In January 2018, MUD was disqualified from participating in elections after the country’s Supreme Court of Justice (TSJ) ruled it was a coalition and not a political party, and some members were engaging in double militancy. The anti-government alliance, which had fielded a unified ticket against Chavista candidates since 2012, was facing an internal crisis after the 2017 regional elections, with a number of organizations withdrawing or expelled citing differences and administrative conflicts.

EU MISSION EVALUATES VENEZUELA ELECTORAL TEAM AS GOV'T - OPPOSITION TALKS SCHEDULED

The European Union (EU) has sent an “exploratory mission” to Venezuela to assess social and political conditions in the country.

The 15-day mission is similarly charged with judging electoral guarantees and the “utility, convenience and viability” of adding an EU delegation to the typically ample electoral observer teams for the November 21 “mega-
elections,” in which more than 100 political parties are vying to elect over 3000 public regional and local officials.

EU MISSION EVALUATES VENEZUELA ELECTORAL TEAM AS GOV'T - OPPOSITION TALKS SCHEDULED

Alongside the EU mission, Venezuelan authorities have also reportedly hosted a Norwegian delegation this week to finalize plans for a new round of talks between government and opposition representatives.

According to unnamed sources quoted by Reuters, the negotiations are scheduled to be held in Mexico at the start of August, and will be mediated by “international parties” including the Norwegian government. The sources went on to indicate that “larger” delegations are expected to be involved than in the past in a “more complete and complex process.”

High-ranking officials have swept the United Socialist Party of Venezuela’s (PSUV) internal primaries for the upcoming November 21 regional and local “mega-elections.”

“We [the PSUV] have always believed in the electoral route since 1997,” explained PSUV President Nicolás Maduro upon placing his vote in Caracas. For his part, the party’s Vice President Diosdado Cabello stressed the need for unity following some fierce internal battles: “The divisions are over, we have to come out of this together, strengthened to confront whoever we have to.”

ESTABLISHMENT FIGURES DOMINATE PSUV PRIMARY ELECTIONS IN VENEZUELA

Sunday’s primary elections were marred by denouncements of localized violence and other accusations of irregularities.

Social media users posted videos of fistfights and violent confrontations between competing PSUV factions, particularly in Zulia, Guárico, Lara, Mérida and Táchira states. There were additional complaints of incumbents buying votes and pressuring public sector workers in Aragua, Monagas, Sucre and Miranda states.

Early reports of “serious violence” in the flagship El Maizal Commune in Lara state, where prominent communard Angel Prado challenged PSUV establishment figures for the mayoralty candidature, also spread quickly on social media. Local communards reported that they were being denied entry to some voting centers, with some injured in confrontations.

HARDLINE VENEZUELAN OPPOSITION RELENTS AND AGREES TO PARTICIPATE IN ELECTIONS

Speaking to the press, veteran Venezuelan politician Henry Ramos Allup said that the candidates would run under the banner of the Democratic Unity Roundtable (MUD), which was recently resurrected by the country’s electoral authority.

Ramos said he respected those who disagreed with participating but likewise called on them to respect their position.

Venezuelan President Nicolás Maduro celebrated the reelection of Daniel Ortega and the Sandinista National Liberation Front (FSLN) in Nicaragua where the former guerrilla fighter won a fourth consecutive presidential term.

“[Nicaragua] ratified ... a political process that has guaranteed in the last decade the restitution of fundamental human rights, stripped by the imposition of neoliberalism,” read a statement by the Venezuelan Foreign Ministry on November 9.

In echoes of the US’ strategy for regime change in Venezuela, the RENACER Act also calls for increased coordination with the European Union and Canada and increased scrutiny of international lending to Managua. Restrictions on Caracas’ access to multilateral financial institutions have led to some of the most punishing consequences, restrictions that infamously caused delayed deliveries of life-saving Covid-19 vaccines.

A senior State Department official told Reuters on Tuesday that the Biden administration intends to impose new unilateral sanctions on the Central American "very soon."

Venezuela celebrated the victory of Xiomara Castro in Honduras’ general election Sunday that saw the leftist Libre Party secure an overwhelming victory and bring an end to 12 years of National Party rule.

“It is a historic triumph that honors the life and sacrifice of the heroes and martyrs who raised their voices, especially since the disastrous 2009 coup against former President Manuel Zelaya, in the face of an exclusive and neoliberal system that never responded to the most basic need of its population, and that permanently attacked their human and political rights,” read the statement issued in the name of President Nicolás Maduro.

In contrast to other leaders in the region, Castro never made any effort to hide her admiration for Venezuela and the Bolivarian Revolution and thanked Maduro for his words. Castro is married to former President Manuel Zelaya, who was ousted in a military coup in 2009 in part due to the ties he developed between Honduras and Venezuela as well as progressive government policies.

Gerardo Torres, international relations secretary for the Libre party, told the BBC that Castro’s government would no longer recognize Juan Guaidó as president of Venezuela as outgoing conservative President Juan Orlando Hernández had done.
