🇷🇺🇨🇳 On September 18, Moscow hosted talks between Foreign Minister Sergey Lavrov and Foreign Minister of the People’s Republic of China Wang Yi.

The Ministers spoke highly of the current state of Russian-Chinese relations which continue to develop dynamically despite the unstable and tense international political situation.

They discussed topical issues on the bilateral agenda in the context of implementing agreements between the leaders of Russia and China, the issue of highest- and high-level contacts, as well as preparations for Russia’s participation in the Third High-Level Belt and Road Forum for International Cooperation, due to take place in Beijing this coming October.

They conducted an in-depth exchange of opinions regarding collaboration at the UN, including the UN Security Council reform.

They noted the importance of further deepening effective coordination within the SCO and BRICS in the context of these organisations’ growing prestige and expanding membership, as well as at the G20, ASEAN-centric associations, APEC and other international formats.

☝️ The ministers also discussed the current developments in Ukraine in detail and noted that attempts to resolve the crisis without taking Russia’s interests into account and without involving it in the peace process had no future.

Sergey Lavrov spoke about the main results of the official visit to Russia by Kim Jong-un, President of the State Affairs Commission of the Democratic People's Republic of Korea.

🤝 The Sides noted their similar positions regarding US actions on the international scene, including those with an anti-Russia and anti-China bias. Wang Yi informed Sergey Lavrov about the contents of his talks with the US President’s National Security Adviser Jake Sullivan. The ministers discussed a number of other issues of mutual interest.

The talks took place in a trust-based and constructive atmosphere, a salient feature of the Russian-Chinese dialogue.

The top priority now is a ceasefire and stopping the bloodshed. We support the efforts of all stakeholders to address this critical issue. This would make it possible to avoid new casualties, end the suffering of the civilian population, ensure their evacuation through humanitarian corridors and prevent the situation from sliding into a region-wide humanitarian disaster.

💬 Against the backdrop of the Middle East events, US Representative Marjorie Taylor Greene suggested that some of the NATO-supplied weapons imported to Ukraine could have been used in the hostilities in Israel.

It is gratifying that the West, albeit fatally late, is beginning to see the light. Some are beginning to realise what is happening, even if only a few people. Russia has long warned the sponsors of the Kiev regime about the high risks of their weapons ending up on the black market and spreading around the world. And that's exactly what has happened.

✔️ The Ministers praised the positive dynamic of Russian-Chinese comprehensive interaction, had a detailed discussion of issues on the bilateral agenda, including contacts at the highest and high levels with a focus on the preparation for the Russian President’s participation in the Third Belt and Road Forum, as well as cooperation between Moscow and Beijing on aligning the development of the Eurasian Economic Union and China’s Belt and Road initiative.

✔️ The meeting participants underscored the importance of strengthening close coordination between Russia and China on the global stage, including in the UN and its Security Council, as well as the #SCO, the #G20, #APEC and other mechanisms and forums. They also reaffirmed mutual intention to improve contacts within #BRICS in the context of Russia’s chairmanship of the group in 2024.

✔️ The Ministers also exchanged opinions on a wide range of international and regional issues, including the sharply aggravated situation in the Middle East. They had a detailed discussion about security in the Asia-Pacific region in the context of maintaining stability on the Korean Peninsula and preventing the undermining of the ASEAN-centric security structure.

🇷🇺🇨🇳📞 President Vladimir Putin had an extensive telephone conversation with President of China Xi Jinping.

🎊 The President of Russia offered heartfelt greetings to the President of China and the friendly Chinese nation on the upcoming Spring Festival.

The Presidents summarised the latest results in developing the overarching Russia-China partnership and strategic cooperation. They reaffirmed that the neighbourly links between our countries are at a historically high level.

📈 They stressed, with satisfaction, that bilateral trade exceeded $200 billion a year ahead of the goal set by the leaders, reaching a record of $227.7 billion.

🤝 In the context of the 75th Anniversary of diplomatic relations between Russia and China, marked this year, the presidents expressed mutual interest in promoting cooperation across all areas, including energy, finance, infrastructure, transport, industrial production, agriculture, humanitarian and sport exchanges.

Both Parties expressed willingness to advance coordination in foreign policy within the framework of various multilateral bodies such as the #UN, #BRICS and the Shanghai Cooperation Organisation. Xi Jinping supported the priorities of the Russian BRICS Chairmanship.

🌐  President Putin and President Xi had a detailed exchange on the situation in several regions, including the Middle East, where both Russia and China support a political and diplomatic settlement of the Palestinian problem within the generally recognised framework of international law. When discussing the state of affairs in the Asia-Pacific Region, President Putin confirmed Russia’s principled stance on Taiwan, which is support for the One-China policy. The presidents also covered the current situation in Ukraine.

Vladimir Putin and Xi Jinping specifically stressed that close Russia-China interaction is an important stabilising factor in world affairs.

The Leaders agreed to continue one-on-one contact.

💬 We see that thanks to the efforts of our Leaders, #RussiaChina relations of comprehensive partnership and strategic interaction have reached, without any exaggeration, an unprecedented level. With President Vladimir Putin’s re-election, the continuity of the line for their comprehensive strengthening has received additional guarantees.

We noticed the high assessment that you personally gave to ties between Russia and China at a news conference in March of this year. We fully share this assessment.

Our strategic partnership is founded upon the principles of respectful, equitable, and trust-based dialogue, along with mutual support on issues related to the core interests of both countries.

As repeatedly stated by our Leaders, our cooperation has outmatched the military-political alliance of the Cold War era and is not aimed against any third country. The proximity and, in most cases, convergence of Russia and China’s foreign policy approaches to solving the key problems of the modern age are laying the foundation for enhancing strategic coordination on the global scale. Cooperation in international affairs enables us to address common tasks more efficiently both at home and abroad.

💬 Yesterday and today, we held detailed and specific talks on a broad range of issues of interest to both sides.

• We focused on the schedule of top-level contacts, because the leaders’ diplomacy is, without any exaggeration, the central element of #RussiaChina comprehensive partnership and strategic interaction.

• We also discussed foreign ministry contacts. We have just signed in your presence yet another plan of consultations between our foreign ministries for 2024.

☝️ The issues we are addressing in the economy, trade, investment, and innovative technology are directly related to the effort to establish a fair multipolar world order free from diktat, hegemony, and neo-colonial and colonial practices, which are being used to the utmost extent by the United States and the rest of the collective West that has bowed without question to Washington’s will.

• China and Russia will continue to defend the need to rectify this situation in international economic relations and to be committed to democratising these relations and returning to the principles that were proclaimed a while ago and consist in the requirement to respect the market processes, fair competition, inviolability of property, presumption of innocence, and much more.

• We are focused on aligning our strategies on the global stage. This coordination relies on largely overlapping interests and approaches to key international challenges.

• This unprecedented level of strategic partnership between our countries determined my choice of China as the first state to be visited after the official inauguration as the President of the Russian Federation.

• October 1 marks the 75th Anniversary of the establishment of the People's Republic of China. The country is approaching this significant historical date with outstanding achievements, which we welcome as old, reliable and time-tested friends. The USSR was the first to recognize the PRC on the second day of its existence.

• Russia-China ties as they are today, are free from the influence of either ideology or political trends. 📈 Trade and economic relations between our countries are developing at a fast pace, showing strong immunity to external challenges and crises. Over the past five years, we have doubled the Russia-China turnover: it reached $227.8 billion last year, against $111 billion in 2019.

💬 Vladimir Putin: Seventy five years is a short period of time by the yardstick of centuries-long history of Russia and China, but during this period we managed to achieve serious results, amass the priceless experience of close, goodneighbourly interaction that embraced joint successes and achievements as well as important historical lessons.

The main thing has always remained unchanged − the traditions of Russian-Chinese friendship, which has stood the test of time and continues to strengthen for the benefit of the peoples of our two countries.

❗️ We can be justly proud of the fact that Russian-Chinese relations have now reached the highest level in history and have acquired the character of genuine comprehensive partnership and strategic interaction.

💬 Vladimir Putin: The fact that Harbin is hosting these two important events is highly symbolic, since Harbin is one of China’s biggest centres for research, education & innovation.

• Since its founding in the late 19th century, Harbin has been a symbol of the close ties linking Russia & China and their intertwined destinies, and the mutual enrichment of their cultures & traditions.

• Harbin is a city that commemorates our nations’ brotherhood-in-arms. More than 12,000 Soviet fighters perished in the battles to liberate Northeast China from Japanese invaders. It was Harbin that on September 16, 1945, hosted the joint Victory Parade to commemorate the end of hostilities on the Pacific Front & of #WWII.

• We have laid flowers at the memorial to Soviet soldiers & officers. I am extremely grateful to the people of Harbin & the Chinese officials for preserving the memory of our liberators & our shared history of military glory. 💬 The fact that the future depends on Russia & China is only partly true. The future of humankind depends on the whole of humanity. Certainly, Russia & China are important components of modern civilisation. We have our own views on how we should develop. <...>

We believe that development should be constructive & peaceful, no doubt about it. Apart from our interests, it should heed the interests of all parties to international interaction.

• Of course, it is necessary to strengthen the emerging multipolar world. There is absolutely no doubt that a new world is taking shape before our eyes and becoming multipolar.

• Of course, we are analysing now everything that is taking place in this regard [the Ukrainian crisis]. Of course, we are looking at what is happening around the universally announced meeting in Switzerland, in Geneva. I believe this is the venue of the meeting. We are certainly not going to discuss any formulas about which we know absolutely nothing.

But as distinct from Ukraine, we have never rejected talks.

The goal of this event [in Geneva] is clear. They want to gather as many countries as possible, declare that everything has been agreed upon with everyone and then present it to Russia as a resolved issue, as an ultimatum. This will never happen.

• Sanctions imposed on third countries engaged in economic activities are doubly or triply illegitimate because sanctions are absolutely illegitimate when adopted without the approval of the UN Security Council.

• By undermining trust in the dollar for political reasons, the US authorities are weakening the main, the most powerful & important instrument of their might – the dollar itself. They are doing irreparable damage to themselves. Using one of popular sayings, they are quarrelling with their own bread & butter.

Our countries stood at the cradle of the Shanghai Cooperation Organisation in 2001. As the number of participants grew – and tomorrow Belarus will become another full member of the organisation – the #SCO also gained a bigger role as one of the key pillars of a just multipolar world order. We will certainly support China’s chairmanship of the SCO in 2024–2025 in every way.

💬 Relations between the Russian Federation and the People’s Republic of China continue to develop along the lines of comprehensive partnership and strategic cooperation. One of the most important aspects of these relations is traditionally our energy cooperation, which has grown especially vigorous and productive in the past years.

🇷🇺🇨🇳 Bilateral cooperation in the oil-and-gas, coal and electric power sectors is systematically expanding. The supply of Russian energy resources to China has reached record-breaking levels. Specialists from our countries are working together to improve technologies for extracting, processing and transporting these commodities, and to increase their environmental safety.

The Russia-China Energy Business Forum, which brings together representatives of relevant government agencies and business and expert communities, plays a crucial role in this, enabling a direct and constructive dialogue on bilateral cooperation agenda in these important sectors. I would like to mention one of its most recent projects, "the Investment Atlas of Russian-Chinese Energy Cooperation" – a unique information and analysis platform that opens up new opportunities for implementing mutually beneficial joint projects and initiatives.

🤝 I am confident that the work of this forum will be fruitful, while the ideas and proposals put forward by its participants will be put into practice.
