🇧🇷🛳 Brazil opens dialogue with international agency on fuel for nuclear submarine

Aiming to allow the use of a nuclear fuel in a submarine, Brazil has started discussions with the International Atomic Energy Agency (IAEA), the head of the UN agency, Rafael Grossi, said on Monday (6).

The Nuclear Conventional Propulsion Submarine (SCPN) Álvaro Alberto is the crown jewel of Prosub, a multi-billion dollar program launched in 2008. For the Navy, the SCPN is the most important technological project of Brazil today.

Brazil may be the first country to submit to the IAEA a technological safeguards model for a submarine powered by nuclear fuel and conventional weapons. When ready, this could give the country international prestige.

The Argentine government has sent to Congress a project that creates a so-called "windfall income tax," which will be levied on businessmen benefiting from the increase in international prices due to the conflict in Ukraine.

The project aims to implement a 15% tax on extraordinary profits of companies, recalling that the Argentine government already taxes large fortunes.

Brazilian President Jair Bolsonaro on Tuesday (7) called the action of indigenist Bruno Araújo Pereira, of the National Indian Foundation (Funai), and British journalist Dom Phillips, who have been missing for two days in the Amazon, an "adventure".

Jair Bolsonaro said he hopes the two will be found soon, and emphasized that the Armed Forces are "working very hard," according to a report by O Globo newspaper.

Embraer, the Brazilian aviation company, is in negotiations with authorities in India to sell its most important military product: the KC-390 Millennium tactical freighter, capable of refueling aircraft during flights.

According to information obtained by the Financial Express newspaper, Embraer is offering the KC-390 to the Indian Air Force (IAF). "We are absolutely certain that the C-390 is the right product for India," said Jackson Schneider, the company's CEO for the security sector.

Brazil and India have been partners for decades because of BRICS. The countries are moving closer together in the defense sector, with the Brazilian Air Force (FAB) having expressed interest in the Indian-made BrahMos cruise missile.

China has widened the gap with the United States on trade in large areas of Latin America since U.S. President Joe Biden took office early last year, data show, highlighting how Washington is coming under pressure in the region.

An exclusive Reuters analysis of UN trade data from 2015-2021 points out that outside of Mexico, the top US trading partner, China has overtaken the US in Latin America and widened the gap last year.

The trend, driven by South American countries, shows how the United States has lost ground in a region long seen as its backyard, even as Biden seeks to redefine ties at the Summit of the Americas in Los Angeles this week. Mexico and the U.S. have had a free trade agreement since the 1990s, and the amount of trade between the two neighbors overshadows Washington's trade with the rest of Latin America.

He added, however, that politically the region was still more aligned with the US.

Excluding Mexico, total trade flows - imports and exports - between Latin America and China reached nearly $247 billion last year, according to the latest available data, well above the $174 billion with the US. The 2021 data lacks trade figures for some regional countries, but they balance out in U.S.-China terms.

Mexico's trade flows with the United States, meanwhile, were $607 billion last year, up from $496 billion in 2015. Its trade with China was $110 billion, up from $75 billion six years earlier.

The White House and the U.S. State Department did not immediately respond to a request for comment.

In an apparent effort to present a specific alternative to China, senior U.S. officials said Biden will announce a "Partnership of the Americas" plan at the Los Angeles summit, focusing on promoting pandemic recovery by building on existing trade agreements.

China has an advantage in Argentina, has extended its lead in the Andean copper giants, Chile and Peru, and has seen a major breakthrough in Brazil, despite President Jair Bolsonaro's skepticism about Chinese business interests dominating the country.

Welber Barral, a partner at BMJ Consultores Associados based in Brazil, said China brought transportation and infrastructure investments that helped in grain and metals trade deals, while governments often thought the United States was just rhetoric.

"Latin American governments complain that there is a lot of talk, but they ask 'where is the money'?" he said.

The U.S.-organized summit in Los Angeles is seen as a key platform to counter China, but Biden has already been hit by no-shows, including Mexican President Andrés Manuel López Obrador, due to the exclusion of countries like Cuba and Venezuela.

The exercise has as general coordinator, Colonel QEMA Sergio Martins Rocha, from the Land Operations Command (COTER), accompanied by the FTC Staff, with members of the 8th Military Region, Logistics Command, 29th Armored Infantry Battalion and Army Intelligence Center, as well as military personnel from 20 other countries. PANAMAX will take place between August 1st and 12th, in the USA.
