Report on 1-month after Safe return to Sport

1. Two reported Whistle-Blower cases
SDBA received 2 whistle-blower reports over the past 2 weekends. Once concerns “alleged lack of safe distancing when recovering boats at Nursery beach”. The other concerns “boats passing and congregating under Cosy Bay hanging pedestrian bridge”. We investigated as best as we can and concluded that there were no deliberate infringements. These are clear indications that people are watching our sport and us all. They will not hesitate to report what they see, regardless any truth in their allegations. So please be ever mindful of the COVID-19 control measures as specified in the DB-Safe Plan (refer to www.sdba.org.sg , under “Safety” tab). We must band together and make the compliance as iron clad as we can.

2. Only qualified Trainers/Coaches permitted to train the Team
The minimum requirement for qualified trainer/coach is the SDBA Recreational Trainer certificate. Qualified Trainers/Coaches are permitted to be in front of the dragon boat when the crew has a qualified steer. Alternatively, the qualified Trainer/Coach may also steer the boat if the crew does not have a qualified steer. We would like to warned teams not to attempt to pass unqualified persons as Trainers/Coaches in the coveted front of the boat position. Teams found doing this shall be charged with cheating which carries the maximum de-affiliation penalty and their members banned from the sport for a period.

3. Changing of Steers within same crew in the same boat
This is permitted provided the persons involved are:-
- Qualified Steers (minimum requirement:- SDBA basic helm probationary letter) or Qualified Trainer/Coach
- Have own face mask/shields
- Have own paddles (when changing positions)
- Adequately disinfect the rudder holding stem (before person replacing takes over the steers position)

4. Teams entering KWSC
SDBA observed that some teams that entered KWSC are not within their organic crew of 5 or 5+1 Coach that will be embarking into the boat. Please note that the control measure requires teams to report in their crew size and configuration. This will simplify checking and contact tracing (if necessary). Crews that reported ‘ready to embark” will also be able to move more expeditiously thus simplifying facility capacity controls.

5. Team movements in KWSC
Last weekend, SDBA had to warn a team to expedite movement inside KWSC as their delay to exit the facility will delay all teams in the next session waiting to enter. Please note that Teams that have just completed their session have 30 minutes to exit KWSC. Very much appreciate if Teams in KWSC to please move expeditiously and be mindful of other teams that are also using the same facility.

6. Booking of Boats and/or Training Sessions
Teams that want to book boats at KWSC and/or training sessions at Nursery to please make the booking at least 5 working days in advance so that we can make the necessary arrangements. This is indicated in the DB-Safe Plan, Slide 16, “What needs to be done for training”. As part of the new COVID-19 norms, access restriction into a facility is mandated by the Singapore government. The purpose is to ensure that facility users perform SafeEntry (for probable contact tracing if necessary) as well as temperature screening (as last resort to turn away possible person whom is ill). As SDBA personnel are working from home, we would appreciate it very much if you would adhere to the requirements so that we can task our staff to attend to your needs. So please note that we may not be able to respond to last minute requests as it may not be always possible to re-task our staff at such short notice.

7. Violation of DB-Safe Plan
SDBA has been issuing reminders and warnings to several teams or persons that in one way or another, has violated the control measures featured in the DB-Safe Plan. We seek all teams and their members to please cooperate and comply with the DB-Safe Plan control measures. We may be forced to take harder stance and start meting penalties if the situation still p
ersist.

8. Safe distancing
SDBA has also warned several persons about good safe distancing practices. Hugs and embraces, especially when unmasked, is NOT okay! These actions contravened the DB-Safety Plan control measures. Please comply with the general rule of keeping safe distance at:-
- 1m between persons, if both are wearing face masks
- 2m between persons, if not wearing face masks
- 3m between groups of 5 persons who are doing exercises and therefore not wearing masks

SDBA will continue to review the DB-Safe Plan and control measures to improve our safety handling as we monitor the actions and adherence by the DB community to the DB-Safe Plan. Any changes will be shared with the DB community in due course.
Folks, please note that Kallang Riverside Park is a hotspot for our foreign worker community to have some R&R on the weekends.

So them "safe ambassadors" and their gadgets will be out patrolling. As well as they can see the general public, they sure as well can see the DB community too.

So please be aware that our movements shall be watched. Please practice safe distancing when you are up and about. Keep to our DB-Safe Plan and God Willibg, we shoukd be okay
