VENEZUELAN PARLIAMENT APPOINTS NEW ELECTORAL AUTHORITIES WITH TWO OPPOSITION MEMBERS

Venezuela's National Assembly (AN) appointed a new five-member National Electoral Council (CNE) board for a seven-year period.

The new council’s five-person leadership and its ten substitutes were chosen out of 103 candidates, presented by diverse sectors of society, including universities and civic organizations. The candidates were evaluated between January and April, with the AN’s Nominations Committee shortlisting the 15 members approved by a majority on Tuesday.

VENEZUELAN PARLIAMENT APPOINTS NEW ELECTORAL AUTHORITIES WITH TWO OPPOSITION MEMBERS

International reactions, mainly from Washington and its allies, were also swift after Tuesday’s announcement. Luis Almagro, head of the Organization of American States (OAS), criticized the appointments and accused those who took part in the CNE dialogue of being “collaborationists” of the Maduro government.

However, the assistant secretary for the US Department of State's Bureau of Western Hemisphere Affairs, Julie Chung, struck a more moderate tone. The diplomat said “it's up to Venezuelans” to decide whether the new National Electoral Council is a positive step, but stressed that the US would “continue to press for the fundamental minimum changes needed for free and fair elections.”

VENEZUELA TO HOLD REGIONAL ELECTIONS AS OPPOSITION GROUPS SIGNAL INTENT TO PARTICIPATE

Venezuela’s National Electoral Council (CNE) announced Tuesday that the country will hold regional “mega-elections” this year that will see voters choose authorities for 23 governorships and 335 municipalities.

The announcement comes after Venezuela's National Assembly (AN) appointed a new five-member
CNE board, which includes representation from high profile opposition figures representing sectors that engaged in dialogue with the Nicolás Maduro government.

CNE head Pedro Calzadilla said the electoral authority would invite international observers to accompany the process, and that the board had agreed to revisit the disqualifications of a number of anti-government figures.

Venezuela’s constitution mandates that regional elections must be held this year. The vote would be the 26th electoral process in 20 years.

The two principal CNE rectors belonging to the opposition (out of a total of five) come from currents with significant electoral weight that, until now, toed the abstentionist line dictated by Venezuela’s radical right.

On the one hand, Enrique Márquez, who was also appointed to be
CNE vice president, comes from the opposition A New Era (UNT) party which is a member of the G4 coalition: the four largest opposition parties which boycotted recent elections.

Likewise, the appointment of engineer Roberto Picón as
CNE rector is surprising. Picón, in addition to being a businessman, is an electoral advisor for the opposition and designed the Democratic Unity Roundtable’s (MUD) successful 2015 election strategy.

Venezuela’s electoral authority approved three requests to initiate the procedure for a recall referendum, marking the beginning of a long constitutional process that could eventually see President Nicolás Maduro recalled from office.

The National Electoral Council (
CNE) announced Monday on Twitter that it had accepted petitions to promote a recall effort from three groups: the Venezuelan Movement for the Recall (Mover), All United for the Recall Referendum, and the National Executive Committee of Confedejunta alongside the Committee of National and International Democracy.

VENEZUELAN ELECTORAL COUNCIL SETS RECALL REFERENDUM PROCESS IN MOTION

According to Article 72 of the 1999 Venezuelan Constitution, voters may revoke a public official’s term once said official has served half of their term. In order to trigger the vote, the petitioners must secure valid signatures comprising 20 percent of the electorate that voted for the official, in this case from the national voter list. The recall referendum must then see over 25 percent of eligible voters take part, and the official is recalled if there are more votes for it than he/she received when elected.

The
CNE vowed to release a schedule for the different steps in the coming days. If a successful recall vote is held before January 10, 2023, it will trigger a snap presidential election within a 30-day lapse. If it happens after, the vice president will take over as president for the remainder of the term.
