Witness Claimed Ambulance Obstructed and Treatment Delayed

This is a witness account of an onlooker called Ricky who was among the first to discover the 22-year-old boy:

Ricky, a Tseung Kwan O resident, was one of the first persons who discovered student Chow Tsz-Lok lying unconscious in the parking lot when he and another middle-aged man were heading to the second floor of the car park to flee tear gas. It was around 1am when they heard a black-clad citizen shouting “FA (first-aider) please”. They walked over and saw Chow lying face down on the ground covered in a large pool of blood. Chow was immediately assessed by three unarmed firemen who happened to be at the scene later.

According to Ricky, while there were no apparent injuries on Chow’s head, arms and legs; there were signs of muscle spasms and urinary incontinence. The firemen determined Chow’s situation to be very serious and requested backup and an ambulance through their own radio. At 1.10am, 7 firemen with first aid supplies and 3 volunteer first-aiders arrived at the scene to rescue Chow. However, he ambulance had yet to arrive after a 10 minutes wait. Meanwhile, 10 riot police rushed to the scene from the 3rd floor, and pointed guns at Ricky and another first-aider. Ricky yelled “Let us rescue him first!”, the police put down their guns after realising the presence of the firemen.

At 1.25 am, Chow’s pulse rate dropped to 40. The ambulance still had not arrived even though the firemen repeatedly called for help. Meanwhile Ricky overheard the firemen’s conversation through radio that the ambulance could not arrive because of police obstruction. After a short while, the firemen were finally able to get an ambulance on the way for another case to change its route and treat Chow first. He was then transported to the ambulance on a stretcher at 1.29am.

Police Pointed Guns at First Aiders and Ambulance Radio Mentioned Police Obstruction, Says First Aider

This is a witness account of a first-aider called Hins who provided care for the 22-year-old boy at the scene:

It was around 1am on Nov 5 when volunteer first-aider Hins and his colleague heard a bystander said a young person Chow, aged 22, fell from the 3rd floor of a car park at Sheung Tak Estate. There were already 8 to 10 paramedics from the Fire Services Department providing basic first aid service when Hins arrived at the scene. Hins asked if the paramedics knew what happened, they said they had no idea but they heard the onlookers saying that the police were chasing after Chow earlier then somehow Chow fell.

Hins said, Chow’s situation seems very serious even though there was no apparent injuries because there was a significant loss of blood. Hins described the scene as frightening as Chow vomited blood. He then asked if the paramedics had called the ambulance and they said they already did.

Hins got extremely worried and kept asking the firemen when the ambulance was going to arrive as Chow’s pulse rate was dropping constantly. “We then heard from the radio that the ambulance could not get to the scene because it was stopped by the police”. Hins added, “I was very shocked because based on the patient’s situation, he needed to be sent to the Resuscitation Room right away.”

Hins also recalled the arrival of a large group of riot police 5 to 10 minutes after he and his colleague got to the scene. They pointed guns at them and demanded them to leave immediately as the scene is very dangerous. The paramedics did not agree. They then handed over Chow to Hins and his colleague and negotiated with the police. “We are trying to save someone’s life here”, the paramedic said, “There is no danger here. We don’t need you. Please leave”.

HKUST’s Denial on Election Result of Student Council Member Arouse Discontent

Two months ago, the Hong Kong University of Science and Technology (HKUST) held its Student Council Member Election, in which Miss Fu beat her pro-china opponent by a record-breaking 1000 votes. Despite the landslide victory, the school delayed the appointment over its claims of alleged electioneering from the Student Union, and started an investigation in which results were promised to be released on October 1. Since then no comments or results came out. The school eventually declared its denial to the election results and announced a re-election in the next semester, arousing widespread discontent among students.

The Student Union made a statement on December 5, comdemning the school’s behaviour of blaming the Student Union for the lost of the pro-china candidate, comparing the action with the pro-China politician Starry Lee who had falsely attributed her election loss to black-clad protestors besieging polling stations. The Student Union anathematized the school with “turning a blind eye to the public will”, and announced they will submit a list of high-level school officials to the Higher Institutions International Affairs Delegation to call for sanction from the international community.

Refusal to include a full-time student-elected in the School Council was against the HKUST Ordinance (Cap.1141) Article 9(i).

Hong Kong Baptist University Among the First to Prolong Class Suspension Period in View of the Spread of Wuhan Pneumonia

Hong Kong Baptist University announced further suspension of on-campus classes until March 2, 2020. The Hong Kong University of Science and Technology also announced the adoption of online teaching for the entire Spring semester.

The Hong Kong Government, however, has not issued any notice as to whether kindergartens, primary and secondary schools would resume as planned after February 17, 2020.

In Macau, it is decided on January 30 that all educational institutes would be closed until further notice.

HKUST Research Team Invents Coronavirus Detection Device Offering Diagnostic Results in 40 Minutes

A team of researchers from the Hong Kong University of Science and Technology (#HKUST) invented a portable 2019-nCoV detection device which uses microfluidic chip technology that can detect the virus in just 40 minutes from sampling to testing. The current polymerase chain reaction (PCR) technology takes between 1.5 to 3 hours.

Unlike the large-scale PCR devices which use semiconductor to heat up testing samples, the new device uses a novel silicon-based micro-heater module for the purpose. The micro-heater, which has lower thermal mass and a better thermal conductivity, could speed up temperature rise from an average of 4-5℃ per second in conventional PCR devices to
around 30℃ per second in the new devices, hence greatly reducing the detection time.

Hong Kong's Police State in 3 Cases

In Oct 2019, a 19-year-old man was seriously wounded in the neck and abdomen near Tai Po Lennon Wall. The assailant came from China. He was originally charged with "wounding or inflicting grievous bodily harm”, but the charge has been recently changed to the “attempt of murder”. The case has been referred to the High Court.

In July 2019, a 19-year-old man pleaded guilty of assaulting a police officer in Shatin and was fined HKD2,000. According to lawmaker Cheng Chung-tai, the Department of Justice has issued a letter to appeal by claiming that the penalty is "too light".

In Oct 2019, hundreds of HKUST students demanded the university president Wei Shyy to condemn police brutality after student Chow tsz-lok fell in a car park.

According to HKUST Student Union, a student was notified by the police on March 30 for arrest for “colliding with another person” during a public event on 6 Nov 2019.

The Editorial Board of HKUST Students’ Union has issued a statement on 15 April regarding their Instagram Page (hkustsu.eb) was hacked. The hacker has deleted the posts, removed followers and removed the account. Also, the hacker has linked the Instagram account to a Chinese email Domain @qq.com.

Instagram Account of Another Student Organization Hacked for Third Time in One Week

The Instagram account of HKCU Campus Radio was hacked at around 3 am on Saturday (April 18) when a series of login trails from a Guizhou Town in Guangdong Province of China was recorded, showing alleged attempts of system hacks as all the owners of the platform were stationed in Hong Kong. This has been the suspected hacker’s fourth attempt since March 29, seeking to seize control over the account by changing login information, albeit unsuccessful.

Another Student Union’s IG Account Hacked And Political Commentary Removed

Further to the Instagram page of HKUST Students’ Union Editorial Board being hacked on Tuesday (April 14), another students’ organization encountered similar predicament, as the IG page of Social Science Association of HKU Students’ Union (@ssshkusu) was hacked at midnight on Saturday (April 18). The Association has soon recovered its IG account to find that some touchy political comment posts being removed.

Academics Demand #HKU and #HKBU to Retract their Decisions of Terminating the Contracts of #BennyTai and #ShiuKaChun

The Hong Kong Baptist University (HKBU) has refused to renew the contract of Shiu Ka-Chun, a lecturer in social work and pro-democracy lawmaker of the social welfare functional constituency. The University of Hong Kong (HKU) has terminated the tenured position of Benny Tai, an associate professor of law and convener of the “Occupy Central with Peace and Love” civil disobedience campaign in 2014.

The education sector has initiated a petition condemning the 2 universities, and urging them to retract their decisions. Up to now, nearly 4,000 signatures has been collected.

Choi Bo-King, former associate professor at the Chinese University of Hong Kong (#CUHK) and member of Scholars’ Alliance for Academic Freedom, condemned government for intervening academic freedom. She pointed out that the Chief Executive (CE) has been appointing crucial positions in the universities’ committee which made decision on terminating the tenured position of legal professor Benny Tai.

Hong Kong Professional Teachers’ Union vice-president of Ip Kin-Yuen also criticised the university council of HKU which ignored the opinion of the university's senate of academic staff and insisted on dismissing Benny Tai in such a short time.

Citing a survey of the Global Public Policy Institute, Dixon Sing Ming, associate ptofessor of the Hong Kong University of Science and Technology (#HKUST) stated that Hong Kong academic freedom was marked with a score of 0.442, sharing a similar ranking with Ethiopia. It implies that academic freedom in Hong Kong has been facing a very serious crackeddown. This reveals how the authorities is suppressing human rights and democracy movements in Hong Kong via different faculties.

Police Bar citizens from Commemorating Deceased Protesters

Sept 8, 2020 marked 10 months since the passing of Chow Tsz-lok, a 22-year-old student of HK University of Science and Technology (#HKUST) on Nov 8, 2019. He sustained severe head injuries after falling from height at a car park during a pro-democracy protest.

HKUST students' union called on citizens not to forget Chow. Many citizens went on their own and lay white flowers at the carpark. Since early this evening, at least 4 police vehicles were prominently stationed nearby and over 30 armed police, some with pepper ball guns, patrolled around the area.

Whenever a slightly bigger group of citizens appeared, police yelled, “don’t stop, keep walking.” When citizens tried to light a candle after laying flowers, public relations officers stopped them instantly, “you are here to pay tribute, don’t build anything unnecessary."

One-year after the Death of Alex Chow Tse-lok: HKUST Students' Union Sets Up Vigil on 11.8;
University Only Agrees to Provide Room for Mere 75 People

The 22-years-old student Alex Chow Tse-lok died on November 8 last year, after falling from a car park in Tseung Kwan O on November 4 during the police's dispersal operation with rounds of tear gas fired.

The Students' Union of #HKUST announced on Oct 30, 2020 that a memorial service opened to only students and teachers of HKUST would be held at the campus on November 8, which marks one year after Chow's death.

According to #HKUSTSU, the school has only agreed to provide an indoor room accommodating up to 75 people for the memorial. The students' union has asked the school to reconsider its venue decision, in the light that the room would not be able to take in all attendees.

Cultural Revolution 2.0: China-run Newspapers Slam HKUST Professor for Breaching National Security Law

The Education Sector and academia in Hong Kong have been targeted by the pro-Beijing forces and Chinese Communist Party (#CCP) mouthpiece.

The CCP-loyal Wen Wei Po and Tai Kung Pao have published a series of reports which slammed Dr. Lee Ching-kwan, a professor of sociology at the Hong Kong University of Science and Technology (#HKUST), for her speech delivered in an online forum held by Hong Kong Democracy Council (#HKDC) in May 2020.

The CCP-owned newspaper accused Lee of "advocating Hong Kong Independence" and "violating the national security law".

Organizedby HKDC on May 26, the discussion topic of the forum was: "Is this the end of the 'One Country Two Systems'?".

The speakers included the former leaders of now-disbanded Demosistō Nathan Law Kwun-chung and Joshua Wong Chi-fung, as well as Benny Tai Yiu-ting, who is a former law professor of the University of Hong Kong (#HKU).

The video of the online forum was deleted on the Facebook page of the HKDC. According to the video spread by the Beijing-loyal presses, Lee said in English, "I think it helps not to think Hong Kong as a Chinese city. We don't belong to China...I don't think. We belong to the world."

Lee Ching-kwan was the Dr. Chung Sze-yuen Professor of Social Science at HKUST and the sociology professor of University of California, Los Angeles.

In November 2019, 22-year-old #HKUST student Alex Chow Tsz-lok fell from the parking lot of Sheung Tak Estate during protests in Tseung Kwan O. He died four days later due to critical brain damage.

The death inquiries have stepped into the 15th day on December 4, 2020. The footage from the ground CCTV No.2 of Kwong Ming Court in Kwong Sun House played by the Court showed a black shadow descending from the parking lot at 12:51:37 in the morning.

Coroner Ko Wai-hung said the black shadow appeared to be Chow, but there was a time difference in the footage. Ko then ordered the police to search for evidence in nearby housing estates and buildings and called on the management property and the owners' corporation to offer assistance as much as possible.

Chow's mother cried bitterly after watching the clip. The video has existed for a long time, and it has been reviewed by the police before.

Coroner Ko said that there was another video showing the arrival and departure time of the ambulance A344 which took Chow to the hospital, and the time was not consistent with the testimony given by the ambulanceman.

Therefore, Ko has listed Fire Services Department as an interested party and has written to the director of Fire Services.

Ko said in order to adjust the time difference in the clip, and to allow police to investigate further, the proceedings would be adjourned to next Tuesday.

Ko also warned before showing the clip, "the content of the clip will be disturbing, family members and the jury must be psychologically prepared."

The police said earlier that the surveillance camera footage of Kwong Ming Court could not capture the parking lot situation, but Ko looked through the clips again for caution and found there were "crucial clips" that would influence the testimonies of the expert witnesses.

He added, "I could only tell the parents of Tze-lok that the video is very important." In order to ensure the investigation was sufficient and complete, he revisited the evidence during the lunch break yesterday, "only by doing this I can be reassured and carry on the proceedings".

However, the police detective Wei Koon-kit who was responsible for reviewing the security footage testified earlier he had obtained and watched all CCTV clips outside Kwong Ming Court.

The lawyer representing the family asked, "is there any footage that captured what was happening outside the parking lot?", Wei answered no, and said, "we would also like to have these footages for investigating this case, but the problem is the focus of the camera cannot capture the parking lot!"

On Nov 4, 2019, 22-year-old student from Hong Kong University of Science & Technology (#HKUST), Alex Chow Tsz-lok fell to his death in a pro-democracy protest in Tsueng Kwan O. In Chow’s remembrance, a half-year memorial ceremony was organized on university campus in 2020.

Surprisingly, the University was reportedly seeking reprisal in January 2021 as member of the Student Union has been stripped of rights to use campus facilities for half a year. They were imposed of 75 hours mandatory campus service order while President and Vice-president of Student Union were suspended for one semester. Besides, disciplinary records would be kept for respective students.

The Union expressed utter disappointment at the University’s rule.

HKUST president to step down a year early

On November 9, 2021, the Hong Kong University of Science and Technology (#HKUST) announced that its president #WeiShyy will step down on October 19 next year, almost a year before his five-year term is due to end.

Shyy didn't explain why he was resigning.

The aerospace professor became head of HKUST in September 2018 and is the President with the shortest tenure.

During Anti-ELAB movement in 2019, #AlexChow, a HKUST student, who fell to his death in a car park after partaking a nearby pro-democracy protest.

When the news broke out on November 8, 2019, Shyy suspended an ongoing congregation immediately.

He was seen shedding and wiping away tears while asking participants of the ceremony to stand and observe a moment of silence.

On the same day, Shyy issued an open letter requesting Hong Kong authorities to conduct independent and thorough investigation into the cause of death of Alex Chow, saying the police force, in particular, should clarify why there was a delay in first aid assistance.

Shyy stated in the open letter, "If there is no satisfactory explanation, it will set off our indignation. "

Hong Kong CityU President to Step Down in 2023

On November 11, 2021, the City University of Hong Kong (#CityU) announced that its president #WayKuo will leave his post in 2023.

Kuo specialises in electronics systems and nuclear energy. In 2020, Kuo did not co-sign a declaration, like five other university presidents, did that states their support of One Country Two Systems and their comprehension of the need to enforce the #NationalSecurityLaw.

Just two days ago, the Hong Kong University of Science and Technology (#HKUST) also annouced the pending departure of its president #WeiShyy in 2022, which is one year earlier than the original term.
