong’s legal system.
