In November 2021 the Washington Post published a stunning exposé on the use of 'Blue Wolf', a new mass surveillance system being operated by soldiers in the West Bank to photograph and collect sensitive personal information on local Palestinians. The story, which was brought to light thanks to several testimonies given by IDF soldiers to Breaking the Silence, represents a massive escalation in Israel's pursuit of control over the Palestinian civilian population in the West Bank, and raises some serious questions on the role of technology within the context of the occupation.

The Israeli authorities are using an experimental facial recognition system known as Red Wolf to track Palestinians and automate harsh restrictions on their freedom of movement, Amnesty International said today. In a new report, Automated Apartheid, the organization documents how Red Wolf is part of an ever-growing surveillance network which is entrenching the Israeli government’s control over Palestinians, and which helps to maintain Israel’s system of apartheid. Red Wolf is deployed at military checkpoints in the city of Hebron in the occupied West Bank, where it scans Palestinians’ faces and adds them to vast surveillance databases without their consent.

At checkpoints in the occupied West Bank city of Hebron, Israeli authorities are using an experimental facial recognition tool, known as Red Wolf, to further restrict the movement of Palestinians in the deeply segregated city.

In East Jerusalem, Israeli police are using Mabat 2000, another facial recognition system that feeds on thousands of CCTV cameras across the Old City, to subject Palestinian neighbourhoods to constant observation.

This is automated apartheid. And it cannot continue.
We must ban the scan and end apartheid.

Over the course of 2020 and 2021, groundbreaking investigations revealed in stark detail Israeli authorities’ intensifying use of surveillance and predictive technologies to police and control Palestinians. Subjecting Palestinians to such scrutiny from security and military apparatuses narrows their expressive spaces and plunges them into a state of constant anxiety. This practice also carries out a commercial purpose: Occupied Palestine effectively functions as an open-air laboratory for Israel to test techniques of espionage and surveillance before selling them to repressive regimes around the world. This commerce has troubling implications, particularly as more governments have leveraged digital monitoring tools against political opponents, activists, journalists, civil society workers, and others deemed “threatening.”
