➡️ Without Lula, the focus of his allies is on the capital and the metropolitan region of São Paulo, in fragmented events. The Minister of the General Secretariat of the Presidency, Guilherme Boulos (PSOL), will attend an event at the Metalworkers’ Union of ABC, in São Bernardo do Campo. It was in this union that Lula, then a labor leader, gained national prominence.

➡️ Former Finance Minister and pre-candidate for governor of São Paulo, Fernando Haddad (PT), will split his time between São Bernardo do Campo and a Força Sindical event in the Liberdade neighborhood, in the capital. Senate pre-candidates, former Environment Minister Marina Silva (Rede) and former Planning Minister Simone Tebet (MDB), will also be present in the São Paulo neighborhood.


💥 The week began to unravel for the left when the tradition of approving nominees to the Supreme Federal Court (STF) was broken. For the first time in 132 years, senators voted against the Planalto, and the Attorney General of the Union, Jorge Messias, was rejected. The leading role in coordinating the rejection is attributed to the president of the Federal Senate, Davi Alcolumbre (União-AP).

🇧🇷🤡🇧🇷💬⚖️ — After the rejection of Jorge Messias’s nomination to the Supreme Federal Court (STF), allies of President Luiz Inácio Lula da Silva (PT) are working to take the case to the Court itself. The idea is to file a Claim of Noncompliance with a Fundamental Precept (ADPF) to challenge the Senate’s role in the hearings and voting on nominees to the Court.

➡️ The coordinator of the Prerogatives group, lawyer Marco Aurélio de Carvalho, stated that the measure seeks to establish a “reset” in the institutional process. According to him, the Constitution assigns the President of the Republic the prerogative to nominate STF justices based on political criteria, while the Senate’s role would be limited to verifying technical requirements.

➡️ In the lawyer’s assessment, once these criteria are met, the Senate would have a “bound competence” to approve the nominee, regardless of ideological differences. As an example, he cited the nomination of André Mendonça during Jair Bolsonaro’s administration, which, despite criticism, was considered legitimate for meeting constitutional requirements.


💥 The Senate’s authority to accept or reject nominations to the STF derives directly from the Constitution. The key point lies in Article 101 of the Constitution, which establishes that the Court’s justices are appointed by the President of the Republic “after approval by an absolute majority of the Federal Senate.”

🇧🇷🤡💬⚖️ — The leader of the Workers’ Party (PT, governing party) in the Chamber of Deputies, Pedro Uczai (SC), stated that the government’s base will appeal to the Supreme Federal Court (STF) against the overturning of President Luiz Inácio Lula da Silva’s veto of the Dosimetry Bill (PL da Dosimetria), which reduces the penalties of those involved in the events of January 8, 2023.

💥 The bill had been fully vetoed by Lula on January 8 of this year, during a ceremony at the Planalto Palace marking three years since the events in Brasília. Approved in both legislative houses, the text could shorten the time that Bolsonaro would serve in a closed prison regime.

🏛 If the veto had been entirely overturned, stricter provisions of the Anti-Faction Law, approved in February, would also have been revoked and could have benefited individuals convicted of these serious crimes. To prevent this, the president of Congress, Davi Alcolumbre (União-AP), declared certain items of Article 112 of the Penal Execution Law (LEP) invalid

❗️ In order to avoid one law nullifying parts of the other, Alcolumbre “removed” these provisions before the final vote, adjusting the text so that both laws could coexist without contradiction, thereby eliminating an argument that left-wing groups could use during the electoral campaign.


⁉️ According to government allies, the mere fact that Lula’s full veto was split by Parliament already serves as grounds for legal challenges. Pedro Uczai criticized what he called a “backroom deal” between the opposition and the centrist bloc.

🇧🇷🌹❗️🌐 — Federal deputy Luciene Cavalcante (PSOL-SP) filed a complaint with the Inter-American Commission on Human Rights (IACHR), a body of the Organization of American States (OAS), against the decision of the National Congress to overturn President Luiz Inácio Lula da Silva’s (PT) veto of the Sentencing Bill (Projeto de Lei da Dosimetria).

The complaint is also signed by state deputy Carlos Giannazi (PSOL-SP) and São Paulo city councilor Celso Giannazi (PSOL), who, along with her, are part of the collective “Educação em 1º Lugar.”

➡️ According to her, the reduction of sentences is “a setback and a direct attack on human rights, effective judicial protection, and the defense of our democracy.” As a legal basis, she cites the American Convention on Human Rights, also known as the Pact of San José, Costa Rica.

🇦🇷👮🇷🇺 — A Russian citizen was arrested in Argentina for carrying out disinformation work and falsifying reasons for entering the country.

The State Intelligence Secretariat (SIDE) reports that it has detected the entry into the country of Russian citizen Dmitri Novikov, linked to disinformation operations in the Dominican Republic.

With judicial authorization, he was detained and expelled from national territory for being in an irregular migration situation, having falsified the reasons for his entry, and representing a risk to national security.

The investigation determined that Novikov had previously been expelled from the Dominican Republic for his participation in disinformation activities, linked to an organization with a history of interference in multiple countries. Possible connections were also established with structures that had attempted to operate in a similar manner in Argentina, which prompted the preventive intervention of security agencies.

As this is an ongoing investigation and in order to protect the country’s strategic interests, no further details will be disclosed.

🇧🇷🇪🇸🇮🇱 — The governments of Brazil and Spain issued a joint statement condemning the interception of vessels from the so-called Global Sumud flotilla by Israeli forces in international waters near Greece.

➡️ In the statement, the two countries described the operation as illegal and said that Brazilian and Spanish citizens were detained and not released after the disembarkation of passengers and crew on the island of Crete.

❗️ According to Israeli authorities, the boats were heading toward the Gaza Strip in violation of the naval blockade imposed on the region. A Navy officer instructed that the aid be redirected to the port of Ashdod, where it could undergo inspection before any possible delivery to Palestinian territory.

⁉️ Some activists refused the instruction and continued their course, which led to the interception. Israel indicated that other vessels could also be boarded if they proceed toward the enclave.

💬 The Global Sumud organization claimed that Israeli military forces damaged navigation systems on the vessels, leaving civilians at risk at sea. These allegations have not been independently confirmed.


⁉️ The Israeli government released images in which it claims to have found items such as “condoms and drugs” on one of the vessels.

“The governments of Brazil and Spain strongly condemn the kidnapping of two of their citizens in international waters by the Government of Israel.

Both were aboard vessels of the Samud flotilla, intercepted by Israeli forces near Greece, and were not released following the interception of these ships and the subsequent disembarkation of passengers and crew on the island of Crete.

This flagrantly illegal action by Israeli authorities, outside their jurisdiction, is an affront to international law, actionable in international courts, and constitutes a crime within our respective jurisdictions.

The governments of Brazil and Spain demand the immediate return of their citizens, with full guarantees of safety, and that immediate consular access be granted for their assistance and protection.”
