⚡️🇷🇺🇺🇦💡 @Rybar's Analysis - Russian Armed Forces hit Ukraine's Energy System on 15 Nov 2022⚡️

🔎 Rybar's team continues its analysis of the consequences of a systemic fire attack on Ukraine's energy system.

#Kiev said today's raid was the largest such attack since the start of the SMO. According to Ukrainian resources, cruise missiles and kamikaze drones damaged 15 critical infrastructure facilities.

We have repeatedly written that strikes have a cumulative effect, with each successive raid resulting in increasingly grave consequences for the Ukrainian energy system. This is exactly what today's events have demonstrated:

▪️ Strikes on the #Zmiev thermal power plant in #Chuguev district temporarily completely de-energised the entire #Kharkov region.

▪️ Strikes on facilities in #Kiev led to massive overloads in the power grid and tripping of emergency frequency overload automatics, which was perfectly visible in the footage of pulsating power on and off.

▪️ Repeated strikes on the #Zhytomyr 330 substation resulted in power outages in this regional centre and areas around it.

▪️ Voltage surges and temporary power outages were reported in western regions of Ukraine after repeated strikes on the Lvov-South 330 substation in Lvov Region and the #Kovel 330 substation in #Volyn Region.

🔻 For the first time, #Moldova also experienced the consequences of Russian missile strikes: paradoxically, they were the consequence of the policies of the authorities themselves in #Chisinau.

Restrictions of gas supply to #Transnistria led to decrease of generation of the Moldavian state district power station that with its capacity stabilized the situation in the south of #Odessa region and fed the energy deficit of #Moldova.

Due to reduced capacity and increased consumption from Ukraine, exacerbated by a possible impact on the 330 substation in #Artsyz, an automatic protection was triggered at the TPP. The plant switched to self-powered operation, which caused consumers in Moldova and Transnistria to be disconnected.

Also, a section of the 750kV high voltage transit line in #Romania was disconnected, which may indirectly indicate a possible short circuit from the 750kV switchgear of the South Ukraine NPP.

🔻 The lack of objective data from most of the hit locations made it impossible to determine exactly which elements of the energy facilities were targeted in each attack.

However, dense black plumes could be seen in photos and videos from the arrival areas. This indirectly indicates that it is highly likely that the strikes were again directed at power and automatic transformers rather than general control stations (GCPs).

🩸 Their preservation would once again allow Ukrainian power producers to reassemble emergency circuits and eliminate damaged equipment in a relatively short period of time. Yes, it will cause even more severe restrictions, but power supply to consumers will be restored.

The absence of strikes on the General Control Stations reduces the impact on the Ukrainian energy system, although even then its resilience drops with each attack.

On 10 Oct, the RF Forces launched the first massive strike on #Ukraine's energy infrastructure. The state after two months of strikes.

♦️Where was the Hit?

At the end of Nov, a cumulative effect worked. Limited strikes in certain regions began to lead to nationwide blackouts.

The main target was the distribution grid rather than generation facilities. Three-phase 330/110 kV autotransformers and single-phase 750/330 kV autotransformers were knocked out in substations.

High-voltage circuit breakers, line disconnectors, current and voltage transformers were incidentally affected.

In some rare cases, general control stations (GCPs) and TPPs were hit.

♦️Was the Fire Attack really systemic?

Despite the seeming strangeness, the strikes can be roughly divided into five logically interrelated stages:

▪️ Stage 1: strikes on nodal high-voltage substations.
Ability to analyse the consequences for the entire system and the time taken to recover.

▪️ Stage 2: strikes on substations in major cities and the Ukrenergo building to limit dispatch control.
Temporary difficulties and introduction of rolling blackout schedules.

▪️ Stage 3: isolation of the three remaining NPPs from the country's power system.
The Khmelnitsky NPP and one unit of the Rivne NPP have been shut down in an emergency. The centre and west were left without power supply. Shutdown schedules have been tightened.

▪️ Stage 4: strikes on switchgear of large power plants and power plants themselves, repeated strikes on node substations.
Temporary collapse of the power system, acute shortage of electricity generation. Import of electricity from #Poland and #Romania. Constant unscheduled emergency outages.

▪️ Stage 5: methodical knocking out of the remaining substations and PPs that are pulling the power supply to consumers across the country.
It is continuing now. The results can be seen in the strikes on #Odessa, #Kiev and #Sumy. Similar things are happening in #Lvov and #Dnipropetrovsk regions.

♦️Okay, but everything can be restored, right?

Ukraine has run out of reserves, its own production in #Zaporozhye stopped long ago.

Despite the PR actions with the transfer of secondary equipment, no one can actually supply high-voltage autotransformers now (except for a few from #Lithuania and possibly #Bulgaria and #Romania).

Even if the European industry refocuses on #Ukraine's needs, the first unit deliveries will have to wait at least six months.

♦️So there is a complete collapse in #Ukraine right now?

Not exactly.

Measures are being taken now to protect the most important points. Barriers are being built at the surviving sites. Air defence is being built up.

♦️So the Power Grid is partially intact?

Alas, yes.

The restoration work is being carried out because of incomprehensible humanism on the part of the RF Forces. If the strikes were not on the power equipment, but on the control posts, there would be nothing to restore.

A strike on the control room with the destruction of the building would render the substation inoperable. In addition, #Ukraine needs to be deprived of the ability to generate electricity.

♦️What is the practical effect now?

The idea of moving the country to separate "islands" fed by the nearest power station is being discussed. The damage has reduced the manageability of the power system and is causing numerous accidents.

#Moldova has been affected, as the main PPs are in #Transnistria.

The option of importing electricity from #Europe and bringing in floating Turkish PPs is being considered.

🩸But the point of no return has already been passed?

Yes, the energy system is still capable of supplying critical industries and rail transport. But the further it goes, the more things go wrong.

That is why the strikes have to continue!

💥 The RF Armed Forces have struck critical infrastructure sites in #Ukraine.

During the night, Geran-2 drones were predominantly used. Air defence position areas were opened and several critical infrastructure facilities in the south and east of #Ukraine were hit.

In the morning, the Russian Aerospace Forces launched a series of missile strikes against targets across the country.

🔹 What is known by this hour?

▪️ #Kharkov: overnight 👉 strikes hit the engine room of CHP-5 in the south-west of the city.
In the morning, strikes on enemy facilities in #Kharkov continued, with local authorities reporting power outages in several districts of the city and region.
There were reports of delays in the underground and problems with the internet in the city.

▪️ #Zaporozhye: the target of the 👉 strike was the 1st engine room of the #Dnieper hydroelectric power plant.
The hall has relatively low capacity and old equipment. The likelihood that the damage caused would disrupt the operation of the entire plant is extremely low.
One of the fired shells hit a nearby outbuilding.
Some parts of the city are experiencing power and internet problems.

▪️ #Dnepropetrovsk region: A missile 👉 hit the engine room of the Krivoy Rog TPP near #Zelenodolsk, destroying at least one turbine and damaging steam lines.
One of the generators stopped generating power and was permanently disabled.

▪️ #Khmelnytsky region: several energy infrastructure facilities in Khmelnytsky and Shepetovsky district were hit, with electricity and internet problems observed in the oblast.

▪️ Ivano-Frankovsk region: According to preliminary data, the Burshtyn Thermal Power Plant could have been targeted again - the plant stopped generating power during the massive strikes.
At the same time, the facility's capacity decreased slowly - suggesting that Ukrainian power engineers may have deliberately shut it down before the attack.

▪️ #Kiev and the region: In #Kiev, CHPP-5 and several other targets in other parts of the city were hit. Local authorities reported power grid damage.

▪️ Several strikes are known to have occurred in the #Odessa region. According to local sources, the #Usatovo 330 substation caught fire.

▪️ The RF Armed Forces also struck unspecified facilities in #Kherson region, near #Kremenchuk, #Kramatorsk and #Vinnitsa.

▪️In #Zhytomyr, #Kirovograd, #Nikolayev and #Lvov regions, air defence assets were triggered.
Shortly before the missile attack, authorities conducted preventive power cuts in some regions of the country.

▪️ Following the strikes, Ukrainian Railways reported train delays on the #Kharkov, #Kiev and #Kramatorsk routes.

▪️ #Moldova said that Russian missiles allegedly entered the country's airspace and flew over #Transnistria as well as the #Soroca region bordering #Ukraine.
The republic's Ministry of Foreign Affairs summoned the Russian ambassador.

📌 Today's wave of strikes hit more targets than the previous one. It cannot but be gratifying that this time machine rooms were chosen as targets rather than autotransformers, as had been the case previously.

Accurate hits on equipment in turbine halls guarantee extremely long-lasting repairs to facilities, and consequently a dramatic drop in power generation at stations.

Still, such attacks must be carried out systematically. Disabling #Ukraine's power infrastructure would make logistics, as well as repairs to equipment and the enemy's industry, much more difficult.

🔴 On the #Kupyansk Direction, RF Armed Forces are reported to have seized a bridgehead on the right bank of the #Oskol river, located 6-12 km north of the town.

▪️ North of #Artyomovsk (#Bakhmut), the Wagner PMCs are conducting a bloody assault on #Berkhovka. The enemy is resisting fiercely in fighting for an important transport hub to supply #Artyomovsk.
Fighting is also taking place in the city itself and to the southwest of it, in the direction of Chasov Yar at the #Krasnoye - #Stupochki line.

▪️ The Wagner PMCs deployed between 1,000 and 1,500 storm troopers to the #Zaporozhye direction.

▪️ They carried out artillery strikes against enemy positions in #Sumy Region.

🔵 The Enemy fired more than 240 munitions on the civilian population of the DNR, with #Mayorsk, #Zaitsevo, #Gorlovka, #Donetsk, #Makeyevka, #Yasinovataya district under fire.
At lunchtime, the Nazis fired 40 rockets from MLRS into the city centre. A civilian was killed and 12 people were wounded.

▪️ A 12-year-old girl died as a result of the AFU shelling on Novaya Tavolzhanka in the #Belgorod region.

❗️The new Prime Minister of #Moldova, Dorin Recean, said that #Transnistria should be demilitarized, Russian troops should be kicked out and the inhabitants of the region should be integrated economically and socially.

In #Berkhovka only half of the settlement had been cleared by nightfall. The enemy was transferring reserves.
Southwest of #Artyomovsk fighting at #Krasnoye (#Ivanovskoye).

▪️ In #Maryinka there are battles in the centre of the settlement. The RF Armed Forces are using tanks and aviation.

▪️ In #Kherson direction, RF Armed Forces shot down a Ukrainian aircraft from Verba man-portable air defence systems on approach to Novaya Kakhovka.

⚠️ There are isolated reports that the RF Armed Forces in #Kupyansk, #Seversk and #Liman directions have launched an offensive. In some areas there is an advance of up to 5km deep into enemy defences. In some parts of the border in #Kharkov region we are engaged in a grey zone.

🔵 The Enemy pushed back our troops near #Ugledar ⚠️ and now fighting is taking place to the south between #Pavlovka and #Nikolskoye.
The RF Armed Forces are conducting a massive artillery barrage, with reports from the field yesterday evening of effective firing by our artillerymen.

▪️ In the #Belgorod region, the AFU shelled #Shebekino and Pervoye Tseplyayevo. Three civilians were wounded, the region's governor said.

▪️ In the DPR, #Gorlovka, #Yakovlevka, #Mineralnoye, #Donetsk, #Makeyevka, #Aleksandrovka and #Debaltsevo came under enemy fire. One civilian was killed and one wounded.

❗️❗️❗️The Russian Ministry of Defence stated that Kiev is preparing an armed provocation against #Transnistria, which will be carried out by the AFU. As a pretext for the invasion of the PMR, Kiev is staging an attack by RF forces from the territory of #Transnistria.

In Ukraine, the consequences of previous missile strikes on energy infrastructure facilities have been almost completely eliminated: outdoor lighting always functions, and scheduled power outages are gradually being cancelled.

With this in mind, the Russian Armed Forces' strikes seem pointless, as Ukraine repeatedly claims that it has managed to handle the problem with power supply. In fact, this does not correspond the reality. The #Odesa case shows this in practice. In fact, this is the first Ukrainian region, the power system of which was damaged critically.

🔻 How is Odesa's power supply system arranged?

The 330 kW power distribution is organized through one key node, the #Usatove substation.

#Novovodeska and #Adzhalyk substations were also hit: one of the two 330/110kW autotransformers was hit. A similar situation is developing at the #Artsyz substation.

According to open sources information, the total transformer capacity with its own generation is only a third of what it was before, about 471.7 MW (of 1332 MW). This is critically insufficient for Odesa.

🔻 Do preventive shutdowns help?

It helps minimize damage in the event of an attack, but if there are no strikes, it only makes it worse. Every shutdown causes overvoltage. As a consequence, not only 110 kW and 35 kW equipment and transformers fail, but also medium voltage - 10/0.4 kW and 6/0.4 kW - necessary for normal city life.

The constant switching on/off of equipment causes damage, sometimes comparable to the impact itself, but in this case not point-to-point, but distributed throughout the network. It can take a long time to restore power, and the city is transferred to generators. In a sense, declaring an air alert in this case is more dangerous than the strike itself.

🔻 What are Ukrainian energy companies doing?

DTEK's main efforts are focused on several areas:

Maintaining the remaining high-voltage equipment
Maintaining the equipment in function
Restoring 110, 10 and 6 kW networks

❗️ 330 kW networks are the most difficult to restore. They are repaired on a spot basis to maintain the minimum functionality of the substation. But it is impossible to replace autotransformers now.

Because of the restoration of low-voltage networks, the need to power from a limited number of substations increases.

This leads to mains voltage drops, which are compensated for by a rise in voltage at the power transformers. However, as new substations are switched on, the drop stops, and the high voltage transformers remain unchanged. It turns out that in apartments and houses of residents the level rises to 260-270 W instead of the usual 220 W - and further loads the power grid.

🔻 Prospects

The strikes on Ukraine's power system, despite their non-obviousness, are bearing fruit, which is most seriously felt in the Odesa region. If the strikes continue, the city's energy system will simply fail, and the region will be isolated from the general grid for a long time - from several weeks to several months.

In theory, this will limit the transfer of personnel and equipment from #Romania and #Moldova by rail and reduce the logistics capabilities of the Odesa port. But this is a double-edged sword: the energy crisis may push the AFU to seize the Cuciurgan power station in #Transnistria.

The deterioration of the situation will put even more pressure on the local population: discontent is growing every day. And the forced mobilization of citizens exacerbates the situation in the region.

❗️ Odesa region is the first one where the plot to destroy the energy infrastructure has succeeded, bringing about military and political changes.

▪️ Serbia's Ministry of Defence stated that they did not supply ammunition to the end user in #Ukraine.

⚡️🇷🇺🇺🇦🚫 On the Introduction of Restrictions on Media Work in the South of #Ukraine⚡️

A couple of days ago, the Operational Command "South" of the AFU announced the introduction of restrictions on the activities of media personnel in the command's area of responsibility in #Odessa, #Nikolayev, #Kherson and #Dnepropetrovsk regions.

Under the new requirements, journalists and reporters have been assigned three zones: a "red" zone where media presence is strictly forbidden, a "yellow" zone where media personnel are allowed to work in the presence of a specially authorised officer and a "green" zone with no restrictions.

🔹Why is this done?

The Ukrainian authorities have repeatedly tried to restrict the work of foreign media, especially in the area of hostilities or within the radius of possible missile and drone strikes. Ukrainian propaganda is fundamentally based on falsified data and disinformation.

The presence of staff from Western news agencies - or rather media not under the control of the Ukrainian authorities - is a big problem for Ukrainian infobots. Western journalists could easily publish something that would completely smash propaganda built on lies.

🔹Which areas have been restricted for media work?

🔴 "Red Zone":

Entirely banned from visiting military bases, firing ranges, ports and airfields, as well as other critical infrastructure. Also, journalists are not allowed to work in areas bordering #Transnistria.

In #Nikolayev and #Kherson regions, reporters are not allowed to work in #Pravdino, Posad-Pokrovskoye, #Kiselevka, #Novopetrovka, #Lyubomirovka, #Snigirevka, Davydov Brod, Belaya Krinitsa and #Vysokopolye. In these localities, training activities for the mobilized are taking place, among other things.

🔹Protests and Socio-Economic Crisis

▪️ Moldovan Prime Minister Dorin Recean called "criminals" who protest against the country being dragged into war and the economic crisis. The politician said the discontent was caused by a sharp rise in prices, but "the government cannot go along with the criminals".

▪️ The Moldovan police are drawing up protocols against protesters in #Edinet who expressed dissatisfaction with Maia Sandu's policies. The protesters are accused of blocking roads and "beating up motorists".

▪️ Following the #NATO joint naval exercise with the participation of the Moldovan military, the Moldovan Defence Ministry has launched a planned military exercise of Romanian, Moldovan, US and UK special forces "JCET-2023" from 27 March to 7 April.

In addition, another military exercise took place in Balti on 29 March, which included live firing of infantry and artillery weapons.

▪️ #Transnistria noted that the Chisinau authorities do not warn about the exercises: in Tiraspol they learn about them from the media and only when they are already underway, which is of concern to the inhabitants of the region.

▪️ At the same time, Russian Foreign Minister Sergey Lavrov said that the Ukrainian authorities support the "bellicose aspirations" of the Moldovan authorities towards #Transnistria. According to him, the Ukrainian side is demonstrating its readiness to intervene in the conflict in every possible way.

▪️ Defence Minister Anatoliy Nosatii, in turn, said that the presence of Russian troops in #Transnistria was a destabilizing factor.

Commenting on the high-profile call-up of citizens for military training, he confirmed that reservists all over the country receive summonses requiring them to attend training exercises.

Military exercises with reservists will be held from April to September this year in #Chisinau, #Causeni, #Straseni and other cities of the country.

▪️ The Moldovan government has confirmed that the elections for the Governor post of #Gagauzia, scheduled for April 30, will take place despite the extension of the state of emergency in the country.

In the
#Kherson region, there is an accumulation of personnel along the #Dnieper River. In the vicinity of #Kherson, communication base stations are disconnected and mobile devices are taken away for camouflage purposes.

🔹In the Golaya Pristan sector, SBU officers detained several local residents of #Kizomys village. They were accused of sabotage activities and complicity with #Russia.

🔹To the North, at the Posad-Pokrovskoye - #Zelenovka line, as well as near #Shevchenkovo, two Bayraktar TB2 drones operated. They provided target designation for artillery from the #Kutsurub and #Antonovka areas.

▪️ To the southwest of #Kherson, the presence of Signals Intelligence units was noted on the islands of Belogrudy and Bolshoy Potyomkin, and a manoeuvre electronic reconnaissance group arrived in #Kherson.

▪️ Artillery and mortar crews of the AFU's 406th Separate Artillery Brigade and 126th Territorial Defence Brigade are shelling the left bank of the #Dnieper River. A Grad-P PRPU based on a Mitsubishi L200 is operating in the vicinity of #Ukrainka.

🔹In the #Kherson region, reconnaissance signs indicate that preparations to intensify combat operations are nearing completion. AFU units are concentrating near the right bank. At the same time, assault units are still trying to gain a foothold on the islands near #Kherson.

One of the units of the newly established 82 Airborne Assault Brigade has arrived at the combined arms training area in Shirokiy Lana. The unit will be further manned with the most trained men from the Territorial Defence and sent for combat coordination.

In addition, a railway convoy of the 21st Mechanized Brigade has been formed in #Podolsk, #Odessa region, on the border with #Transnistria. According to preliminary data, the convoy with people and armoured vehicles departed in the direction of #Nikolayev.

It is currently unclear what the destination of the 21st Brigade will be - it could be #Kherson direction or other parts of the front, including the #Zaporozhye region.
